THE SECRETARY-GENERAL

20 July 2004

Your Royal Highness,

Thank you for your letter of 1 7 June, which I received on my return to Headquarters this week after a long trip to Africa, the Far East and Europe.

I was most interested to read your letter, and fully agree that former President Vaclav Havel has been a champion for peace throughout his extraordinary life.

Unfortunately, my current Office does not permit me to submit proposals for candidates for the . I understand, however, that it is not only Nobel Laureates that may propose candidates for the Nobel Peace Prize, but also members of national assemblies and governments, among others. This might be an avenue you could pursue for your recommendation.

Please accept, Your Royal Highness, the assurances of my highest consideration. r

Letter from Prince El Hassan bin Talal

1. Prince Hassan wrote to you on 17 June (received after you departed for Africa), to recommend Mr. Vaclav Havel as a candidate for the Nobel Peace Prize (letter attached).

2. According to the Nobel Institute, Laureates may submit proposals for candidates for the Peace Prize, as may a number of other individuals (members of national assemblies and governments, university chancellors, leaders of peace research institutes etc).

3. The advice received from EM and KSK is that even though you are eligible to nominate candidates, you might wish to avoid doing so while you are in Office. I agree.

4. Should you concur, you might wish to sign the attached letter to Prince Hassan.

Thank you.
