The cities of Kolkata, Delhi and Bangalore have setup Metro Rail System and are operating them successfully. Similarly the cities of Mumbai, Hyderabad and Chennai are constructing Metro Rail system. Smaller cities like Jaipur, Kochi and Gurgaon too are constructing Metro Rail system. With the new policy of Central Government to empower cities and towns with more than two million population With Metro Rail System, more cities and towns are going to plan and construct the same. It is expected that by the end of the Twelfth Five Year Plan, India will have more than 400 Km of operational metro rail network (up from present 223 Km Approximate). The National Manufacturing Competitiveness Council (NMCC) has been set up by the Government of India to provide a continuing forum for policy dialogue to energise and sustain the growth of manufacturing industries in India. A meeting was organized by NMCC on May 03, 2012 and one of the agenda items in that meeting was “Promotion of Manufacturing for Metro Rail System in India as well as formation of Standards for the same”. In view of the NMCC meeting and heavy investments planned in Metro Rail Systems, Ministry of Urban Development (MOUD) has taken the initiative of forming a Committee for “Standardization and Indigenization of Metro Rail Systems” in May 2012.

However, no Haulage Charge will be levied for empty flats in the rake. The operator shall mobilize additional LMO from other consignors so as to obviate any empty flat movement. 2. Busy Season Charge and Development Charge shall not be levied. 3. For handling of such rake at Container Rail Terminal, no Terminal Access Charge shall be levied. 4. Extant guidelines regarding permissible free time for loading/unloading shall be applicable. 5. In the return direction, CTO is likely to move empty containers and left over BLC as flat. The empty containers should be charged as per TEU under FAK and flats without any haulage charge.

Indian Railways is in urgent need for modernization and generational change to assure safety, improve productivity, take advantage of advanced technology, respond to ever increasing demand and meet inclusive growth aspirations of the country. In order to prepare a plan the Expert Group had a series of consultations with the Railway Board, domain experts, Industry leaders, Labor leaders, Planning Commission and others. We focused on a five pronged strategy related to Core assets, New revenue models, Projects, Enablers and Resource mobilization. We also focused on 15 key areas related to Tracks, Signaling, Stations and Terminals, PPP, Land, Dedicated Freight Corridors, Information and Communication Technology, Indigenous development, Safety, Funding, Human Resource and Organization. It is important to keep in mind that Safety and Modernization are two faces of the same coin. In order to make Railway safe it needs to be modernized and to modernize it is to make it not only efficient and productive but also safe. Modernization plan proposed by the Expert Group requires funding of Rs. 560,000 Crores in the next five years. Arranging funding for the entire plan is crucial even though the amount involved appears large and daunting.
