Gershon Hacohen BESA Center Perspectives Paper No. 1,291, September 16, 2019 EXECUTIVE SUMMARY: Beyond its unquestionable vitality for Israel’s security, the Jordan Valley in its full geographical scope can accommodate millions of Israelis and national infrastructure that cannot be compressed into the coastal plain. If PM Netanyahu’s declaration of sovereignty is not immediately borne out by a surge of building and focused governmental support, it will sputter and die. PM Netanyahu’s promise to apply sovereignty to the Jordan Valley is worthy of praise. The reasons for doing so were already evident to PM Levi Eshkol in the immediate wake of the 1967 the Six-Day War, and were fully fleshed out in the Allon Plan. As the plan stated: “The eastern border of the state of Israel must be the Jordan River and a line that crosses the Dead Sea in the middle…. We must add to the country—as an inseparable part of its sovereignty—a strip approximately 10-15 kilometers wide, along the Jordan Valley.” The plan was presented to the government headed by Eshkol, who, with his Mapai mindset, chose to introduce it without putting it to a vote. Typically for those days, the plan moved immediately to the implementation stage, and a settlement infrastructure was built that has existed ever since. In line with the plan, the Allon Road was paved and the Jordan Valley communities were built along Road 90 and the Allon Road. In the Knesset debate on the Oslo Interim Agreement in October 1995, PM Rabin, about a month before his assassination, outlined his position and stated: “The security border of the State of Israel will be located in the Jordan Valley, in the broadest meaning of that term.” The notion of applying sovereignty to the Jordan Valley has always enjoyed a broad national consensus. -

The Prime Minister of the Czech Republic, Mr. Petr Ne čas, and the Prime Minister of the State of Israel, Mr. Benjamin Netanyahu, note with satisfaction the friendship and the historical partnership between the two countries, the unrelenting reciprocal support, the mutual respect for each other's sovereign status and the joint recognition in the political, defense and economic requirements of the two countries. The Prime Ministers emphasize their aspiration to further strengthen the close relations between the two Governments and the unique ties between the two peoples, based on a thousand-year-old affinity between the Czech people and the Jewish people. An idiot’s guide to the nation-state controversy A bird’s-eye view of the facts, arguments and motivations behind the proposed legislation that is roiling Israeli politics The Times of Israel By Haviv Rettig Gur December 1, 2014 So much has been written about the nation-state bills, and so much of it has been wrong on the basic facts, that a straightforward primer on the existing versions and a brief sketch of the arguments around them may provide readers with basic tools to grapple with the issue. A government-sponsored bill is currently being written at the direction of Prime Minister Benjamin Netanyahu and under the supervision of Attorney General Yehudah Weinstein. Contrary to reports in both Israeli and foreign media, from a New York Times editorial to the world’s largest wire services, the cabinet did not pass a nation-state bill two weeks ago. Rather, it passed a 13-page decision that committed the government to supporting two right-wing versions of the nation-state bill in a preliminary vote in the Knesset, “but only,” the cabinet decision reads, “on condition that the proponents [of the two bills] agree that their bills will be attached [Israeli legislative terminology for ‘subsumed’] in a government-sponsored bill that will be proposed by the prime minister on the matter, which will be drafted on the basis of the principles contained in the appendix to this decision, and which will be adapted to it [the government bill].” Much of what has been said about the nation-state bill — that it “narrows” Israel’s democracy, that it changes the formal legal standing of Israel’s minorities — referred to the right-wing bills superseded by the government decision. -

The Historical Narratives of Israelis and Palestinians and the Peacemaking Process Paul L. Scham Abstract: This article argues that lack of consideration of the his- torical narratives of Israelis and Palestinians in the peacemaking process helped to create a climate in which both sides, including the respective leaderships, were, in many ways, unaware of the red lines and domestic constraints limiting the other. Distinguish- ing between ‘historical narrative’ (i.e., the story a nation tells itself about itself) and history, it contends that the traditional view of narratives by politicians and statespersons—that is, that they are an academic luxury and do not fit into hard-headed negotiations— has damaged negotiating possibilities. This article demonstrates by example why historical narratives are of particular importance in this conflict, and that the peacemaking process is unlikely to succeed until they are taken into account in the process and not treated as simply a cultural afterthought. Keywords: conflict resolution, history, Israeli-Palestinian conflict, Middle East, narratives, Palestine, peacemaking, reconciliation It is commonplace among historians that mainstream Israelis and Palestin- ians write different histories. It is equally commonplace among negotiators that the different narratives of the two sides are a sometimes interesting, sometimes boring concomitant to their work, but not necessarily relevant to the task of making peace. And it is commonplace among the rest of the population that the ‘other side’ has a self-serving story that is invented for propaganda purposes, one which has no serious relationship to “what hap- pened” and that should not be taken seriously. Adalah’s Newsletter, Volume 27, July - August 2006 The 100 Terms Program: A Rawlsian Critique By Prof. Yoav Peled1 “The 100 Terms Program in Heritage, Zionism and Democracy,” a program formulated in 2005 by the Ministry of Education headed by Limor Livnat and designed for grades seven to nine in Jewish, Arab and Druze schools, will most likely find its way to the garbage heap of history, together with the Dovrat Report, another wonderful creation of the same educational regime. However, the 100 Terms Program bluntly expresses a deep-rooted educational perspective that will not end with the passing of the regime that gave birth to it. While it is true that Limor Livnat does not have an educational role in Ehud Olmert’s government, the bureaucracy of the Ministry of Education, which developed the program, remains in place. It is also worth recalling that Livnat’s sword-bearer at the Ministry of Education, Ronit Tirosh, is now a key Member of Knesset in the Kadima party, and aspires to an executive position in the field of education. The 100 Terms Program is composed of three parts: “Democracy,” which is the same for all schools; “Zionism,” which is also common to all schools, with slight differences between Jewish and Arab schools; and “Heritage,” which is different for Jewish and Arab schools. The list of terms in the “Heritage” section designed for Jewish schools covers the cultural, religious and historic heritage of the Jewish people in a comprehensive manner. In addition, the “Zionism” section also addresses Jewish heritage. The “Heritage” terms designed for students in Arab schools, on the other hand, refer almost exclusively to the different religious heritages of Muslim and Christian students.
