Will the Minister of CIVIL AVIATION be pleased to state:-

(a) whether the Steering Committee of the Ministry of Civil Aviation has examined/cleared/approved any proposals relating to Greenfield Airports in the country; (b) if so, the details thereof alongwith the proposals sought/received from the State Governments including Odisha; (c) the details of the proposals still under consideration of the Government, airport-wise; (d) the steps taken by the Government to ensure smooth transition of Land Acquisition in Greenfield Airports; (e) whether some private companies have expressed interest in implementing these schemes at various airports including Odisha at Koraput and Rourkela; and (f) if so, the details of action taken or proposed to be taken thereon and to invite State Governments’ views in this regard?

MINISTER OF CIVIL AVIATION (SHRI AJIT SINGH)

(a): Keeping in view the enormous growth in air passengers and to encourage infusion of greater investment in airport sector, Government had pronounced a policy for greenfield airports in April,2008. As per this Policy, the promoter, including the State Government, seeking to develop the airport has to submit the proposal to the Government for consideration by the Steering Committee. Application for setting up of are considered by the Steering Committee/competent authority for grant of `in principle` approval, after they have completed all necessary formalities of obtaining pre-feasibility study report, site clearance, clearances from regulatory agencies, etc. (b)&(c): In so far, Government of has granted `in-principle` approval for setting up of greenfield airports at Mopa in ; Navi , Sindhudurg and in Maharashtra; Shimoga, Gulbarga, Hassan and in ; Kannur in Kerala; Durgapur in West Bengal; in ; Datia/Gwalior (Cargo) in ; Kushinagar in Uttar Pradesh; Karaikal in Puducherry. In addition, has received proposals for setting up of Greenfield airports at Greater Noida in Uttar Pradesh; Belari in Karanataka; Rohtak in Haryana; in Gujarat; Alwar in Rajasthan and Solapur & Amarawati in Maharashtra. (d),(e)&(f): As per the policy for Greenfield airport, necessary action for project development, including acquisition of land, financing of the airport project, etc. is taken by the respective airport promoters. However, in case, a State Government wishes to facilitate setting up of the airport, it could provide the following incentives to an Airport Company: (a) land, concessional or otherwise; (b) real estate development rights in and around the airports; (c) airport connectivity; rail, road; (d) fiscal incentives by way of exemptions from State taxes; and (e) any other assistance that the State Government deem fit. Government of India has not received any proposal from the private airport promoter for setting up of Greenfield airports in Odisha.

(a) whether the Greenfield Airports Policy 2008 envisages setting up of Greenfield Airports in the country; (b) if so, the salient features of the Policy; (c) the details of proposals for which, in principle, approval has been given and those under consideration for setting up of Greenfield Airports in the country; (d) the present status of the Greenfield Airport projects including Navi Mumbai for which, in principle, approval has been given and the time by which these Airports are likely to be operationalised; and (e) the details of funds earmarked for the Greenfield Airports, Airport-wise?

Statement in reply to parts (a), (b), (c), (d) & (e) of Lok Sabha Starred Question No.467 regarding Greenfield Airport Policy to be answered on 09.05.2012.

(a) & (b): Keeping in view the enormous growth in air passengers and to encourage infusion of greater investment in airport sector, Government had pronounced a Policy for Greenfield Airports in April,2008. As per this Policy, the promoter seeking to develop the airport has to submit the proposal to the Government for consideration by the Steering Committee. In addition, GoI has also received proposals for setting up of Greenfield airports at Itanagar in Arunachal Pradesh; Greater Noida/Jewar in Uttar Pradesh; Dholera region, Dwaraka in Gujarat; Machhiwara near Ludhiana in Punjab; Ongle, Prakasham district in Andhra Pradesh; Aranmula-Pathamathitta district in Kerala; Solapur and Bolera in Maharashtra; Rohatak in Haryana; Alwar in Rajasthan; Bellari in Karanataka; Jamshedpur in Jharkhand and Rumari village in . (d): Necessary action for project development, including acquisition of land, financing of the airport project, etc. is taken by the respective airport promoters. The timeline for construction of airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure, etc. by the individual operations.The present status of the Greenfield airports where `in-principle` approval has been granted is at Annexure-I. (e): For development of a Greenfield airport at Pakyong in Sikkim by Airports Authority of India, Government had allocated Rs. 310 crores. No fund has been allocated for any other Greenfield airport since such airports are to be established by the respective airport promotors as per their own financing arrangement. The State Government is in the process of acquiring the requisite land for the project and the consultants have been appointed forpreparation of detailed project report, concept design, bid document, project management consultancy, etc.

