    3 August 2021 Regional Internal Migration Estimates, provisional, March 2021 In the year to March 2021 there was a recovery in the number of interstate moves, with 371,000 people moving interstate compared with 354,000 moves in the year to December 2020. This recovery was driven by the highest number of interstate moves for a March quarter since 1996, with around 104,000 people moving. Close to a quarter of the increase in interstate moves was driven by increased departures from Victoria, as Melbourne exited its second lockdown in November 2020. This was due to an outflow of 28,500 people from Melbourne to the eastern states, with the majority of people leaving Melbourne settling in regional Victoria. Net internal migration for regions outside the capital cities continued to increase, with net migration of 44,700 people in the year to March 2021. The number of capital city residents moving to the regions is now higher than it was prior to the onset of the pandemic (244,000 departures compared with 230,000 in March 2020). The recovery in the number of people moving interstate has affected states and territories differently, with smaller states seeing fewer departures, reversing recent historical trends. Net interstate migration has slowed due to COVID, but started to recover in March 2021 Since the onset of the COVID-19 pandemic net interstate migration has fallen from a high of 404,000 in June 2019, to a low of 354,000 people in December 2020. Interstate migration has started to recover with 371,000 people moving interstate over the year to March 2021.

  • Legune Coastal Floodplain
    Legune coastal floodplain Location and Description Located between the mouths of the Victoria and Keep Rivers and 330 km south-west of Darwin in the Joseph Bonaparte Gulf, the Legune coastal floodplain is the western-most coastal floodplain in the Northern Territory. The floodplain extends across extensive tidal flats to Turtle Point in the north and includes a range of freshwater wetland habitats. Large areas of mangroves are associated with the major rivers and channels. Despite close proximity to major rivers, the catchment area for the floodplain system is relatively small being supplied by Forsyth Creek and other smaller unnamed creeks. This differs from other coastal floodplain systems in the Territory which are directly inundated by the river they are associated with. Tenure and Land Use Google Earth imagery This coastal floodplain is predominantly pastoral leasehold land within one pastoral property (Legune). The main land use within the Site is grazing of cattle on native pastures. Significance Rating International Significance Ecological Values The Legune wetlands comprise extensive areas of diverse freshwater and saline wetland habitat and are known to support more than 40 000 mixed waterbirds, mostly Wandering Whistling-Ducks and various egrets and herons. At least four waterbird breeding colonies have also been recorded on the floodplain, including the second largest waterbird colony in the Territory. Turtle Point supports high density nesting of the Flatback Turtles and significant aggregations of migratory shorebirds. Management Issues Grazing pressure from cattle can affect wetland habitats, especially where access is not restricted during wet periods. Any future expansion of the Ord irrigation scheme is likely to affect the lower Keep River, which may have some impacts on the Legune floodplain.

    3 Prior to 1911: European discovery and South Australian administration of the Northern Territory The first of five time periods that will be used to structure this account of the development and deployment of vocational education and training in the Northern Territory covers the era when European explorers initially intruded upon the ancient Aboriginal tribal lands and culminates with the colony of South Australia gaining control of the jurisdiction. Great Britain took possession of the northern Australian coastline in 1824 when Captain Bremer declared this section of the continent as part of New South Wales. While there were several abortive attempts to establish settlements along the tropical north coast, the climate and isolation provided insurmountable difficulties for the would-be residents. Similarly, the arid southern portion of this territory proved to be inhospitable and difficult to settle. As part of an ongoing project of establishing the borders of the Australian colonies, the Northern Territory became physically separated from New South Wales when the Colonial Office of Great Britain gave control of the jurisdiction to the Government of the Colony of South Australia in 1863 (The Parliament of the Commonwealth of Australia 1974, p. 83) following the first non-Indigenous south to north crossing of the continent by the South Australian-based explorer John McDouall Stuart in the previous year. 35 VocatioNAL EducatioN ANd TRAiNiNg On the political front, in 1888 South Australia designated the Northern Territory as a single electoral district returning two members to its Legislative Assembly and gave representation in the Upper House in Adelaide. Full adult suffrage was extended by South Australia to all Northern Territory white residents in 1890 that demonstrated an explicit and purposeful disenfranchisement of the much more numerous Asian and Aboriginal populations.

    Transporting Melbourne’s Recovery Immediate policy actions to get Melbourne moving January 2021 Executive Summary The COVID-19 pandemic has impacted how Victorians make decisions for when, where and how they travel. Lockdown periods significantly reduced travel around metropolitan Melbourne and regional Victoria due to travel restrictions and work-from-home directives. As Victoria enters the recovery phase towards a COVID Normal, our research suggests that these travel patterns will shift again – bringing about new transport challenges. Prior to the pandemic, the transport network was struggling to meet demand with congested roads and crowded public transport services. The recovery phase adds additional complexity to managing the network, as the Victorian Government will need to balance competing objectives such as transmission risks, congestion and stimulating greater economic activity. Governments across the world are working rapidly to understand how to cater for the shifting transport demands of their cities – specifically, a disruption to entire transport systems that were not designed with such health and biosecurity challenges in mind. Infrastructure Victoria’s research is intended to assist the Victorian Government in making short-term policy decisions to balance the safety and performance of the transport system with economic recovery. The research is also designed to inform decision-making by industry and businesses as their workforces return to a COVID Normal. It focuses on how the transport network may handle returning demand and provides options to overcome the crowding and congestion effects, while also balancing the health risks posed by potential local transmission of the virus. Balancing these impacts is critical to fostering confidence in public transport travel, thereby underpinning and sustaining Melbourne’s economic recovery.
