Network of National Networks

One of the innovative features of the Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures is its role as Network of Networks. Each government of the 35 member countries has appointed an organization or institution working at national level to develop dialogue between Euro-Mediterranean cultures and peoples as Head of a National Network open to all institutions, organizations and other partners which work on the basis of democratic, pluralistic, and multilateral values .

These Anna Lindh National Networks are invited to give the Euro-Mediterranean Partnership a face at the national as well as the international level. Under the coordination of the Heads of National Networks, members of the National Networks contribute to the identification and implementation of the Foundation’s activities as well as to the circulation of information and knowledge within the network. The aim is to encourage cooperation on concrete programmes and projects among people across frontiers through creating strong linkages among civil society organizations all over the region.

The Heads of the 35 Anna Lindh Foundation National Networks have met three times since the Foundation was officially inaugurated in April 2005. A separate consultative meeting with the Heads of the Arab networks was organized in Alexandria. At the end of 2005, 29 out of 35 National Networks have established themselves in line with the Guidelines, with a list of all member organizations published on this Website.

In a Joint Statement adopted in Barcelona on 27 November 2005, the Heads of National Networks expressed their appreciation for the recognition given to the Anna Lindh Foundation by the Heads of State and Government as well as for the initiative of the European Parliament in calling for mechanisms to strengthen the Anna Lindh Foundation networks. They also called on the 35 governments and on the European Commission to identify means of funding for the development and the capacity building of the network, especially in the fields of project development and management. Framework of main actors/ cadre des acteurs principaux (ALF310805)

In the spirit of the Barcelona Declaration, current efforts aiming at enhancing citizens’ participation in the Barcelona process would benefit from an inclusive understanding of the actors concerned , and which could be structured along the following components:

(1) Euro-Med Non-Governmental Platform: registered in France as an international NGO, regional mandate for all three chapters of the Barcelona Declaration, entrusted with organizing the Euro-Med Civil Forum.

(2) Euro-Med Economic and Social Council: emerging structure, based on existing Council in the Europe region (recognized by the ILO, the Council of Europe and EU) and similar structures in the Arab States region. Mandate: link between trade unions and enterprises associations.

(3) Specialized regional platforms, networks and programs: EuroMeSCo, FEMISE (networks of political and economic institutes), EMHRN (human rights), Euro-Med Heritage (including Museum with no Frontiers MWNF, similar to EMHRN, registered as an international NGO): FEMEC, Euro-Med Youth, Environmental organizations, universities and research networks (Fora or diverse structures), trade union regional organizations, electronic networks (EUMEDCONNECT), media and information operators networks (COPEAM), etc.

(4) Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures: registered in Egypt as an “international civil society organization, with an intergovernmental Board of Governors. Mandate: link between governmental actors and civil society in its broader sense, including educational institutions. Three dimensions of action: a) intergovernmental (Board of Governors); b) experts in a personal capacity (Advisory Committee); c) network of networks (35 national networks).

(5) Regional and local governments: Regional networks of local and regional authorities or singular local and regional authorities committed to the EMP. E.g.: COPPEM (Euro-Mediterranean Partnership of Local and Regional Authorities); Eurocities (including Euro-Med Working Group and Culture Working Group).

(6) Parliaments: In particular the Euro-Mediterranean Parliamentary Assembly (EMPA), consisting of personalities elected by citizens of 35 countries.

(7) Other concerned actors, including NGOs and civil society associations which are not yet part of the Euro-Med Non-Governmental Platform.

Notes: (a) Several institutions (e.g. IEMED, Fondazione Mediterraneo, TAPRI) are members of two or three of the categories 1, 2 and 4. (b) A number of trade unions are members of both categories 1 and 2. (c) A number of bilateral agreements between the five categories (or parts of them) have been established or are being considered.