2. Navi Mumbai International Government of India has granted “in-principle” approval to airport in Government of Maharashtra for setting up of new Greenfield Maharashtra airport at Navi Mumbai airport through Public Private Partnership in July 2007. Government of Maharashtra has appointed City & Industries Development Corporation of Maharashtra Limited (CIDCO). CIDCO has taken up various activities for construction of the airport such as land development by cutting of hills and filling, shifting of EHVT line, water supply, power, etc. Environment and Coastal Regulation Zone (CRZ) clearances have been obtained by the promoter on 22.11.2010.

3. in Government of India has accorded “in-principle” approval Maharashtra to the Government of Maharashtra for setting up of a greenfield airport at Sindhudurg in Maharashtra in September, 2008. The State Government of Maharashtra has appointed Maharashtra Industrial Development Corporation (MIDC) as nodal agency for construction of the airport. 271 hectares of land has been acquired by MIDC. The works pertaining to diversion of telephone, electricity and water supply lines has been completed. 4. Bijapur, Bijapur, Hassan and Government of India has granted ‘in-principle’ approval to Shimoga Airport in Karnataka. the State Government of Karnataka (GoK) for setting up of airports at Gulbarga, Bijapur, Hassan and Shimoga. The present status of these airport projects is as under:

Shimoga: Project Development Agreement (PDA) between the State Government and Shimoga Airport Development Private Ltd. (SADPL) was entered into on 02.04.2008. The require land of 680 acres has already been handed over to SADPL and Lease Deed has been signed between concessionaire and GoK. SADPL has commenced project development activities viz. action regarding water supply, power supply, sewerage connection, fire fighting, road connectivity, and other activities has already been taken.

Gulbarga: PDA has been signed between GoK & Gulbarga Airport Development Private Ltd. (GADPL). The requisite land of 670 acres has already been handed over to the GADPL. GADPL has taken action for obtaining the necessary clearances from various organizations /statutory bodies.

Hassan: The project of Hassan airport was entrusted to M/s Jupiter Aviation and Logistics Ltd. 960 acres of land has been earmarked for the project out of which 536.24 acres land has been handed over to the concessionaire.

Bijapur: PDA has been signed on 18.01.2010 between GoK and M/s Marg Aviation Private Limited for development of the airport project. 727 acres land have been acquired by GoK. The concessionaire has taken action in respect of obtaining necessary clearances from local authorities.

5. Kannur International Airport in Government of India has granted ‘in-principle’ approval to Kerala. Government of Kerala for setting up of new Greenfield airport at Kannur in Kerala in January, 2008. The Project is to be implemented on Build Own and Operate (BOO) model. Government of Kerala had appointed M/s Kerala Industrial Infrastructure Development Corporation (KINFRA) as nodal agency for development of the airport. 1277 acres of land has been acquired for development of the airport. A company namely Kannur International Airport Limited (KIAL) has been formed for development of the airport. 6. Kushinagar International Airport Government of India has granted ‘in-principle’ approval to in Uttar Pradesh. Government of Uttar Pradesh for setting up of a Greenfield International airport at Kushinagar in UP in September, 2009. 404 acre land has been acquired for development of the airport. 7. Dabra Airport, Gwalior, Madhya Government of India has granted ‘in principle’ approval to Pradesh. M/s Gwalior Agriculture Company Ltd. for setting up of a cargo airport at Dabra in Datia/Gwalior district in Madhya Pradesh in December, 2008. The proposal is at initial stage of development of the airport. 8. in Sikkim Government of India have granted approval to Airports Authority of India (AAI) for setting up of a greenfield airport at Pakyong in Sikkim in October, 2008. The construction work of the airport has already been started. 9. Durgapur International Airport Government of India has granted “in-principle” approval to in West Bengal M/s Bengal Aerotropolis Project Ltd. for setting up of a greenfield airport at Andal-Faridpur blocks of Barddhaman District in West Bengal in December, 2008. Construction of the airport has already been started. 10. Karaikal International Airport in Government of India has granted ‘in – principle’ approval to Puducherry M/s Karaikal Airport Pvt. Ltd. for setting up of a greenfield at the site covering areas of Ponbethy, Puthakudy and Varichikudy Revenue Villages of Karaikal region in Puducherry in February, 2011. The proposal is at initial stage of development. 11. Shirdi International Airport, Government of India has granted ‘in-principle’ approval to Ahmednagar District in Maharashtra Airport Development Corporation Ltd Maharashtra. (MADC) for setting up of a greenfield airport at Kakdi village, Taluka Kopargaon near Shirdi, district Ahmad Nagar in Maharashtra in July 2011. MADC has informed that works relating to area grading, construction of runway, taxiway, parking apron, compound wall and other related infrastructure works, area lighting, etc. and construction of terminal building, runway lighting, baggage handling, etc. has already been awarded.

