ABBAS TÜRNÜKLÜ Arabulucu Öğrenciler Önsöz Foreword Sabancı Vakfı olarak, 2009 yılının sonbaharında Fark Yaratanlar Programı’na başlarken ilk hedefimiz, fark yaratan kişileri ve yaptıklarını görünür kılarak çalışmalarına katkıda bulunmaktı. İkinci hedefimiz ise toplumda duyarlılık yaratıp, cesaretlendirmek ve ilham veren çalışmaların yaygınlaşması için insanları teşvik etmekti. Bu düşünceler ile çıktığımız yolda Türkiye’de daha iyi yarınların peşinde koşan, hiç tanımadıkları insanların hayatlarına varlıkları ve çabaları ile katkıda bulunan, fırsatlar yaratan, hiçbir ödül ya da övgü beklentisi olmadan günlerini daha iyi yarınlar için harcayan ne kadar çok insan olduğunu mutlulukla gördük. Çevreden eğitim-öğrenime, kültür-sanattan yurttaş katılımına kadar birçok alanda toplumsal gelişme adına önemli projeler hayata geçiren, ülkemizin çeşitli sorunlarına, sivil toplumun gücü ile çözümler geliştiren Fark Yaratanlar’ın toplum için iyi örnekler yarattığını, başkalarını da harekete geçirdiğini bildiğimiz için Fark Yaratanlar’ı görünür kılmaya, onlara iletişim desteği vermeye çalıştık. Biz inanıyoruz ki, kız çocuklarının okula devam etmesi için çaba gösteren bir öğretmen de, engelliler için spor kulübü kuran bir genç de, üniversite sınavına hazırlananlar için eğitim kooperatifi kuran öğrenciler de, çocuklar için bir oyuncakhane kuran emniyet müdürü de, devlet koruması altındaki gençlerin sosyal hayata katılımı için çalışan bir genç de, çiftçilerin gelirlerinin artması için çaba gösteren kooperatif yöneticileri de, kız çocukları gelin olmasın diye farkındalık kampanyaları yapan bir sivil toplum kuruluşu da, Roman çocukların okula devam etmesi için projeler geliştiren bir kaymakam da, mevsimlik tarım işçilerinin çalışma koşullarının iyileştirilmesi için çaba gösteren bir akademisyen de, işitme engelli gençleri üniversite sınavına hazırlayan bir öğretmen de daha iyi yarınlar için çalışıyor. Biz de kamuoyunda bu emeğin farkına varılmasını sağlamaya çalıştık. Onlara yalnız olmadıklarını söyledik, ortaya çıkardıkları değeri herkesin görmesi, takdir etmesi için çabaladık. Bunu yaparken de başka insanları toplumsal gelişme adına yeni girişimlerde bulunmaya teşvik ettik. Fark Yaratanlar programına katılan her bir fark yaratan, toplumsal gelişmede öncü rol oynadı ve toplumsal gelişmenin birer neferi oldu. Biz Sabancı Vakfı olarak Fark Yaratanlar’ın görünürlüğüne katkıda bulunduk. Çözümlenmesi zaman alan konularda yapılan yenilikçi adımları, emek isteyen çalışmaları gündeme getirerek, ekilen tohumların büyümesi ve gelişmesi için uygun koşullar hazırlamaya çalıştık. Daha iyi yarınların, hiçbir karşılık beklemeden çevresindeki sorunların çözümü için çalışan insanlar sayesinde geleceğine inandık. Her bir Fark Yaratan’ın hikayesini izlerken bu inancımızda ne kadar haklı olduğumuzu gördük. Negotiator Students As the Sabancı Foundation, when we began Turkey’s Changemakers program in the fall of 2009, our first goal was to contribute to the work of Changemakers by increasing their visibility. Our second goal was to generate sensitivity within the society and encourage people to participate so that these inspiring projects would proliferate. Having embarked on the program with these intentions, we were delighted to see how many individuals there are in Turkey who are pursuing a better future, who contribute to the lives of people they do not even know by their existence and their efforts, who create opportunities and who spend their days working for a better tomorrow without the expectation of praise or awards. Changemakers have brought into being a diversity of important projects in social development ranging from the environment to education, art and culture to civic participation; they have addressed a variety of problems in our country and developed solutions with the power of the civil society. We have attempted to support Changemakers by increasing their visibility, since we are aware that the good examples

