It is unprecedented in scale, fascinating in form and shows a profound societal change within the country. EVIDENCE AND ANALYSIS The end of hermit country Burma has traditionally been called a hermit country 1 – a designation not uncommon in Asia (Bhutan and especially Korea were similarly named), yet very fitting in the case of Myanmar. Precolonial Burmese kingdoms were generally inward-looking, with periods of sometimes spectacular external expeditions being exceptions rather than the rule. Some believed Burma’s isolation was due to economic self-sufficiency, others ascribed it to geography. Still others looked for explanations in the cultural realm, believing - like Aung San Suu Kyi in her early writings 2 - that Buddhism made Burmese uninterested in foreign ideas. Whatever the reasons, it was only the colonial period that brought Burma into the global, capitalist world, however imperfectly: “Burma had been thrown open to the world, but the world had not been opened up to Burma.” 3 This forceful incursion inflicted wounds that never healed. © Lonely Planet Publications 276 Around Mandalay What puts Mandalay on most travellers’ maps looms outside its doors – former capitals with battered stupas and palace walls lost in palm-rimmed rice fields where locals scoot by in slow-moving horse carts. Most of it is easy day-trip potential. In Amarapura, for-hire rowboats drift by a three-quarter-mile teak-pole bridge used by hundreds of monks and fishers carrying their day’s catch home. At the canal-made island capital of Inwa (Ava), a flatbed ferry then a horse cart leads visitors to a handful of ancient sites surrounded by village life. In Mingun – a boat ride up the Ayeyarwady (Irrawaddy) from Mandalay – steps lead up a battered stupa more massive than any other…and yet only a AROUND MANDALAY third finished. At one of Myanmar’s most religious destinations, Sagaing’s temple-studded hills offer room to explore, space to meditate and views of the Ayeyarwady. Further out of town, northwest of Mandalay in Sagaing District, are a couple of towns – real ones, the kind where wide-eyed locals sometimes slip into approving laughter at your mere presence – that require overnight stays. Four hours west of Mandalay, Monywa is near a carnivalesque pagoda and hundreds of cave temples carved from a buddha-shaped moun- tain; further east, Shwebo is further off the travelways, a stupa-filled town where Myanmar’s last dynasty kicked off; nearby is Kyaukmyaung, a riverside town devoted to pottery, where you can snoop about pottery factories. Nr. 911 26. október 2009 REGLUGERÐ um þvingunaraðgerðir varðandi Mjanmar (Búrma). 1. gr. Almenn ákvæði. Með reglugerð þessari eru sett ákvæði um þvingunaraðgerðir varðandi Mjanmar sem íslensk stjórnvöld hafa ákveðið að framfylgja á grundvelli yfirlýsingar ríkisstjórna aðildarríkja Evrópu- sambandsins og Fríverslunarsamtaka Evrópu um pólitísk skoðanaskipti, sem er hluti samningsins um Evrópska efnahagssvæðið, sbr. lög nr. 2/1993. Þvingunaraðgerðir Evrópusambandsins varðandi Mjanmar byggja á sameiginlegri afstöðu ráðs Evrópusambandsins 2006/318/CFSP frá 27. apríl 2006 ásamt síðari breytingum, uppfærslum og viðbótum: sameiginleg afstaða 2007/750/CFSP, 2008/349/CFSP, 2009/351/CFSP og 2009/615/CFSP. Gerðir Evrópusambandsins, þ.m.t. uppfærðir listar yfir aðila og hluti sem þvingunaraðgerðir beinast að eða varða, eftir því sem við á, eru birtar á vefsetri þess (http://ec.europa.eu/external_relations/cfsp/sanctions/index_en.htm). Ákvæði reglugerðar nr. 119/2009 um framkvæmd alþjóðlegra þvingunaraðgerða skulu gilda um framkvæmd reglugerðar þessarar. 2. gr. Vopnasölubann. Vopnasölubann skal gilda gagnvart Mjanmar, sbr. 1. og 2. gr. 2006/318/CFSP og síðari breyt- ingar, uppfærslur og viðbætur. 