Plymouth Law Review (2008) 1 HOW EFFECTIVE ARE ANTI-DOPING MEASURES IN SPORT IN THE UK? Louise Harris Abstract It is said that „doping undermines the values of sports.1 Competitors, who cheat through the use of drugs, in particular performance enhancing drugs, are automatically presumed „guilty‟ for failing or missing a test, subsequently being left to defend their name and innocence. In the United Kingdom there is no specific law targeting drugs in sport. Statutes that exist are concerned with the general possession, supply and trafficking of illegal substances in a wider sense. This article therefore examines how effective anti-doping measures are in sport in the UK. Keywords: anti-doping, drugs in sport, World Anti-Doping Code Introduction Athletes have been using performance enhancing substances in sports since the ancient Greeks and Egyptians. Substances from plants and animals were used to gain an advantage over opponents and combat injuries to continue competing. „Considered cheating by purists and necessary by some athletes,‟2 drug use in sport has continued into the twenty-first century. After the cycling debacle of the Tour de France 1998,3 the International Olympic Commission (IOC) reached a decision in Lausanne 1999 to create an independent anti-doping regulation body; the World Anti- Doping Agency (WADA). Supported by governments, public authorities and other bodies, WADA assumed control of the Prohibited List of drugs from the IOC in 2004. Plymouth City Council Plymouth Aquatics Strategy 2010 – 2020 Final Draft March 2010 Strategic leisure Part of Scott Wilson Limited Plymouth City Council Aquatics Strategy 2010 – 2020 Forward Welcome to our Aquatics Strategy. The Plymouth Aquatic’s Strategy sets out the strategic direction we want the Council and its partners to take over the next ten years with regards to the sports of; swimming, diving, octopush, synchronised swimming, water polo, learn to swim, life saving and a range of other water based activities which require access to managed water space for training and active participation. The city is entering into a new exciting era of aquatic sports with significant investment in key indoor pool facilities, such as the Life Centre and the refurbishment of the pool at the University College Plymouth St Mark and St John. The Plymouth Aquatics Strategy provides a framework for future aquatic programmes across the city and the sub-region. It focuses on the activities taking place in existing swimming pools and sets out recommendations for how these activities can be improved and developed. The Strategy is seen as a crucial document in seeking to ensure that the new pool facilities maximise community engagement in active participation, but also reinforce Plymouth’s status as a city which can support and develop Plymouth’s long and successful history of elite athletes; such as Tom Daley and Sharon Davies. The Plymouth Aquatics strategy reflects the Council’s aspirations for increasing participation in physical activity and for addressing health inequalities as set out in the City’s Corporate Plan 2009.
