Executive Summary

Pulwama district has the proud privilege of producing the finest quality saffron, which is famous for its colour and flavor all over the world; 90 percent of saffron production comes from uplands, locally called ‘wudar’. In Pulwama district, more than 80% of the working force is engaged in agricultural pursuits. Besides saffron, the cropping pattern is dominated by horticulture crops, i.e., apple, walnut, etc. and cereals like paddy, oil seeds and vegetables. The farmers in the district are now shifting from their old cropping pattern to crop-combination and from food crops to cash crops. The district generally follows mono- cropping system due to low temperature during winters.

Deposits in banks have shown a growth of 4.90% as on 31.03.2015 over the previous year and the share of commercial banks is about 94% of total deposits. The advances have also shown a growth of 18.84% as on 31.03.2015 and the commercial banks have the majority share of almost 94%. The CD ratio for all the agencies is 77% as on 31.03.2015 which has increased from 68% as on 31.03.2014. The CD ratio of commercial banks, RRB and cooperative bank is 78%, 91% and 42%, respectively as on 31.03.2015.

PLP for 2016-17 for Pulwama district containing the physical and bank loan projections has been made for various sectors/ activities under Farm and Non-Farm sector as also Other Priority Sectors. The updated PLP projections have been made for the year 2016-17 after assessing the credit flow in 2013-14, 2014-15 and the DCP based on the PLP for 2015-16, and interactions with Government Departments/ agencies as also after obtaining feedback on GLC at block level. This Potential Linked Credit Plan envisages achieving the credit potential of ` 117495.60 lakh by the banks during the year 2016-17 in the district.

Productivity of crops in the district is low on account of late maturing of crops, traditional methods of cultivation, mono-cropping and less intensive use of chemical fertilizers and other inputs. Organized marketing/storage facilities are not available in the district.

Suggested action points to overcome the adverse impacts of constraints are as under: social mobilization, creation of awareness, skill formation drives, enhancing coordination among agencies, financial literacy camps, etc. NABARD has initiated steps in this direction by promotion of Women SHGs, Area Development Schemes, organizing FLCs, etc. Thrust areas planned in the district for 2016-17 are: promotion of SHGs, JLGs, FPOs, collectives, etc. which require optimum coordination among all agencies and stakeholders in the district including decentralized participation of the rural people. Needless to mention, the district requires adequate capital formation in the desired/ priority sectors to meet aspirations/ requirements of the local population to ensure inclusive growth of all. Effective monitoring and review of implementation of PLP and Annual Credit Plan through DCC/ DLRC and BLBC meetings is required to achieve the stated objective of inclusive growth.