AIRPORTS AT ARUNACHAL PRADESH 9th May, 2012

(a) whether the Government of Arunachal Pradesh has approached the Union Government for construction of Itanagar Green field airport at the original place at Karsingsa near Itanagar; (b) if so, the details thereof; and (c) the reasons for delay in granting approval and the time by which the sanction is likely to be accorded?

(a) to (c) Yes, Madam. Two sites have been identified near Itanagar for construction of a new Greenfield airport, i.e. Banderdeva-Karsingsa and Holongi, with approximate cost of development being Rs.986 crores and Rs.600 crores, respectively.State Government of Arunachal Pradesh has given preference for Banderdeva-Karsingsa site, considering that the environmental clearance has already been obtained and constraint in making the land available at Hologi site. An Inter-Ministerial Committee comprising of representatives of Ministry of Civil Aviation, Planning Commission, Department of North Eastern Region and State Government is to assess the relative advantages of the two sites including land acquisition difficulties at Holongi site and would make recommendation for a final decision on site selection.

CARBON EMISSION TAX ON AIRCRAFTS 17th August, 2012

(b) if so, whether the Government has set up a Committee of Secretaries (CoS) to counter the plans of the European Union;

(c) if so, the details thereof;

(d) whether the Committee has submitted its report to the Government;

(e) if so, the details thereof; and

(f) the steps taken by the Government to protect the interests of Indian Aviation industry and the time by which a final decision is likely to be taken in this regard?

(a) to (f)Yes, Madam. The Committee of Secretaries (COS) deliberated on the proposal of European Union (EU) to unilaterally levy Carbon Emission Tax on aircrafts using their air space and in its first meeting held on 29th July, 2011 it, inter alia, recommended convening of a meeting of Non-EU International Civil Aviation Organization (ICAO) Council Members and other Non-EU Member States for formulating an action plan to counter the European Union Emission Trading System (EU-ETS). An International Meeting at New Delhi was held on 29-30th September, 2011 attended by 25 countries wherein a Delhi Declaration was adopted. As a follow up to this Declaration, another meeting was held in Moscow on 21-22nd February, 2012 culminating in adoption of Moscow Declaration. These Declarations adopted a series of counter measures which could be invoked. Based on these declarations, the second COS meeting held on 29th March, 2012, recommended that the Indian carriers should not participate in EU-ETS. Accordingly, the Indian carriers were formally prohibited from participating in the EU-ETS.

CONSTRUCTION OF AIRPORTS ON COAL MINES 31st August, 2012

(a) whether the Government has constructed /proposes to construct airports in coal mining belts in various States of the country including West Bengal;

(c) the likely dangers / risks to the life and property as a result of construction of airports at such sites along with the reaction of the Government thereto; and

(d) the corrective steps taken / proposed to be taken by the Government in this regard including the selection of alternative sites?

(a) to (d) airport is the only airport belonging to Airports Authority of India (AAI) which lies in the coal mining belt. This airport was abandoned since 1970 due to coal mining activities underneath the runway.

However, a Greenfield airport at Andal in Burdwan District of West bengal, which is 24 Km. from Asansol, is being constructed by Bengal Aerotropolis Project Limited (BAPL), a private entity. This site is located in Damodar Valley which is known for coal deposit.

The project was accorded in-principle approval on 03.12.2008, subject to Government of West Bengal addressing the concerns of Coal Indian Limited.

Statement in reply to parts (a), (b), (c), (d) & (e) of Starred () Question No.394 regarding Greenfield Airports for 07.09.2012

(a): There are three Greenfield airports in the country, namely, Rajiv Gandhi International Airport, Shamshabad (), International Airport, Devenahalli (Bangalore) and Cochin International Airport, Cochin, and they are all operational. Development of airports is a continuous process which takes into account the commercial viability, traffic potential / demands, commitment of airlines to operate through the specific airports, etc. The Airports Authority of India (AAI) has already developed 40 non-metro airports to handle the ever increasing passenger traffic. Status of the 40 non-metro airports including one in Jharkhand is at Annexure-I.

(b), (c), (d) & (e): An MoU was signed on 16.02.2012 between Airports Authority of India (AAI) and Government of Jharkhand for development of a Greenfield airport at Deoghar. In terms of the MoU, the Government of Jharkhand is to provide 659 acres of land and a financial assistance of Rs. 50 crores to the airport project. In the first phase, the airport is to be developed for operation of ATR type of smaller aircrafts. The cost of the first phase of project is estimated at Rs. 250 crores. The State Government is in the process of acquiring the land. After the land is acquired and handed over to AAI, further action for obtaining `in-principle` approval from the Ministry of Civil Aviation for the project would be taken by AAI.

