1.0 Introduction

Manley Construction Ltd, Main Street, Duleek, Co. Meath, have prepared this Social Audit of Community Infrastructure for to support an application for Residential Development for 142 dwelling units at The Spires, The Commons, Navan Road, Duleek, Co. Meath. The Planning application comprises a residential development consisting of 142 residential units as well as a childcare facility Public Park, community food garden and all associated services infrastructure, open space and associated site development works. This Audit has been prepared notwithstanding that the development is less than 200 dwelling units and therefore there is no obligation in the MCC Development Plan 2013-2019 to prepare such an audit.

2.0 Site Location and Description

The proposed site is located in Duleek, Co Meath, and lies 1 km to the west of the town centre. The site is accessed via the R150 regional road, and lies to the east of Junction 8 of the M1 motorway, a short distance from town. The proposed development is bounded by small scale residential developments to the north, south and east of the site.

The infill site measures 55,780m² (5.5ha) in total and includes a public Park of 1.1Ha. and a community food garden. The site which abuts Duleek GAA grounds, and community hall would consolidate recreational and Community Use in the area.

3.0 Description of Proposed Development

The proposed development shall provide for a total of 142 no. residential dwellings (82 no. houses and 60 no. apartments) and 1 no. childcare facility. A brief description of the proposal is provided below:

An Bord Pleanála for permission for a strategic housing development including a public urban park on lands comprising 5.57Ha in total, including 4.45Ha land zoned residential and 1.119Ha zoned open space, at The Spires, The Commons, Navan Road, Duleek. The site is located to the western edge of Duleek Village, abutted to the north and south by established residential housing. Duleek GAA Grounds borders the site to the south west. The proposed development comprises:

(1)The demolition of existing agricultural sheds 129sq.m and 37sq.m and closure of existing vehicular entrance to shed.

(2)The relocation of one existing ESB pole on the western area of the site.

(3) The strategic housing development comprises the development of 142 residential units in total on the residential zoned lands area 4.451Ha. This will include for 33 two storey three bed terrace dwellings, 5 two storey three bed end of terrace dual aspect dwellings 44 two storey two bed mid terraced dwellings and 60 two bed apartments in 15 two storey blocks, (4 units in each block), in summary there are 82 houses, 60 apartments and 38 three bed units, 104 two bed units; provision of 270 parking spaces serving the residential units and all associated open space and service infrastructure including possible location of photovoltaic panels on roofs where this is required.

(4) The development provides for an Urban Park area: 1.1197ha on the open space zoned lands, ancillary other Landscaped open space are: 5.926ha and a Community garden: 0.1802ha, comprising a total provision of 1.8925ha of open space (34%); associated internal roads, footpaths and all services infrastructure, bin storage and public lighting associated with the development. The overall site area is 5.5780ha.

(5) Provision of a crèche, 320sq.m floor area and associated outdoor play area and 16 parking spaces serving the crèche.

(6) Provision of 256 cycle spaces throughout the development, with 76 allocated within rear gardens of houses and 180 spaces allocated to apartments.

(7) Provision of two public electric car charging points and integrated electric charging points to residential spaces.

(8)Two vehicular entrances to the development are proposed from The Navan Road, Duleek.

(9) It is proposed to provide a new pedestrian entrance to the north of the site onto the Downstown Road and a new proposed footpath and cycle path along the southern boundary of the site connecting the development to the Downstown Road public footpath network.

Relevant Development Plan Policy for social infrastructure

The survey was cognizant of the following development plan policy.

Meath Co Development Plan 2013 -19 incorporates a number of policies in regard to community and social and recreational facilities so that new developments encourage and foster the creation of attractive mixed use sustainable communities; HS POL 1 and SOC POL 5.

 SS OBJ 6 -“To have regard to capacity in social infrastructure, when assessing applications for residential development. Planning applications for 200 or more dwelling units must be accompanied by a report identifying the demand for school places likely to be generated by the proposal and the capacity of existing schools in the vicinity to cater for such demand and an audit of the social infrastructure and community facilities available to serve the proposed development.”  SOC POL 1 - “To support the provision and distribution of a range of social infrastructure facilities in accordance with the Settlement and Core Strategies to meet the needs of the County’s population in liaison with other statutory, voluntary, private sector and community groups.”  SOC POL 2 – “To ensure that, where practicable, community, recreational and open space facilities are clustered, with the community facilities being located in local centres or combined with school facilities as appropriate. Community facilities should be located close to or within walking distance of housing, accessible to all sectors of the community and facilitate multi-use functions through their design and layout”.  SOC POL 4 – “To seek to ensure the efficient and timely delivery of community and social facilities commensurate with the needs of the resident population and to assist in the delivery of such facilities”.

 SOC POL 12 – “To provide for an inclusive approach to service provision in line with relevant legislation and strategies”.

In relation to childcare, the Plan encourages the provision of childcare facilities in accordance with national policy and relevant guidelines, located within a network that reflects the population distribution, in areas such as neighbourhood centres, large developments and transport nodes (SOC POL 21, 23 and 25).

Open spaces are part of the Core Strategy of the Plan. Policies within the Plan promote high quality open space areas, for both active and passive use that are quality accessible for all and provide recreational and community spaces for formal and informal use (SOC POL 32, 42 and 13).

The proposed urban park and community food garden will consolidate the provision of community recreational amenities in this area and will enhance the existing cluster comprising the GAA facilities and Community Hall. The provision of an urban park will furthermore satisfy the objective DUL 16 of the Draft Development Plan for the provision of an urban park.

