Senator Laura Kent Donahue, Quincy, Illinois, presiding. Prayer by Reverend Charlie Lee, West Side Christian Church, Springfield, Illinois. Senator Sieben led the Senate in the Pledge of Allegiance. The Journal of Wednesday, January 13, 1999, was being read when on motion of Senator Burzynski further reading of same was dispensed with and unless some Senator had corrections to offer, the Journal would stand approved. No corrections being offered, the Journal was ordered to stand approved. REPORTS RECEIVED The Secretary placed before the Senate the following reports: The 1998 Annual Report submitted by the State Board of Education in compliance with 105 ILCS 5/1A-4. A Catalogue of Reports submitted by the State Board of Education pursuant to 105 ILCS 5/2-3.87 of The School Code. The 1997 Annual Statistical Report submitted by the State Board of Education as required by 105 ILCS 5/2-3.11. A report submitted by the Office of the Inspector General, Department of Children and Family Services, pursuant to 20 ILCS 505/35.5. SENATE 47 A designation of TAP Holdings, Inc. & Subsidiary as a High Impact Business submitted by the Department of Commerce and Community Affairs in accordance with Section 5.5 of the Illinois Enterprise Zone Act (1996 Illinois Compiled Statutes). The annual reports on state-owned and surplus real property submitted by the Department of Central Management Services as required by Illinois Compiled Statutes, 30 ILCS 605/7.1. The Fiscal Year 2000 Higher Education Budget Recommendations, Operations and Grants and Capital Improvements, submitted by the Board of Higher Education. The foregoing reports were ordered received and placed on file in the Secretary's Office. INTRODUCTION Expansion of water-resource investigations within the State of Illinois has amplified the need for a common index to locations on streams. A common index would aid in the coordination of various stream-related activities by facilitating data collection and interpretation.

Gitz with a quorum being present at 6:00 p.m. on February 23, 2015. ROLL CALL Present on roll call: Mayor Gitz and council members Tom Klemm, Shawn Boldt, Ronnie Bush, Jennie DeVine, Dennis Endress, Sally Brashaw, Michael Koester and Andrew Crutchfield (8). Corporation Counsel Sarah Griffin was present. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Alderperson DeVine. APPROVAL OF AGENDA Mayor Gitz stated this agenda for the special meeting was duly posted according to the Open Meeting Act. Alderperson Endress moved for approval of the agenda, seconded by Alderperson Koester. Motion prevailed by voice vote without dissent. Alderperson Boldt stated he has prior commitment he must leave to attend at 7:00 p.m. He apologized for the inconvenience and stated this church/school meeting has been scheduled long in advance of this special meeting notice. PUBLIC COMMENTS – AGENDA ITEMS Signed on the sheet for public comments were: Steve Carroll, 811 S. Oak, Freeport, Illinois, spoke in support of the Rental Property Registration. He stated he has spoken to the council for many years now during public comment about the issues plaguing his neighborhood. He stated the one ray of hope that is starting to make a difference is the rental property registration. It will take resources to keep it going. The follow up with the landlords takes resources and the fees are more than fair.