MEASURES TO PREVENT BIRDS IN AND AROUND AIRPORTS 7th September, 2012

(a) whether the Government has taken/proposes to take some measures to preventexistence of birds in and around various airports in the country;

(b) if so, the details thereof, airport wise, especially for the international airports like Shamshabad, Hyderabad along with the outcome thereof; and

(c) the amount spent for the purpose during the current year, airport-wise?

MINISTER OF CIVIL AVIATION (SHRI AJIT SINGH)

(a) and (b): Yes, Madam. Government has takenmeasures to prevent presence of birds in and around various airports in the country. Details of the measures taken are at Annexure-I.

(c) The details of amount spent for the purpose by Airports Authority of India during the current year, airport-wise are given at Annexure-II.

ANNEXURE-I Annexure referred to in reply part (a) and (b) of LokSabhaUnstarred Question No.4413 for answer on 17.09.2012 regarding ‘Measures to prevent Birds in and around Airports’. A high power National Bird Control Committee (NBCC) has been set up by Government of India to monitor and adopt policy decision for bird strikes prevention. Airfield Environment Management Committees have been constituted at every airport where scheduled flights operate, to identify sources of stray animals/bird attraction at the airport and take necessary steps for bird strike prevention. Aircraft rule 1937 has been amended to make disposal of garbage in the open within 10 kmsof the airport as a cognizable offence. Aircraft rule 1937 rule 90(Penalties) have been amended and a fine of RupeesOne Lakh or imprisonment for a term not exceeding three months or with both, have been imposed on rule violators for offence leaving any animal object or bird in the movement area of an aerodrome. Regular joint inspection of the areas around the airport carried out by a team consisting officers of DGCA and representatives of various airlines/stake holders. As per recommendations of NBCC, a core group has been set up consisting officer from Directorate General of Civil Aviation(DGCA), Airports Authority of India(AAI), Ministry of Defence and Ministry of Environment and Forests. This group will work as a Central Agency in the field of bird/wildlife prevention. In the first meeting of Core Group dated 17.02.2012, it was agreed that for imposing fine on airport operator or direct an aerodrome operator to pay compensation/loss suffered by the affected airlines due to bird strike, Core Group will prepare draft rules and regulations. These rules will be prepared in consultation with Directorate of Regulation and Information, DGCA and Aerodrome Standards Directorate of DGCA. Grass cutting & checking water logging inside the airport. Air safety circular 02/2011 has been issued by DGCA for Reporting of Wildlife (Bird/Animal) Strike in latest “Wildlife (Bird/Animal) Strike” Reporting Form. This Circular will bring uniformity and awareness in aviation industry about Wildlife (Bird/Animal) Strike reporting and prevention. For bird strike prevention and awareness of public, a publicity matter has been developed by DGCA under the heading “BIRD STRIKE DANGEROUS!!!” All airports have been advised to display this material in Hindi and Local language at selected locations where garbage is dumped by general public which attracts wildlife (birds/animal).

(a) & (b): Yes, Madam. Details of new greenfield airports approved for development are given at Annexure I. (c): Of the fifteen new Greenfield airport projects approved by the Government, six of them at Navi Mumbai and Shirdi (Maharashtra), Mopa (Goa), Kannur (Kerala), Karaikal (Pudduchery) and Kushinagar (Uttar Pradesh) are considered for international operations subject to they having all the required infrastructure facilities and obtaining the prescribed regulatory clearances for such operations.

AVIATION CARBON FOOTPRINT REPORT 12th December 2012

(a) whether the Aviation Carbon Footprint Report for 2011 has been released in the recent past; (b) if so, the details in this regard; (c) the salient features of the said report; (d) the details of the recommendations made therein; and (e) the details of the action so far taken by the Government on such recommendations?;

(a) to (d): Yes Madam. The Aviation Carbon Footprint report for 2011 was released on 9th October, 2012. The highlights of the report are as follows: i) There is 6 percent growth in carbon emissions from 11.99 million tonnes in 2010 to 12.7 million tonnes in 2011. ii) The carbon footprint of civil aviation sector is less than 1 percent of the country`s total carbon emissions. iii)The emissions of Indian scheduled airlines are forecast to grow to 14.5 million tonnes and 111.0 million tonnes by 2020 and 2050 respectively. iv)Fuel efficiency of many scheduled airlines are at or below the average global level of CO2 per RTK (i.e. 0.95 Kgs) but some are on the higher side also. (e) On the basis of these recommendations, the Government is planning to develop comprehensive framework for Environmental Protection from Aviation Sector.
