In this edition, we Ohave provided detailed information as at the end of 2017 on a host of indicators including enrolment (undergraduate and postgraduate), graduate output, fees, funding of each university, total number of staff (academic and non-academic, including their gender), total number of Professors (male and female), number of foreign students and staff, ICT infrastructure and services and information on the academic programmes in each university. Our aim is to provide all stakeholders in university education with the most comprehensive data for planning, decision making and other needs. To make this report as accessible and continuously relevant as possible, it is available in both print and electronic formats (www.nuc.edu.ng) and would be reviewed annually. We hope that this report will be a valuable reference for researchers, professionals, policy makers, donor agencies and educators. I thank all the Vice-Chancellors and their team who provided all the relevant data. Azees 1Department of Educational Management, University of Lagos, Akoka, 2Department of Educational Foundations, Federal College of Education (Sp), Oyo 3Department of Curriculum & Instructions, Emmanuel Alayande College of Education, Oyo 0 1 Abstract Higher education in general and university education in particular is an educational investment which brings with it, economic returns both for individuals and society. Hence, its proper funding towards the attainment of its lofty goals should be the collective responsibility of every stakeholders. This paper therefore discussed university education finance and cost sharing in Nigeria. The concepts of higher education and higher education finance were examined, followed by the philosophical and the perspectives of university education in Nigeria. The initiative of private funding of education vis-à-vis Tertiary Education Trust Fund (Tetfund) was brought to the fore. The paper further examined cost structure and sharing in Nigerian university system. It specifically described cost sharing as a shift in the burden of higher education costs from being borne exclusively or predominately by government, or taxpayers, to being shared with parents and students. Findings showed that Tetfund does not really provide for students directly. As regards students in private universities in Nigeria, and that private sector has never been involved in funding private universities. It was recommended among others that there is the need to re-engineer policies that will ensure effective financial accountability to prevent fiscal failure in Nigerian higher educational institutions, as well as policies which will ensure more effective community and individual participation such that government will be able to relinquish responsibility for maintaining large parts of the education system.

    Prof. Olanrewaju Samson Ibidunni Holds B.Sc. (Hons) in Business Administration, M.Sc and Ph.D. in Marketing. A Fellow of the National Institute of Marketing of Nigeria since 2003, and a Member, Nigeria Institute of Management (Chartered), he possesses 18 years cognate experience in Sales, Marketing- cum-Marketing Research at Unilever Nigeria Plc, Portland Organization, International Data Management Services (Tower Aluminum Group) and Doyin Group of Companies at Management level. Since 1999, Prof. Ibidunni, Olanrewau Samson transited into academia at Lagos State University, Anthony Campus, Lagos. In 2005, he joined Covenant University, Canaanland, Ota; and in 2012, He was appointed Head of Department, Business Management till 2014; leading 38 faculty members and staff, 524 undergraduate students and 38 post graduate candidates. During his headship, he initiated and got approval of the National Universities Commission (NUC) to run B.Sc. degree in Entrepreneurship and he also graduated four (4) Ph.D. degree candidates; the highest number in Covenant University that year. Prof. Ibidunni, Olanrewaju Samson was appointed Regional Coordinator of Business and Applied Sciences Academy of North America (BAASANA) of Bloomsburg University, Pennsylvania, U.S.A for Sub Sahara Africa). Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election.

James Adeyemi Oluwatoyin Babalola ABSTRACT—There has been a consistent quest for higher education (especially university) in Nigeria due to the unstable academic system, coupled with the total number of candidates seeking admission into the various higher institutions in Nigeria yearly. On the basis of this, it has become obvious that the existing higher institutions, which were mainly government-owned, cannot cope with the ever increasing demand for higher education in Nigeria. One of the basic solutions to this challenge is the liberalization of participation in the education sector. The study applied both historical and sociological methodology in its investigation. This study examined the history of higher education in Nigeria, from 1989 to 2012. In addition, it also examined the role played by the private sector in the Nigerian educational sector in this present dispensation. The writers recommended that there should be a consistent upsurge of private higher institutions in Nigeria to adequately address the challenge posed by high prospective students’ demand for university education. This is due to the fact that the government alone cannot handle the ever increasing demand for higher education in Nigeria. These new vetoists are not driven by any love of coun - try, but rather by the love of self, and the preservation of the narrow interests of the power-class that they represent. They do not see leadership as an opportunity to serve, but as an av - enue to loot the public treasury; they do not see politics as a platform for development, but as something to be captured by any means possible. One after the other, these hunters of fortune in public life have ended up as victims of their own ambitions; they are either eliminated by other forces also seeking power, or they run into a dead-end. In the face of this leadership deficit, it is the people of Nigeria that have suffered; it is society itself that pays the price for the imposition of deranged values on the public space; much ten - sion is created, the country is polarized, growth is truncated.
