Sailing Instructions

1. Rules 1.1. The regatta will be governed by the Rules as defined in the Racing Rules of 2013­2016 ​ 1.2. The following rules will also apply 1.2.1. IMS Rule 2016 and ORC Rating Systems rule 2016 for ORC class yachts 1.2.2. Offshore Special Regulations 2016­2017 Appendix B (for keelboats) and Appendix C (for dinghies) 1.2.3. Platu 25 Class Rule 2011 for Platu 25 class yachts with the following exceptions: 1.2.3.1. rules A.10.2., B.1.1 (b), (c) ir (d), B.1.2., B.2.1, B.2.2, C.10.3 (a), D.2.5 (a) and (b), G.1 (c) and (d) will not apply 1.2.3.2. rules C.10.2 (a) and (b) are changes as follows: “Not more than 2 spinnakers are to be used and present on board during a regatta” 1.2.3.3. rule B.1.2 is changed as follows: “It is responsibility of the owner to ensure that the boat complies at all times with the current class rules and World Sailing rules" 1.2.3.4. rule C.2.2 is changed as follows: “Maximum crew weight is not limited” 1.2.3.5. rule F.3.3 (b) (1) is amended as follows: “Electronic wind instruments fixed on top of the mast are permitted” 1.3. If there is a conflict between Notice of Race and the Sailing Instruction, the latter will take precedence 1.4. If there is a conflict between languages the English text will take precedence

2. Notices to Competitors 2.1. Notices to competitors will be posted on the official notice board at the race office located at Trakai Yacht Club, Žemaitės g. 3, Trakai 2.2. Notices will be posted online at www.regatos.lt/galvestaure ​

Changes to Sailing Instructions Any change to the sailing instructions will be posted before 10:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect

4. Signals Made Ashore 4.1. Signals made ashore will be displayed on moored race committee boat “Saga” 4.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP

5. Schedule of Races 5.1. Regatta schedule:

Friday, 3rd of June 8:00­12:00 Arrival and registration 13:00 Competitors briefing 13:55 Warning signal for race No.1., Race No.2 and No.3 Windward/Leeward. Saturday, 4th of June 11:30 Competitors briefing 11:55 Warning signal for navigation race 14:55 Warning signal for race No.4. and Race No.5 Windward/Leeward. Sunday, 5th of June 10:55 Warning signal for race No.6. and Race No.7 Windward/Leeward. 16:00 Regatta closing and Prize­giving ceremony

5.2. One extra race per day may be sailed, provided that no class becomes more than one race ahead of schedule and the change is made according to SI 3. 5.3. To alert boats that a sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is displayed. 5.4. On the last day of the regatta no warning signal will be made after 14:00.

7. Racing Areas 7.1. For ORC, Platu 25, RS Aero and OPEN groups Windward/Leeward races will take place in Galve lake, navigation race will be in Galve and Skaistis lakes. For all other groups all races will take place in Galve lake 7.2. Windward/Leeward races will have separate racing areas designated by flag aboard starting vessel as follows Race area flag ALPHA HOTEL

8. The Courses 8.1. The diagram in Appendix A shows the Windward/Leeward course, the order in which marks must be passed for each class 8.2. The diagram in Appendix B shows the navigation race course, the order in which marks must be passed for each class 8.3. All marks must be left on port 8.4. For W/L courses the first mark will be laid as far as possible upwind from the start

Navigation race can be shortened at any mark. 8.7. Legs of the course will not be changed after the preparatory signal. This changes RRS 33

9. Marks 9.1. Marks used in Racing Area ALPHA will be yellow inflatable buoys 9.2. Marks used in Racing Area HOTEL will be red inflatable buoys 9.3. Islands can constitute marks in navigation race

10. Areas That Are Obstructions Spectator boats are considered obstructions.

11. The Start 11.1. Races will be started by using rule RRS 26 with the warning signal made 5 minutes before the starting signal 11.2. The starting line will be between a race committee boat displaying an orange flag on the starboard end and the course side of the port­end starting mark S/F (looking towards the race course) 11.3. Boats waiting for their starting procedure must keep away from the starting line and the race course 11.4. A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule RRS A4

12. The Finish The finishing line will be between race committee boat displaying a blue flag at the port end and the course side of the starboard­end finishing mark S/F (looking from the course side)

13. Penalty System For ORC, Platu 25, OPEN groups the Two Turns penalty is replaced with One Turn penalty, that changes rule RRS 44.1

14. Time Limits 14.1. Target time for W/L race is 45 minutes and three hours for navigation race. Violation of this rule cannot be grounds for protest or request for redress.

For W/L races boats failing to finish within 15 minutes after the first boat of her class sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5 14.3. For the navigation race boats failing to finish within 45 minutes after the first boat of her class sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5

15. Protests and Requests for Redress 15.1. It is not obligatory to display the red flag when protesting, but the protestee has to inform the committee boat crew about his intentions immediately after finish. This changes RRS 61.1 15.2. Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit 15.3. For each class, the protest time limit is 60 minutes after the last boat has finished the race of the day or the race committee signals no more racing today, whichever comes first 15.4. Notices will be posted no later than 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Protest hearings will take place at the race office. 15.5. Breaches of SI 17, 18 and 20 cannot be grounds for protest. This changes RRS 60.1(a). Punishment for the breach may be smaller than disqualification if Protest committee decides so. 15.6. Protest committee decisions are final as foreseen by RRS 70.5 15.7. On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2

16. Scoring 16.1. One race is required to be completed to constitute a series 16.2. When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding the worst score among W/L races 16.3. For ORC group time will be adjusted using Inshore ToT 16.4. Different boat classes can be joined together if less than four boats of the same class are registered. Time will be adjusted using RYA Portsmouth Yardstick scheme

17. Safety Regulations A boat that retires from a race shall notify the race committee as soon as possible

All yachts will display event advertising stickers and/or flags supplied by the organizing authority 18.2. Organizing authority reserves a right to add one media person or sponsor to the crew of ORC, Platu25 or OPEN class yacht 18.3. Organizing authority reserves a right to add video cameras and tracking devices to ORC, Platu25 or OPEN class yachts.

19. Equipment and Measurement Checks A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection

20. Official boats Official boats will be marked with RC flag

21. Support boats Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment

22. Trash Disposal Boats shall not put trash in the water. Trash may be placed aboard support or official boats

23. Haul­out Restrictions Keelboats shall not be hauled out during the regatta starting from June 3rd 12:00 except with and according to the terms of prior written permission of the race committee

24. Prizes 24.1. The first three boats in each class will be awarded with cups, medals, diplomas and sponsor prizes

25. Disclaimer of Liability Competitors participate in the regatta entirely at their own risk. See rule RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta
