JOB TITLE : Deputy Director of Public Prosecutions

CLASSIFICATION : Grade 19

REPORTS TO : Director of Public Prosecutions

SUPERVISES : N/A

A. RELATIONSHIPS AND RESPONSIBILITIES

1. Works under the direction of, and reports to the Director of Public Prosecutions.

B. DUTIES AND TASKS

Primary Duties

1. Supervises line staff of the Crown Prosecution Service.

2. Manages caseload within the Crown Prosecution Service.

3. Prosecutes all criminal cases including homicides, sexual offences, financial crimes and money laundering offences from inception to the trial stage.

4. Co-ordinates the prosecution of criminal caseload in both judicial districts.

5. Represents the Crown in Criminal Appeals at the Eastern Caribbean Supreme Court of Appeal.

Secondary Duties

1. Supervises the office in the absence of the Director of Public Prosecutions.

2. Advises and guides the Police in their investigation of cases on all criminal matters.

3. Co-ordinates and supervises cases in accordance with the case file management protocol within the Department.

4. Prepares periodic reports regarding work in progress.

5. Provides direction, guidance and advice to the prosecutors in handling summary cases.

6. Provides opinions and advice to other government agencies.

7. Attends training workshops, conferences and seminars both local and overseas on matters relating to prosecution.

8. Delivers lectures to Police Officers and other department on areas of criminal law and procedure.

9. Performs such other related duties as may be delegated from time to time by the Director of Public Prosecutions with the scope of responsibility.

C. CONDITIONS

2. Institutional support will be provided through appropriate Civil Service Regulations, Statutory Instruments, Collective Agreements and Departmental Guidelines.

10. Vacation Leave will be provided in accordance with Public Service Rules and Regulations.

11. Appointment is contractual.

12. This post is non-pensionable and as such you will be required to contribute to the National Insurance Corporation.

D. SKILLS, KNOWLEDGE AND ABILITIES

1. Thorough knowledge of and ability to interpret the Laws of Saint Lucia and constitutional requirements.

2. Working knowledge of the Civil Service Rules and Regulations, Standard Operation Procedures, Staff Orders, the Finance (Administration) Act, Financial Regulations, Procurement and Stores Regulations, Collective Agreements and Departmental Guidelines.

3. Decisiveness, soundness of judgment and clarity of presentation.

4. Ability to draft indictments and prepare legal submissions.

5. Good advocacy skills.

6. Effective communication and interpersonal skills.

7. Computer literacy.

E. QUALIFICATIONS AND EXPERIENCE

1. Master of Law Degree plus a Certificate in Legal Education plus six (6) years work experience in legal practice in criminal and civil law. Admission to practice in a Commonwealth jurisdiction.

2. Bachelor of Law Degree and Legal Certificate plus a Certificate in Legal Education with eight (8) years work experience in legal practice in criminal and civil law. Admission to practice in a Commonwealth jurisdiction.

JOB TITLE : Registrar of Civil Status

CLASSIFICATION : Grade 19

REPORTS TO : Permanent Secretary

SUPERVISES : Civil Status Registry Staff

A. RELATIONSHIPS AND RESPONSIBILITIES

1 Works under the direction of, and reports to the Permanent Secretary.

2. Required to respond whenever necessary to Permanent Secretary on matters related to work in progress.

3. Performs duties of Registrar of Civil Status as are assigned by the Laws of Saint Lucia.

4. Required to work closely with the Registrar of the Supreme Court and the Adjudicators.

B. DUTIES AND TASKS

Primary Duties

1. Manages and supervises the operations and staff of the Civil Status Registry, Adjudicator’s Office, Assistant Registrar, District Registrars, Marriage Officers, Civil Status Officers and Civil Status Assistants.

2. Provides oversight of the rectification process by ensuring that the rectification process is accurate, efficient and thorough, with a view to marking and signing records of adjudication; and maintaining excellent work standards.

3. Alters records of Civil Status in accordance with existing legislation.

4. Keeps and maintains custody of records/Registers of Civil Status.

5. Conducts performance evaluation for staff in accordance with the Public Service procedures.

6. Prepares the strategic plans, annual work programmes, budget and periodic reports for the Department in consultation with the Permanent Secretary, and in accordance with the provision of the Ministry of Finance Budget Cycle.

7. Submits monthly and quarterly reports and/or returns on the operational performance/accomplishments of the Civil Status to the Permanent Secretary in accordance with standard reporting procedures. September 17th 2015 ANTIGUA AND BARBUDA OFFICIAL GAZETTE 745

Secondary Duties

1. Determines the final record on rectification matters.

2. Conducts training and periodic reviews of the operational systems and work programmes of the Civil Status Registry and the Adjudicator’s Office, District Registrars, Civil Status Officers and provides recommendations and solutions for improvement.

3. Ensures proper deployment of staff to allow for appropriate quality service delivery and rotation of staff, to develop their full potential.

4. Ensures the renewal of the worn out Registers of Civil Status.

5. Conducts hearings/interviews with applicants and deponents with a view to determining the final outcome.

6. Administers oaths, takes affidavits and issues notices or orders requiring the attendance of such persons or production of such documents as he/she may consider necessary for carrying out the adjudication, approval and rectification of orders.

7. Maintains a log of work processed and oversees the maintenance of databases within the Units.

8. Conducts periodic staff meetings.

9. Attends Management Meetings.

10. Represents the Ministry of Legal Affairs at meetings, conferences, seminars as may be assigned by the Permanent Secretary.

11. Performs such other duties as may be assigned from time to time by the Permanent Secretary within the scope of responsibility.

2. A Master of Law Degree, plus Legal Education Certificate and three (3) years experience working with matters pertaining to Civil Status. Admission to practice law in a Commonwealth jurisdiction.