The provision of a childcare facility of 320sq.m providing 40 childcare spaces satisfies the development plan policy SOC POL 5 that provision is made in large residential developments for childcare facilities. It further satisfies the Planning Guidelines for Childcare Facilities 2001 guidance, which recommend the provision of one child-care facility (equivalent to a minimum of 20 child places) for every 75 dwelling units. It also accords with national policy set out in NPF 2040 to promote improvements in childcare provision.

4.0 Requirement for a Community Infrastructure Statement

SS Obj 6 of the development plan states that applications in excess of 200 residential units shall be accompanied by a report identifying the demand for school places. As the subject application is significantly below that threshold there is no need for such an assessment. Notwithstanding, the Social Infrastructure Survey compiled by Manley Construction Limited outlines the extent and adequacy of established social, educational and community services. It demonstrates the wide availability and capacity of existing provision. The proposed development will provide the necessary local support for existing services and ensure the continuity of school enrolments throughout the school life cycle.

The majority of the proposed development site is designated for residential development, zoning objective A2:

“To provide for new residential communities with ancillary community facilities, neighborhood facilities and employment uses as considered appropriate for the status of the centre in the settlement Hierarchy.” and

Zoning objective F2:

“To provide for and improve open spaces for active and passive recreational amenities.”

The proposed development of housing and a crèche complies with that zoning objective and is permissible in principle within such a zone.

4.1 Educational Facilities

As part of this Social Audit, an analysis of the provision and capacity of educational and childcare facilities in the surrounding area that will help to serve the proposed development was undertaken.

4.1.1 Primary Schools

The review of Primary schools in the area demonstrates there is adequate capacity within the area at to accommodate the proposed development.

The Department of Education and Skills future demand assumptions estimate that 12% of the overall population will present for primary school education and 8.5% for post-primary school education. On this basis, the proposed development will likely generate the following peak demand for schools: 45 places for primary schools and 30 places for post primary schools.

The recent assessments and audits1 undertaken in the vicinity of the site and accepted by the Board demonstrate adequate capacity.

There has been recent significant investment in primary school infrastructure in Meath in 2019. There is a new primary school (boys and girls) in Duleek which has capacity for 600 pupils which has adequate capacity for future school population. The proposed primary shool demand arising from the subject development would be in the order of

There is sigificant investment in post primary education in south Drogheda which is the relevant post primary catchment for Duleek supported by a school transport service.

The audit by Hughes Planning Consulting in September 20192 found that there is capacity of over 778 school places in Drogheda and this leaves significant available capacity for the subject schoolgoing population arising from the proposed development which is estimated to be in the order of 30 secondary school pupils at its peak based on 8% of the development population of 381 (142 persons by 2.68 household size ref. CSO).

The Department of Education and Skills is proposing a new post-primary school, with an initial capacity of 600 pupils (expandable to 1,000 pupils), which will be provided within the South Drogheda area by 2021 (Source: Dept. Education and Skills Patronage Assessment Report, October 2018).

The Department of Education and Skills prepared a report titled ‘Projections of Full-time Enrolment Primary and Second Level, 2017-2035’ on the projections of full-time enrolment in schools across Ireland. With regard to primary schools, the report predicts that primary school enrolment will reach its peak in 2019 before steadily decreasing between 2020 and 2035. The expected decrease is a result of the fall in births experienced since 2009.

With regard to secondary schools, the report predicts that post-primary school enrolment will reach its peak in 2025 before decreasing between 2025 and 2035.

These projections indicate that by the time the school going population of the development peaks there will be a natural increase in availability of existing spaces in schools.

We note that a schools assessment was submitted to the Board in the context of the recent permission for 167 dwelling units at the Steeples, ABP-307240-20 and existing infrastructure was considered adequate.

In that context the subject development will contribute a very small percentage of school going population and will generally support and sustain existing school infrastructure over time.

4.2 Childcare Facilities

The proposed development complies with the National Policy on Childcare for the provision of 1 childcare facility of 20 places for every seventy dwelling units. The proposed crèche provides for 40 childcare places in line with the guidance.

There is a significant number of childcare facilities within the area, the quantum of units being proposed as part of this development would justify the provision of a new childcare facility, which forms part of this proposed development.

5.0 Conclusion

The Social Audit on Community Infrastructure demonstrates that the subject planning application for residential development on lands at The Spires, The Commons, Navan Road, Duleek, Co. Meath will support the existing social, educational and retail services infrastructure in the area and avoid urban decline.

This Audit demonstrates that there is a suitable quantity and available capacity of educational facilities in the surrounding area to cater for the needs of the future residents of the scheme. Furthermore, there is a significant array and variety of recreational and retail facilities within 10-15km proximity of the site. As part of the Drogheda Southern Environs LAP, there are additional neighborhood centers as well as educational and recreational facilities being proposed for the Bryanstown Development Area. Furthermore, the development provides for an Urban Park area: 1.1197ha on the open space zoned lands, ancillary other Landscaped open space are: 5.926ha and a Community garden: 0.1802ha. The proposed urban park and community food garden will consolidate the provision of community recreational amenities in this area and will enhance the existing cluster comprising the GAA facilities and Community Hall. The provision of an urban park will furthermore satisfy the objective DUL 16 of the Draft Development Plan for the provision of an urban park.

The provision of a childcare facility of 320sq.m providing 40 childcare spaces satisfies the development plan policy SOC POL 5 that provision is made in large residential developments for childcare facilities. It further satisfies the Planning Guidelines for Childcare Facilities 2001 guidance, which recommend the provision of one child-care facility (equivalent to a minimum of 20 child places) for every 75 dwelling units. It also accords with national policy set out in NPF 2040 to promote improvements in childcare provision.

In light of the foregoing, it can be demonstrated that there is sufficient capacity and quality of community infrastructure to cater for the proposed development. Furthermore, the proposed development will help to sustain these facilities through increased patronage.
