Multi-polarization, economic globalization, information technology and cultural diversity are defining our lives. The global governance system and international order are quickly evolving, just as emerging markets and developing countries are quickly rising. The international landscape is becoming more balanced, and destiny of peoples closer than ever. At the same time hegemony and power politics still exist; protectionism and unilateralism are on the rise; wars, terrorist attacks, famines and epidemics burst out time and again; traditional and non-traditional security issues are complex and intertwined. Peace and development are the theme of the world, requiring solidarity, wisdom and courage of the international community that must shoulder responsibilities and answer the questions. Facing the questions of the times, China takes as its own mission to make greater contribution to mankind, by proposing the Belt and Road Initiative, participating actively in global governance, adhering to the idea of mutual consultation, joint construction and shared benefits, and persisting with its reform and opening up. The shift is also a major choice to deepen international exchanges on innovation, against the backdrop of the fourth industrial revolution for shared development. How to construct wide partnership networks against the revolutionary tide while synergizing development strategies? How to better unleash the potential of economic cooperation while seizing the new opportunities? Topic Three: Balance between Financial Relaxation and Regulation and the Question of Safety China’s move to further open its financial market is widely contested. How to effectively regulate while ensuring safety puts to test the wisdom and determination of national leaders and regulators. How to respond to unequal opening between countries while warding off financial systemic risks is a question for which the financial regulators owe an answer to society. Topic Four: IPR Protection and Win-Win in Technological Innovation Invention and innovation are more like parents than brothers. Invention needs to be protected, while innovation requires cooperation. How to create a complete chain of IPR creation, use, protection, management and services? How to establish an effective comprehensive management system for IPR? What can we do facing those who 20 exercises trade protectionism under the pretext of IPR protection? Topic Five: Value of Business Leadership and CSR CSR and leadership are inseparable. Leadership with responsibility is the inevitable result of internationalized business. How to amalgamate social responsibility into and use it to guide overall business strategies? How to encourage businesses to boost their leadership and influence through CSR? Topic Six: the Belt and Road Initiative and Drivers for Global Economic Growth Over years, the Belt and Road Initiative, proposed by President Xi Jinping of China, has turned from ideas to actions and from visions to reality. Introduction 1. The Workshop on Occupational Pensions in China was held on 25-26 October 2001 in Beijing, China. The Workshop was held back-to-back with the first meeting of the Asian-Pacific regional INPRS, which was held in Beijing on 24 October 2001. The Workshop was jointly organised by the Ministry of Labour and Social Security (MOLSS) from the People’s Republic of China and the OECD, under the aegis of the programme of the Centre for Co-operation with Non- Members, with co-sponsorship from the government of Japan and the government of the United States. Approximately 150 participants attended the meeting, consisting of government officials, industry experts and academics from 21 OECD and non-OECD countries. Representatives from international organisations also participated, namely the World Bank and the Asian Development Bank. 2. Dr William Witherell, Director, Directorate for Financial and Fiscal Affairs, OECD Secretariat, and Mr Li Donglin, Director General, Department of International Cooperation, MOLSS, presided as co-chairs over the meeting. 3. The workshop was the first international meeting of this scale on the topic of occupational pensions in China. Attendance of senior level officials including the minister and the vice-minister attested the importance of the meeting on the Chinese side.

    PRESS RELEASE For Immediate Release GREATER CONNECTIVITY BETWEEN SINGAPORE AND CHONGQING WITH THE CHINA-SINGAPORE (CHONGQING) CONNECTIVITY INITIATIVE - SOUTHERN TRANSPORT CORRIDOR 1. The third Joint Implementation Committee (JIC) Meeting for the China- Singapore (Chongqing) Connectivity Initiative 1 (CCI) was successfully concluded in Chongqing, People’s Republic of China today. The meeting was co-chaired by Minister in the Prime Minister’s Office Chan Chun Sing and Chongqing Mayor Zhang Guoqing. 2. The co-chairs reaffirmed the good progress of the CCI and its contribution to the development of Western China. They discussed ways to deepen collaboration under the CCI’s four priority sectors, namely, financial services, aviation, transport and logistics, and information and communications technology (ICT), as well as the next steps for the CCI. 3. The CCI Southern Transport Corridor (CCI-STC) was one of the key topics discussed at the meeting. First mooted at the inaugural CCI Joint Steering Committee Meeting in February this year, the CCI-STC will enhance connectivity between Western China and Southeast Asia. The CCI-STC, when completed, will connect the overland Silk Road Economic Belt with the 21st Century Maritime Silk Road and offer a shorter, more direct trade route between Western China and Southeast Asia, and beyond to Europe. 4. To facilitate the implementation of the CCI-STC, the co-chairs also witnessed the inauguration of two joint ventures between Singapore and Chinese consortiums, namely, the Chongqing Logistics Development Platform (CLDP) and the Multi-Modal Distribution and Connectivity (DC) Centre. Both the CLDP and DC Centre will help develop Chongqing into an inland international logistics hub and contribute to the development of the CCI-STC.

Lakes can be effective indicators of climate change, and this is especially so for the lakes over the Qinghai–Tibet Plateau (QTP), the highest plateau in the world, which undergoes little direct human influence. The QTP has warmed at twice the mean global rate, and the lakes there respond rapidly to climate and cryosphere changes. The QTP has ∼ 1200 lakes larger than 1 km2 with a total area of ∼ 46 000 km2, accounting for approx- imately half the number and area of lakes in China. The lakes over the QTP have been selected as an essential example for global lakes or water body studies.
