The Public Accounts consist of the annual report of the Government of Alberta and the annual reports of each of the 21 ministries. The annual report of the Government of Alberta contain, the consolidated financial statements of the province and the Measuring Up report, which compares actual performance results to desired results set out in the government’s strategic plan. This annual report of the Ministry of Justice and Solicitor General contains the financial information of the ministry and a comparison of actual performance results to desired results set out in the ministry business plan. This ministry annual report also includes: • the financial statements of entities making up the ministry including the Human Rights Education and Multiculturalism Fund, the Victims of Crime Fund, for which the minister is responsible; • the financial statements of the Office of the Public Guardian and Trustee, Estates and Trusts for which the minister is responsible; • other financial information as required by the Financial Administration Act and Fiscal Planning and Transparency Act, either as separate reports or as a part of the financial statements, to the extent that the ministry has anything to report; and, • financial information relating to trust funds. In December 2018, government announced changes to the 2018-19 ministry annual reports. Ministry and department audited financial statements, previously included in the annual report of the Ministry of Justice and Solicitor General, have been replaced with the financial information of the ministry found starting on page 54. Key information previously contained in the annual reports, of each of the 21 ministries, is now included in the audited consolidated financial statements of the province. 2 Justice and Solicitor General | Annual Report 2018–19 Introduction Message from the Minister Over the past 12 months, Justice and Solicitor General continued to fulfill its mission of keeping our communities safe and secure, and ensuring Albertans have access to a fair and responsive justice system. This ministry has a large and capable team, and the achievements described in this report are a testament to their hard work. Our first duty continues to be protecting public safety. Albertans remain concerned about rising crime rates, and the justice system’s capacity for dealing with these offences. These concerns are particularly acute in rural areas of the province, where isolated properties can be a prime target for thefts. By allocating new funding to address child exploitation and domestic violence, to hire Crown prosecutors and civilian employees, and to support strategies that enable frontline officers to spend more time in the field, we can better protect vulnerable Albertans. We will also seek out how best to prosecute cases more quickly and reduce court backlogs. My thanks to the ministry staff for the commitment and professionalism they have shown during the past year. Similarly, I appreciate all our partners across the justice and law enforcement system, who do outstanding work under often difficult and dangerous circumstances. I am confident that together we can find innovative and fiscally responsible ways to address the challenges facing us. [Original Signed By] Honourable Doug Schweitzer Minister of Justice and Solicitor General Justice and Solicitor General | Annual Report 2018–19 3 Introduction Management’s Responsibility for Reporting The Ministry of Justice and Solicitor General includes the Department of Justice and Solicitor General, the Human Rights Education and Multiculturalism Fund, and the Victims of Crime Fund. The executives of the individual entities within the ministry have the primary responsibility and accountability for the respective entities. Collectively, the executives ensure the ministry complies with all relevant legislation, regulations, and policies. Ministry business plans, annual reports, performance results and the supporting management information are integral to the government’s fiscal and strategic plan, annual report, quarterly reports, and other financial and performance reporting. Responsibility for the integrity and objectivity of consolidated financial statements and performance results for the ministry rests with the Minister of Justice and Solicitor General. Under the direction of the minister, I oversee the preparation of the ministry’s annual report, including the financial information and performance results. The financial information and performance results, of necessity, include amounts that are based on estimates and judgments. The financial information is prepared using the government’s stated accounting policies, which are based on Canadian public sector accounting standards. The performance measures are prepared in accordance with the following criteria: Reliability – information used in applying performance measure methodologies agrees with the underlying source data for the current and prior years’ results. Understandability – the performance measure methodologies and results are presented clearly. Comparability – the methodologies for performance measure preparation are applied consistently for the current and prior years’ results. Completeness – outcomes, performance measures and related targets match those included in the ministry’s Budget 2018. As deputy minister, in addition to program