3. gr. Viðskiptabann. Bannað er að selja, útvega, yfirfæra eða flytja út búnað eða tækni til fyrirtækja í Mjanmar sem stunda eftirgreindan iðnað ef sá búnaður eða tækni tengist starfsemi þeirra: a) skógarhögg og timburvinnslu, b) námuvinnslu gulls, tins, járns, kopars, volframs, silfurs, kola, blýs, mangans, nikkels og sinks, c) námuvinnslu og vinnslu eðal- eða hálfeðalsteina, þ.m.t. demanta, rúbínsteina, saffíra, jaði- steina og smaragða. Bannað er að kaupa, flytja inn eða flytja til landsins eftirgreindar vörur frá Mjanmar: a) trjáboli, timbur og timburvörur, b) gull, tin, járn, kopar, volfram, silfur, kol, blý, mangan, nikkel og sink, c) eðal- eða hálfeðalsteina, þ.m.t. -

RELEX 11/04/2005 POSITION COMMUNE DU CONSEIL du prorogeant et modifiant les mesures restrictives à l'encontre de la Birmanie/du Myanmar LE CONSEIL DE L'UNION EUROPÉENNE, vu le traité sur l'Union européenne, et notamment son article 15, considérant ce qui suit: (1) Le 26 avril 2004, le Conseil a arrêté la position commune 2004/423/PESC 1 renouvelant les mesures restrictives à l'encontre de la Birmanie/du Myanmar. (2) Le 25 octobre 2004, le Conseil a arrêté la position commune 2004/730/PESC 2 concernant des mesures restrictives supplémentaires à l'encontre de la Birmanie/du Myanmar et modifiant la position commune 2004/423/PESC. (3) Le 21 février 2005, le Conseil a arrêté la position commune 2005/149/PESC 3 modifiant l'Annexe II de la position commune 2004/423/PESC. (4) L'Union européenne rappelle sa position sur la situation politique qui règne en Birmanie/au Myanmar et considère que les développements récents ne justifient pas une suspension des mesures restrictives. (5) En conséquence, les mesures restrictives à l'encontre de la Birmanie/du Myanmar énoncées par la position commune 2004/423/PESC, telle que modifiée respectivement par les positions communes 2004/730/PESC et 2005/149/PESC, devraient rester en vigueur. (6) Le Conseil considère que, bien que certaines mesures imposées par la position commune 2004/423/PESC visent des personnes associées au régime birmanes/du Myanmar ainsi que les membres de leur famille, les enfants en-dessous de 18 ans, ne devraient, en principe, pas être ciblés. (7) Il convient d'apporter des modifications techniques aux listes annexées à la position commune 2004/423/PESC. -

29.4.2005EN Official Journal of the European Union L 108/35 COMMISSION REGULATION (EC) No 667/2005 of 28 April 2005 amending Council Regulation (EC) No 798/2004 renewing the restrictive measures in respect of Burma/Myanmar THE COMMISSION OF THE EUROPEAN COMMUNITIES, (4) Article 12(b) of Regulation (EC) No 798/2004 empowers the Commission to amend Annexes III and IV on the Having regard to the Treaty establishing the European basis of decisions taken in respect of Annexes I and II Community, to Common Position 2004/423/CFSP (2), renewing restrictive measures against Burma/Myanmar. Having regard to Council Regulation (EC) No 798/2004 of 26 April 2004 renewing the restrictive measures in respect of Burma/Myanmar (1), and in particular Article 12 thereof, (5) Common Position 2005/340/CFSP (3) amends Annexes I and II to Common Position 2004/423/CFSP. Annexes III Whereas: and IV to Regulation (EC) No 798/2004 should, therefore, be amended accordingly. In order to ensure (1) Annex II to Regulation (EC) No 798/2004 lists the that the measures provided for in this Regulation are competent authorities to which specific functions effective, this Regulation must enter into force imme- related to the implementation of that regulation are diately, attributed. Article 12(a) of Regulation (EC) No 798/2004 empowers the Commission to amend Annex II on the basis of information supplied by Member States. HAS ADOPTED THIS REGULATION: Belgium, Hungary, the Netherlands and Sweden have informed the Commission of changes regarding their competent authorities. Annex II to Regulation (EC) No Article 1 798/2004 should, therefore, be amended.
