The Minutes of the meeting along with targets for POH of various rolling stocks are enclosed. The Minutes and the targets have the approval of Board (MTRS). During the meeting, a number of issues addressed by AM(PU), AM (ME) and other officers were discussed. Railways are requested to send their replies about action taken on the points. Progress against each item (on monthly basis) may kindly be advised through the MCDO portal. No Items Action By With reduction of service life of ICF Coaches from 25 to 2O years and stoppage of further manufacture of ICF coaches, the requirement of spares for maintenance of ICF Coaches is expected to be a problem. Serviceable spares from ICF coaches which are being condemned should be kept in I All PCMEs adequate numbers so that POH of existing fleet of ICF coaches can be carried out till their life is over. Database of serviceable spares should be maintained by all workshops and updated on a fortnightly basis. Workshops should prepare themselves to handle POH of rapidly changing product mix. Workshops should make necessary infrastructural inputs to 2 carry out POH of LHB coaches, electric locomotives All PCMEs and self propelled stocks. With introduction of private train operators, workshops need to meet the challenges to maintain 5 All PCMEs their rolling stock. Assistance of workshops is likely to be sought by private train operators for k/-*' maintenance of their rolling stock and workshops need to meet their expectations particularly with respect to quality of maintenance. Productivity and Quality should be the two focus areas of workshops. As desired by Hon'ble MR, workshops need to double their productivity in a 4 time bound manner- Workshops should execute All PCMEs projects related to automation on priority in order to meet their productivity targets. As per directives of Hon'ble MR, live streaming of CCW feed from work centres of workshops should be accessible through internet at Board as well as 5 the offices at HQ level. This should be completed in All PCMEs all workshops by March'2021. Address by AM (PU) S. It is seen that there is a sharp increase in WMS balance of most of the workshops as compared to figures at the end b of financial year 2020-21. No 1 CWE/ ER highlighted that some of the BVZI stock are having positive camber ranging trom 2545 mm due to which local passing of such wagons has to be EDA/i/agon/RDSO done. RDSO has been requested to issue suitable guidelines in this regard but reply is awaited. 2 CWE/ NCR pointed out that that scheme for skill development initiative like duration of course , mode of selection of trainees and course content needs to EDMEA/V&T be clarified so that courses can be conducted in workshops. 3 CWE/NFR suggested that in order to expedite the work of RSP sanctions, RSPs should be executed on turnkey basis. PCME/SR EDMEM &T suggested that portal for good work done for workshops can be developed so that important achievements can be consolidated and highlighted at a single place. GOC workshop may take the lead in development of such portal. 5 CWE/ ECR informed that there is requirement of funds of about Rs 135 crores in PU 34/ 35. This is causing increase in WMS balance of workshops. lt EDME^/\/&T was advised that ECR may give a letter in consultation with its finance to Board in this regard. PCME/ECR 6 CWE/SER highlighted that there is no permanent work and complete facility for POH in Haldia Workshop. Orders for DEMU manufacture for Haldia workshop are getting exhausted. PCME/SER He suggested that action and a roadmap is required for long term utilization of Haldia workshop. ln this regard SER was advised to review its POH capacity with respect to projected arising and send proposal to Board for optimum utilization of Haldia workshop. 7 CWE/ CR requested for allotment of work of manufacture of MG locomotives from available sanctions. RSPs have been sanctioned for up gradation of all freight stock particularly by modification in side bearers, friction wedge, spring configuration, bolster 2 design, improved CBC design and introduction of All PCMEs twin pipe. The National Manufacturing Competitiveness Council (NMCC) has been set up by the Government of India to provide a continuing forum for policy dialogue to energise and sustain the growth of manufacturing industries in India. A meeting was organized by NMCC on May 03, 2012 and one of the agenda items in that meeting was “Promotion of Manufacturing for Metro Rail System in India as well as formation of Standards for the same”. In view of the NMCC meeting and heavy investments planned in Metro Rail Systems, Ministry of Urban Development (MOUD) has taken the initiative of forming a Committee for “Standardization and Indigenization of Metro Rail Systems” in May 2012.

Busy Season Charge and Development Charge shall not be levied. 3. For handling of such rake at Container Rail Terminal, no Terminal Access Charge shall be levied. 4. Extant guidelines regarding permissible free time for loading/unloading shall be applicable. 5. In the return direction, CTO is likely to move empty containers and left over BLC as flat. The empty containers should be charged as per TEU under FAK and flats without any haulage charge.

Indian Railways is in urgent need for modernization and generational change to assure safety, improve productivity, take advantage of advanced technology, respond to ever increasing demand and meet inclusive growth aspirations of the country. In order to prepare a plan the Expert Group had a series of consultations with the Railway Board, domain experts, Industry leaders, Labor leaders, Planning Commission and others. We focused on a five pronged strategy related to Core assets, New revenue models, Projects, Enablers and Resource mobilization. We also focused on 15 key areas related to Tracks, Signaling, Stations and Terminals, PPP, Land, Dedicated Freight Corridors, Information and Communication Technology, Indigenous development, Safety, Funding, Human Resource and Organization. It is important to keep in mind that Safety and Modernization are two faces of the same coin. In order to make Railway safe it needs to be modernized and to modernize it is to make it not only efficient and productive but also safe. Modernization plan proposed by the Expert Group requires funding of Rs. 560,000 Crores in the next five years. Arranging funding for the entire plan is crucial even though the amount involved appears large and daunting.