It is the first non-topical or general issue and, therefore, contains articles covering a wide variety of topics. The lead article by Professor David Scheffer, formerly US ambassador at large for war crimes issues (1997–2001) and currently the Mayer, Brown, Rowe & Maw/Robert A. Helman Professor of Law and director of the Center for International Human Rights at Northwestern University, is an exciting and interesting call for a new genre of human-rights law. Arguing that the term ‘‘genocide’’ has imposed limitations on action to protect human rights, Scheffer calls for a new category of international law, ‘‘atrocity crimes.’’ The purpose here, as he argues, is to ‘‘simplify and yet render more accurate both public dialogue and legal terminology describing genocide and other atrocity crimes.’’ Scheffer’s proposal is so interesting and innovative that we, the co-editors of GSP, have invited ten of the foremost scholars and international lawyers in the field to comment on his proposal.

Abstract: Bediuzzaman Said Nursi was a profound Muslim thinker and revivalist, whose teachings (Risale-i Nur) and ideology are still being followed today. His life is full of enthusiasm and energy through his contribution to the maturation and development of Turkish society. He encountered problems similar to those faced by other Muslim thinkers in other parts of the Islamic world in the 19th century. Nursi was arrested several times and tried on charges of trying to organize an Islamic political party but he was always acquitted by the courts. He lived a life of struggle and harassment but never acted violently and never allowed his students to respond with violence unlike many other Muslim reformers and thinkers. He created a strong, but nonviolent, movement. The strong opposition of the government to religion as opposed to Nursi’s firm stand against any irreligiosity certainly made him a symbol of religious movement in Turkey. The Significance of the Armenian Genocide after Ninety Years Roger W. Smith Each genocide provides a foundation for subsequent horrors. Each historical misrepresentation of efforts to exterminate a particular ethnic group increases the likelihood that such efforts will be undertaken again in another time and place. That over one million Armenian men, women, and children could have been subjected to genocide by the Young Turk government in 1915 and that the world for many years would not remember is profoundly disturbing. Not to remember the suffering of the victims is, above all, a failure of humanity and compassion on our part—a lack of respect and care for fellow humans who have fallen victim to the ultimate outrage against justice, the death of a people. We do not ordinarily think of the dead as having rights, but there is at least one they possess: the right to have the world ‘‘hear and learn the truth about the circumstances of their death.’’1 This is the one right that, ninety years later, can still be restored to them, and surely we can do no less.

    Writer and researcher: Ms. Burçin Gerçek TURKISH ResearchRESCUERS supervision: Prof. Taner Akcam Transcription of Ottoman archives documents: Ömer Türkoglu Report on Turks who reached-out to Armenians in 1915 An unchartered territory waiting to be discovered The International Raoul Wallenberg Foundation and the Kaloosdian/Mugar Chair at the Strassler Center for Holocaust and Genocide Studies at Clark University join forces in a major research effort under the supervision of Professor Taner Akcam. This ambitious research project aims at identifying Turks and Kurds that reached out to the victims of the Armenian Genocide. The main mission of the IRWF is to unveil untold stories of rescue and solidarity. The issue of the Muslim rescuers who went out of their way to save Armenians at the beginning of the 20th century was not properly studied yet and, thus, is an unchartered territory waiting to be discovered. It is a great honor to join forces with Professor Taner Akcam, a world-renowned Turkish historian and sociologist who has devoted his efforts to try and reconcile the narratives of the Armenian and Turks, and his chair at the Strassler Center for Holocaust and Genocide Studies at Clark University. This is a unique attempt to identify and honor the many Turks and Kurds that lent a hand to their Armenian neighbors in one of the darkest periods of mankind. The Wallenberg Foundation does the same concerning the Holocaust. Rather than focusing on the evil, our NGO strives to highlight the spirit of solidarity of the women and men who, like Raoul Wallenberg, oftentimes risked their own lives to save others.