    Planning & Development Report to ISC: UNRESTRICTED SPC on Planning and Urban Development PUD2017-0486 2017 June 14 Page 1 of 5 COORDINATED SAFETY RESPONSE TEAM UPDATE EXECUTIVE SUMMARY Through report CPS2017-0282 Administration committed to review the Coordinated Safety Response Team (CSRT) mandate and Terms of Reference. As part of Council’s discussion of the report on 2017 April 24, Administration committed to reporting back on the CSRT review. In the interest of addressing this commitment in a timely fashion, the amended Terms of Reference is being brought forward through this report. As Building Regulations is the lead agency of CSRT, this report on the results of the review of the CSRT mandate is being delivered to the SPC on Planning and Urban Development. The report acknowledges that improvements can be made in the way information is shared between agencies. In addition, establishing clear protocols on what information can be shared will help ensure the right agency is involved at the right time, improving how problem properties are managed as a whole. The CSRT continues to focus on keeping the complaint process simple for the public to access in an effort to ensure citizens are heard when concerns are raised. The revised Terms of Reference provided (Attachment 1) reflects enhanced information sharing and collaboration among agencies for occupied problem properties causing an unsafe condition in the community. The broadened CSRT mandate and Terms of Reference were prepared collaboratively and approved by all member agencies of the CSRT. ADMINISTRATION RECOMMENDATION(S) That the SPC on Planning and Urban Development recommends that Council receive this report and attachments for information.

INTRODUCTION On June 16th, 2014, a serious sexual assault took place in Edmonton, Alberta at the apartment of Lance Blanchard, a known sexual offender who had spent 37 of his previous 40 years in custody. There were no witnesses to this attack save for the accused and the victim, whose name is protected by a publication ban. The victim, who is known to the Canadian public by her pseudonym Angela Cardinal, was the key witness in the Crown’s case, and her testimony directly led to the conviction of Mr. Blanchard in December of 2016. Ms. Cardinal’s was incarcerated from June 5th to June 10th, 2015, ostensibly to ensure that she would provide testimony at the preliminary inquiry of the accused. During this time, she testified in shackles, and was brought into contact with her attacker. The Authors of this report (“the Authors”) have been tasked by the Government of Alberta to review the circumstances of her incarceration, and to make recommendations to ensure that no victim of crime is treated in a similar fashion. This report will provide recommendations for systemic change, based on the Authors review of the factual and legal background.

    A Safer Alberta United Conservative Strategy to Tackle the Rural Crime Crisis July 2018 1 | United Conservative Strategy to Tackle the Rural Crime Crisis Introduction The United Conservative Party Caucus has continued the work begun by its legacy parties to shine a light on the disturbing increase in crime across rural Alberta. These crimes typically take the form of intrusions onto rural property and subsequent theft, often perpetrated by armed persons who are overtly threatening to the residents. Victims are understandably frustrated and upset when the police response is either inappropriately delayed or there is no police response at all. The RCMP have confirmed that complaints about delays are legitimate and a result of ongoing deployment and systemic deficiencies. Moreover, some rural residents are victims of repeated break-ins and thefts. Despite inadequate assistance from police, they are warned about engaging in self-defence using lawfully-owned firearms, leading to people’s increased frustration and fear for their families’ safety. Such circumstances have led to a growing lack of public confidence in the criminal justice system. The dramatic increase in rural crime across the province is a complex matter that raises a number of operational, funding, and policy issues that encompass local, provincial and federal areas of jurisdiction. Rural property owners and residents, and indeed Albertans from all areas, are looking for substantive and targeted reforms which would result in significant reduction in rural crime. The legacy Wildrose caucus launched the Alberta Crime Task Force in March of 2017, and together with the legacy Progressive Conservative caucus, the conservative opposition has been demanding action from the Government of Alberta for more than two years.

  • Changes to Further Support Victims of Crime
    Feb 23, 2018 Changes to further support victims of crime The province is making changes to improve how victims are treated in the criminal justice system. An independent review into the treatment of “Angela Cardinal” includes several recommendations to address how victims of crime are treated, including when they are testifying in court as witnesses. Specifically, the report recommended changes that include clarifying and updating sheriff and Crown prosecution policies, the best way to deliver services and supports to victims, and the coordination, transportation and housing of witnesses who may have to testify in court. Progress has already been made on several recommendations, with action underway on others, while some require further research and consultation. “Angela’s story is a crucial reminder that we must do better, not only in her memory, but for all victims who come into contact with the justice system. When victims come forward to tell their story, we need to ensure they are not only heard, but that they are treated with courtesy, compassion and respect throughout every step towards justice. I want to thank Roberta Campbell for her recommendations, which are aimed at improving the system.” - Kathleen Ganley, Minister of Justice and Solicitor General In Angela Cardinal’s memory, the government is working to create a $50,000 bursary to assist Indigenous women and organizations. The province will have further discussions with organizations that work in this field to determine the best way to allocate the funding. Along with ordering the independent investigation that resulted in the recommendations, Minister Ganley also tasked a special committee to recommend policies surrounding how victims of crime are treated.
