Section 2. Chapter 480 entitled “PARKING GENERALLY”, Section 480.22 “COURTESY ZONES, FIFTEEN- AND THIRTY-MINUTE PARKING ZONES”, Subsection (a) “Fifteen-Minute Parking Zones” shall be amended as follows:

“480.22 COURTESY ZONES, FIFTEEN- AND THIRTY-MINUTE PARKING ZONES

(a) Fifteen-Minute Parking Zones. On the following streets within the City, motor vehicle parking spaces shall be marked on the pavement, and the head of each space shall be marked by a metal post or pipe implanted in the sidewalk at the curb. The time limit for parking in each such space shall be fifteen minutes on Mondays and Fridays from 8:00 a.m. to 9:00 p.m., and on Tuesdays, Wednesdays, Thursdays and Saturdays from 8:00 a.m. to 5:00 p.m, except that disabled veterans and handicapped persons whose vehicles display disabled veterans license plates, handicapped person license plates or handicapped motorist decals may park their vehicles in such spaces at any time without limitation on the length of time the vehicle remains parked in any such space, subject, however, to the twenty-four hour limitation provided in Section 480.04. References to block numbers in this section are to blocks in the Original Town (now City) of Freeport. The provisions of this section shall not apply on Sundays or legal holidays. Block 26. Section 3. Chapter 482 entitled “OFF-STREET PARKING LOTS”, Section 482.04 “PARKING PERMITS”, Subsection (b) shall be amended as follows:

“482.04 PARKING PERMITS.

“(a) No person shall park a motor vehicle or other vehicle in a posted reserved parking space in Parking Lot 11 without displaying on said vehicle a valid parking sticker or card issued by the City. Upon payment of a fee of fifteen dollars ($15.00) to the Finance Director or his or her designee, the Public Works Director shall issue a parking sticker or card to any person paying such fee. The Public Works Director shall not issue any such parking stickers or cards in excess of the total number of reserved parking spaces then existing in Lot 11. Such parking cards or stickers may be purchased for a period of one or more months. No person shall deface, alter or forge any such parking sticker or card, nor shall any person knowingly possess, use or display any such defaced, altered or forged parking sticker or card.

“(b) The Superintendent of Streets Public Works Director is hereby authorized to, and shall, designate as reserved parking spaces and post with appropriate signs not more than:

“(1) Fifty Twenty-five parking spaces in Lot 7 Lot 4;

“(2) Five parking spaces in the most westerly rows of parking spaces in Lot 11; and

“(3) The most southerly ten parking spaces in Lot 13.”

Section 4. Chapter 484 entitled “LOADING ZONES; BUS AND TAXICAB STANDS”, Subsection 484.05 “HANDICAPPED PERSONS”, shall be amended as follows:

“484.05 HANDICAPPED PERSONS.

Reserved space for the parking of vehicles properly displaying a placard issued by the State of Illinois indicating a right to park in handicap accessible parking zones shall be as follows:

(a) Cherry, east side, nearest to Exchange between Stephenson and Exchange;

(h) (d) VanBuren, west side, nearest to Exchange, between Stephenson and Exchange.”

Section 5. Chapter 484 entitled “LOADING ZONES; BUS AND TAXICAB STANDS”, Subsection 484.06 “PARKING SPACES FOR OFFICIALS”, shall be amended as follows:

“484.06 PARKING SPACES FOR OFFICIALS.

Reserved spaces for the parking of motor vehicles of officials are as follows:

(a) North side of Exchange, 60 feet west of Galena to 100 feet west of Galena.

(b) The westerly three spaces on the south side of Exchange between Galena and Van Buren.

(c) North side of Exchange, 38 feet to 140 feet east from the intersection of Cherry

(d) (c) The southernmost second, third, fourth and fifth spaces on the east side of Walnut between Exchange and Stephenson.

(e) (d) The westerly two spaces on the south side of Exchange between Galena and Walnut.

(f) (e) The southernmost space on the west side of Walnut between Exchange and Stephenson.

(g) (f) East Stephenson, north side, beginning 66’ through 108 ‘ east, nearest to N. Adams.”

Section 6. This Ordinance shall be effective immediately upon its passage by the City Council, its approval by the mayor, and its publication as provided by law.

Ordinances 484 and 480 city hall parking adding Alsop Page 16 of 17 Section 7. This Ordinance is expressly adopted pursuant to the Home Rule Powers of the City of Freeport under Section 6 of Article VII of the Illinois Constitution of 1970.

Section 8. All ordinances or parts of ordinances in conflict with this Ordinance are repealed insofar as they conflict.

Section 9. If any section, clause, or provision of the Ordinance be declared by a Court of competent jurisdiction to be invalid, such decision shall not affect the validity of the Ordinance as a whole or any part thereof, other than the part so declared to be invalid, and this City Council hereby expressly declared that it would have enacted this Ordinance even with the invalid portion deleted.
