The nature of modem warfare demands that we fight as a team. Unified action resulting from clear command relationships and unity of effort is crucial to making this possible. Without action to build resilience, it will increase security risks over much of the planet. It will not only increase threats to developing nations in resource-challenged parts of the world, but it will also test the security of nations with robust capability, including significant elements of our National Power here at home. Even though we may not have 100 percent certainty as to the cause or even the exact magnitude of the impacts, the risks associated with projected climate change warrant taking action today to plan and prepare for changes in our communities, at home and abroad. When it comes to thinking through long-term global challenges, none are more qualified than our most senior military leaders. Not only do they have decades of experience managing risk and responding to conflict on the battlefield, but they are also experts in geopolitical analysis and long- range strategic planning. -

Scope This publication provides overarching doctrine for special operations and the employment and support of special operations forces across the range of military operations. 2. Purpose This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. 3. Application a. Joint doctrine established in this publication apply to the Joint Staff, commanders of combatant commands, subordinate unified commands, joint task forces, subordinate components of these commands, and the Services. b. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. -

Over the last five years, the CNA MAB has published three reports on the nexus of energy, climate, and national security. In this most current report, which is the result of the fourth convening of the MAB, we focused our efforts on the national security implications associated with shifting the U.S. transportation sector to alternative fuels. Our discussions of transportation fuels and security have ranged widely, partly because national security involves a wide range of factors, and partly because many energy issues are connected to one another. -

WILLS has been approved for the Department of History and the College of Arts and Sciences by Ingo Trauschweizer Associate Professor of History Robert Frank Dean, College of Arts and Sciences 3 ABSTRACT WILLS, STEVEN T., Ph.D., April 2017, History Replacing the Maritime Strategy: The Change in Naval Strategy from 1989-1994 Director of Dissertation: Ingo Trauschweizer The change in U.S. naval strategy from 1989 to 1994 was the most significant of its kind since the end of the Second World War. The end of the Cold War, the provisions of the Goldwater Nichols Act of 1986 and the effects of the First Gulf War of 1991 combined to radically alter U.S. and naval strategic thinking. The end of the Cold War brought about a review of U.S. naval strategy, but the personalities involved created a new process that greatly hampered the re-creation of strategy designed to combat peer competitors. The provisions of the Goldwater Nichols Act of 1986 indirectly affected the Navy staff where strategy documents had heretofore been produced. Talented officers that had sought service on the Navy Staff gravitated instead toward the Joint Staff and regional Commander Staffs as these positions offered better chances for promotion and advancement.
