India’s imposition of strict curfew, detention of the entire political leadership, large-scale arrests of thousands of innocent Kashmiris coupled with extremely harsh suppression of all fundamental human rights amidst the full freeze on landline, mobile and internet communications is fast leading to “major humanitarian crisis” for more than 8 million people in the Kashmir Valley & partially for about 6 million in the Jammu Region. Waking up the world’s conscience is imperative to prevent the Indian Occupation Forces from affecting an unrelenting massacre, while the supplies of food, medicine and other necessities of life are deliberately withheld. This humble compilation based on scantily available information from IOJK till 25 August 2019 merits widest circulation leading to a strong global pressure on the Government of India to abide by United Nations Security Council Resolutions and fulfilling its own decades old promises such as, made by India’s first Prime Minister Pandit Jawaharlal Nehru in January 1952, “Kashmir is not the property of India or Pakistan; it belongs to the Kashmiri People. When Kashmir acceded to India, we made it clear to the leaders of Kashmiri people that we would ultimately abide by the verdict of their plebiscite; if they tell us to walk out, I would have no hesitation in quitting Kashmir. We have taken this issue to the United Nations and given our word of honour for a peaceful solution; as a great nation we cannot go back on it. For decades, India has denied basic human rights including the right to self- determination to Kashmiris flouting numerous resolutions of UN Security Council; but recently it has raised the severity of atrocities amid a tight security clamp down. India’s unilateral abrogation of Article 370 and 35A (explicitly violating the wishes of Kashmiris) is an attempt to legitimize its occupation and affect forced annexation of the territory. Due to the fear of massive uprising and protests, India is now unabashedly stifling the voice of Kashmiri people, primarily to prevent the spill over of news about suppression of fundamental freedoms. Indian Occupation Forces are perpetrating severe brutalities against the innocent populace and aggravating their lives on daily basis. 2. Over the last month or so, the Government of India has staunchly denied access to the World Community and International Human Rights Organizations by crossing all norms of humanity. An upward surge has been witnessed in various kinds of violations including killings, humiliation and conduct of cordon & search operations to cover up the illegal actions of the Government of India. Presence of 700,000 Indian army personnel and almost 700,000 troops from other security agencies including CRPF, SOG, Black Cat Commandos, Police and intelligence agencies have made the life of Kashmiri masses miserable. Hiding the real situation in IOJK, Indian authorities resort to atrocious methods and gross human rights violations through its security forces especially RAW / CRPF / Indian Army. 3. In nutshell, India is using diversionary tactics, disinformation and obfuscation of facts and events to create a smokescreen over violation of basic human rights of people in IOJK. 4. In the words of Lord Eric Avebury, an English politician and human rights campaigner, ―The atrocities committed by Indian imperialists in occupied Kashmir surpass brutalities of apartheid regime in South Africa or of Nazis 50 years ago‖. Human rights abuses have been 5 a part of Indian campaign against Muslim Kashmiris since 1947 particularly after 1990. The oppression has been manifested in different types of human rights abuses such as disappearances, torture, rape and molestation of Muslim women etc. Indian troops have seldom been held accountable despite committing serious human rights violations (HRVs) due to imposition of black laws such as the Armed Forces Special Powers Act (AFSPA), which gives soldiers effective immunity from prosecution for serious human rights abuses. India has put aside all its obligations to ensure political and civil rights of Kashmiris as the State party to different international humanitarian treaties such as The International Covenant on Civil and Political Rights (ICCPR). Moreover, it backtracked from its promise to hold plebiscite in IOJK according to the wishes of Kashmiri people under the aegis of UN. Ironically, international community, UN and powerful states have forgotten the golden document of Universal Declaration of Human Rights (UDHR) and have turned deaf and dumb towards severe human rights issues in Indian occupied Kashmir. India not only violates the basic rights of Kashmiris but also dubbed reports on HRVs by authentic UN bodies such as Office of the High Commission for Human Rights (OHCHR) as false and motivated narrative. Summary of the statistics of various human right violations from January 1989 till August 2019 is as under:- Total killings - 100,178 Custodial killings - 8,532 Civilians arrested - 164,931 Structure destroyed / damaged - 109, 247 Women widowed - 22,899 Children orphaned - 107,758 Women gang-raped / molested - 11,107 Pellet guns injuries - 3,800 5.