    THE TRUSTEE REGIME IN TURKEY & DENIAL OF RIGHT TO VOTE and RIGHT TO BE ELECTED (31 MARCH- 20 NOVEMBER 2019) 1 Introduction "The Municipal services under the trustees can be considered as a system. It is appropriate to establish a system of which president will be the governor, who is the representative of the central government, through a commission composed of the relevant ministries' representatives and universities. In this respect, the inspectorship office is of the opinion that the municipal council members should be election so as to ensure democratic participation and to form decision making processes, yet; the appointment of the mayor by the president to the provinces, particularly where our national security is at danger, shall create a more suitable environment for the administration of such provinces.” These lines are from the Mardin Metropolitan Municipality report released in last September by the Civil Inspectors from the Ministry of Interior Affairs. The report, which was prepared by the Civil Inspectors to inspect the actions of corruption, irregularity and bribery of Mardin Metropolitan Municipality under the administration of trustee between November 2016 and March 2019, praises the trustee model and states that the appointment of the mayors to cities, where there will be "security weakness", by the President is "appropriate".1 Definitely, it is not a surprise that the inspectors, who went to Mardin to investigate violations during the trustee period, wrote a "report to applaud the trustee" rather than to pay attention to the hundreds of irregularities proven by reports, documents and witnesses. The report, which appreciates the then trustee, states that "it has been observed that the trustee (thanks to the strategy) established a good model through the combination of the central administration and local government" and notes that "there can be the Mardin Model in Trusteeship." Furthermore, it recommends that this trusteeship model should be applied everywhere.

This subject recently became a current issue again with the invasion of Iraq by the coalitions in 2003. Over time, Turkey has attempted to enact different policies in order to resolve the Kurdish problem that causes armed conflicts in some regions even now. Declaration of part of Iraq as Iraqi Kurdistan region in 2005 by some Kurds who benefited from the chaos in this region brought a new dimension to the subject. The Kurds managed to found an autonomous region on the border of Turkey. Civil war broke out along the southern border of Turkey and Syria in 2011. The balance of the Southern border of Turkey has changed with Kurdish communities actively taking a role in the civil war in Syria. On 16th of July 2014, ‘The law for ending terrorism and strengthening social integrity’ was published in Turkey, and the Democratic initiative process was legalized.

    ON A BOOKLET DEALING WITH THE “RIGHTEOUS TURKS” (“HAKKANİYETLİ TÜRKLER” ÜZERİNE BİR KİTAPÇIKLA İLGİLİ DEĞERLENDİRME) Maxime GAUIN Ph.D. Student, Middle East Technical University History Department Scholar in Residence at AVİM [email protected] Abstract: This essay is devoted to the in-depth review of a booklet titled “Turkish rescuers. Report on Turks who reached-out to Armenians in 1915”, authored by sociologist Taner Akçam and journalist Burçin Gerçek. The booklet focuses on, as the authors put it, the Turks who have “displayed a conscientious attitude in 1915 through a variety of motivations and approaches.” Despite the booklet’s attempt at being perceived as a serious work on history, it is fundamentally inaccurate, failing to convince because of a non-scholarly use of sources; some are distorted, some are not used with the necessary precautions, and others are neglected. Furthermore, despite the authors attempt to frame the 1915 events as a genocide, nowhere in the booklet do the authors present a convincing case about a genocidal intent from the Ottoman central government and also about a fundamental contradiction between the positive actions of local authorities such as Celâl Bey and Faik Ali Bey on one side, the Committee for Union and Progress regime of the Ottoman Empire on the other side. As a result, this booklet cannot be considered as an example for proper historical research.
