This phenomenon is causing rural settlement or kampung in this area to change in terms of land usage and population proportions, this kampung, namely Lengkong Ulama, is culturally very rich in traditional religious activities and education. The mentioned changes are affecting the social condition in communal and gathering activities within the kampung and can be explained by its spatial organization across generations.

Residential land developers' behaviour in Indonesia The rapid growth of the urban population in the Third World has obvious implications not only for the provision of basic infrastructure but also for land development. It has been reported that in 1990, around 42 per cent of the Third World's total urban population was living in informal settlements, many of them located on urban fringes (World Resource Institute, quoted by Browder, Bohland, and Scarpaci 1995). But many urban residents also live in settlements on urban fringes created by land developers. This is particularly visible in cities of countries that have enjoyed massive economie growth, such as Bangkok (Foo 1992a, 1992b; Dowall 1991). In Jabotabek,1 the private sector has urbanized 16,600 hectares of rural land far away from the built-up area of Jakarta, selling around 25,000 hous- ing units annually. This was achieved by private developers in the Jabotabek area, an emerging mega-urban region in Indonesia, between the 1970s and the 1990s (Winarso 1999; Winarso and Kombaitan 1995). In the Jabotabek area, land developments, particularly those for residential use, have pen- etrated far into rural areas, creating urban sprawl (Henderson, Kuncoro, and Nasution 1996; Firman and Dharmapatni 1994; Firman 1994; Noe 1991; Winarso and Kombaitan 1995).

Over the past few years, Jakarta has transformed from an administrative town where both state and local public authorities exercise policy and development strategy — into an economic empire of the nation. Economic indicators pointed out that the economic development in the metropolitan region is massive; 6 percent economic growth, rising middle-class’ purchasing power, and increasing foreign property investment. Urban scholars have highlighted that this urban transformation is much influenced by modern world-class city aspiration driven by the private sectors who are able to display grandiose modern projects and influence the policy makers. One of the many phenomena that shows this urban revolution is the booming of shopping center development in the metropolitan region. Currently, Jakarta Metropolitan Region has 153 shopping centers, supplying more than 5 million square meter retail spaces to the 30 million metropolitan population. I argue that the enormous number of shopping center operated in the city comes as the result of the shifting urban development focus towards neoliberalism bounded to an intricate economic, political, and ideological system of the nation. Using urban historical framework and the mapping techniques, I seek to analyze the urban transformation through the shopping center perspective.

    New Town Development in Jakarta Metropolitan Region (JMR): a Perspective of Spatial Segregation Tommy Firman Department of Regional and City Planning Institute of Technology, Bandung Indonesia The extent to which land and new town development has reinforced spatial segregation in Jakarta Metropolitan Region (JMR) is discussed. The demand for new town has been essentially generated by the need for security and fulfilling exclusive life style, while innovative have been able to sell an image of new town as a symbol of ‘modernism.’ New town development has reinforced spatial segregation in three ways: First, it has polarized the middle and upper income groups, resulting in scattered pockets of exclusive residential areas. Second, within the new towns themselves, the upper middle and high class occupied exclusive designed areas and to the highest security possible. Third, in several new towns urban development management are carried out by the developers, instead of by the City Hall. The spatial segregation in JMR can be classified as ‘self segregation’ or ‘voluntary segregation.’ It would continue and it is inevitable, resulted from socioeconomic and political condition of the urban society as a whole. This paper is concerned with the extent to which land and new town development have reinforced spatial segregation in Jakarta Metropolitan Region, the largest concentration of urban population and economic activities in Indonesia. Spatial segregation refers to the residential separation of sub-groups within a wider population which could be associated primarily with racial groups, ethnicity, religious beliefs or income status (Johnston et al, 1983). According to van Kempen and Ozuckren (1998) spatial segregation comes into existence when some areas show an overrepresentation and other areas an underrepresentation of members of group.

These transformations are shaped both by Jakarta’s shifting conjunctural positionality within global politi- cal economic processes and by Indonesia’s hybrid political economy. While influenced by neoliber- alisation, Indonesia’s political economy is a hybrid formation, in which neoliberalisation coevolves with long-standing, resilient oligarchic power structures and contestations by the urban majority. Three persistent features shape these transformations: the predominance of large Indonesian conglomerates’ development arms and stand-alone developers; the shaping role of elite informal networks connecting the development industry with state actors; and steadily increasing foreign involvement and investment in the development industry, accelerating recently.
