The book offers a window into developmental works, schemes and specific in- novations and initiatives taken up by the district. I am confident that the Coffee Table Book would generate greater awareness among people about the pro- grammes and policies meant for their welfare and empowerment. I am optimistic about the resolve of the District Administration to continue the Good Governance and Development agenda this year also. I look forward to guiding the district in this endeavour. MESSAGE Girish Chandra Murmu Dated: 30-07-2020 7 B V R Subrahmanyam (IAS) Chief Secretary Jammu & Kashmir am immensely pleased to know that the District Administration of Pulwama is bringing out a publication highlighting the achievements and accomplishments in the district and drawing attention to the development impact these have had over Ithe past year or so. The book is also presenting a glimpse of the culture, topography and unique features of the district. Each district in Jammu & Kashmir is unique in many ways. Each is endowed with its own natural beauty and resources, agri- cultural and horticultural products and distinctive arts and crafts. Each has unique challenges as well. The Pulwama District Administration has been working relentlessly to leverage these resources for promoting economic growth and increasing live- lihoods of people. It has also worked to ensure that the benefits of welfare schemes and programs percolate to each resident. Efforts have also been made under the leadership of the Deputy Commissioner to scale up and improve service delivery in all government institutions and enhancing infrastructure facilities in the district. As the book brings out strikingly, the development impact of these efforts is indeed impressive. Coverage of beneficiary orient- ed schemes providing scholarships, pensions and financial assistance has increased remarkably in one year. The marginalized sections, poor and destitute have benefited from this effort. The initiatives to increase agricultural output will certainly result in higher incomes for farmers in coming years. The quantity and quality of services provided in health and education have im- proved, as can be seen from the book. There is a transformation in the rural and urban landscape through the Swachh Bharat programme for making the district ODF, the 100% electrification of households through the Saubhagya programme, urban renewal through AMRUT and Smart Cities programmes, and many other programmes. The infrastructure scenario is also chang- ing through the languishing projects, funded by JKIDFC, and other infrastructure projects. The Har Ghar Nal se Jal programme will ensure 100% coverage of households with a drinking water tap soon. Sports facilities have also improved so that the youth have avenues for pursuing their interest. MESSAGE Underlying all this is the establishment of a vibrant Panchayati Raj and Municipal system, creating a strong grassroots democ- racy with accountability to the people. These institutions will ensure the long term sustainability of all development initiatives. I am happy that the district has also showcased its innovations. These will push the frontiers of development further. I compli- ment Dr. Raghav Langer, IAS and the entire district team of Pulwama for their hard work and for bringing out this publication. May you achieve greater heights in future. The book is a testimony of our collective efforts in bringing Government closer to its citizens. It also captures the significant achievements in the Back To Village Program, completion of languishing projects, agriculture and horticulture, rural development and panchayati raj, animal and sheep husbandry, industry and entrepre- neurship, mining, education, health and social infrastructure, besides projects in pipeline to present an over- view of developmental plans for the district. The book provides adequate proof of the beauty of the district with a panoramic view of saffron cultivation at Pampore, tourist places like Shikargah, Tarsar-Marsar lakes, Awantishwar temple of Awantipora, rich biodiversity of Sangerwani etc. This helps the reader to imagine all these landmarks in his mind’s eye and form an accurate assessment of the district. The COVID-19 mitigation strategies adopted in the district to stop the spread of the pandemic are also part of the book. Various accomplishments in the form of visuals and tangible targets reflects the. commitment of Team Pulwama working for the betterment and welfare of people. I thank Sh. S.A Raina (ADDC Pulwama), Sh. Shahnawaz Ahmad (Chief Planning Officer), Sh. Nawshad Ahmad Rather (DSEO Pulwama) & Sh. Dr. Raghav Langer istrict is located on the historical Kashmir-Punjab trade route known as Mughal Road at a distance of 9 32 kms from the summer capital Srinagar. The District Headquarter is located on the western side of DSrinagar-Jammu National Highway at a distance of 15 Kms. The district is bounded by Srinagar in North, Budgam and Shopian in the West and Anantnag in the South. District Pulwama came into existence in the year 1979, after being carved out from erstwhile District Anantnag, to ensure balanced development of the area, closer supervision, more effective control and main- tenance of law & order. The District was again bifurcated into twin districts in the year 2007 viz. Pulwama & Shopian. Now, District Pulwama comprises of 345 villages grouped in 8 Tehsils and 11 CD Blocks with total of 190 Panchayat Halqas. District has two Sub Division at Tral & Awantipora headed each by Additional Deputy Commissioner. The District is famous for Archeological monuments like Khan-Kahi Faiz Pannah at Tral, Awantishwar Tem- ple at Awantipora on the national highway and temple of Jawala Mukhi at Khrew. The District is known by the reason of its fertility and other natural resources in the shape of lush green fields & cultural richness. The famous poet Socha Kral, Habbakhatun, Mehjoor and Wahab-Khar belongs to the District. The District is one of the pretty spots on the earth because of its congenial climate, innumerable springs, streams, waterfalls, fragrant flowers, delicious fruits and other natural sceneries. District Pulwama is famous for saffron cultiva- tion which is mainly grown in Karewa lands of Pampore, Kakapora and Pulwama Blocks. As per revenue records the original name of Pulwama was Panwangam comprising of 4 villages namely Malikpora, Dangerpora, Chatpora and Dalipora and over the period of time Panwangam became “Pulgam” and subsequently changed to present name Pulwama. As per Census 2011, the District Pulwama has a population of 5.60 lac souls with 2.93 lac males and 2.67 lac females. The literacy rate of the district on an average is 65% which is 75.41% in respect of males and 63.81% in respect of females. Agriculture plays a pivotal role in the economy of the District . 70% people are engaged in agriculture and allied activity and the remaining 30% are engaged with other occupations.
