Flood, Rainfall, River Situation and Summary of Water Levels

Current Situation: Monsoon became active. The Brahmaputra-Jamuna has started fresh rising. The Ganges is likely to start rising slightly from tomorrow. The Meghna is likely to keep on rising trend. The Padma at Goalundo & Bhagyakul will continue slight rising. Inundation situation of low laying areas in the eastern part of Dhaka city is like to slight deteriorate. More areas in some districts are likely to inundate by next 48 hours.

Flood Outlook

• Monsoon became active over south, south-east, north & north-east part of Bangladesh and adjoining Sub-Himalayan West , Assam, Meghalaya & Auranachal Pradesh. • The Brahmaputra-Jamuna has started fresh rising and caused deterioration of present flood situation. • The Ganges remained steady/slight fall and is likely to start rising slightly from tomorrow. • The Meghna is likely to keep on rising trend for next 2-3 days. • The confluence of both the rivers (Padma at Goalundo & Bhagyakul) will continue slight rising for next 2-3 days. • Inundation situation of low laying areas in the eastern part of Dhaka city is like to slight deteriorate by next 48-72 hrs. • More areas in the districts of , Jamalpur, Serajganj, , Munshiganj, , Rajbari, Faridpur, Madaripur, Shariatpur, Chandpur, Dohar & Nawabganj of , Shibganj & Sadar of Chapai-Nawabganj district is likely to inundate by next 48 hours.

Situation Report Actions Taken

• Communication with DRRO and DC office is being made regularly to receive the update of flood situation.

• It has been decided to allot 50000 MT rice/food grains to 22 districts including 5 “monga” prone and inundated districts (Rangpur, , Nilphamari, , Kurigram, , Chapainawabganj (some parts), , Bogra, Netrokona, Jamalpur, Tangail, Munshiganj, Faridpur, Rajbari, Shariatpur, Dhaka (some parts), , Madaripur, Manikganj, and ) under Test Relief (TR) programme. Under this programme affected road, mosque, madrasa, orphanage, school/college, open fields and other public welfare infrastructures/institutions of inundated and “monga” prone districts will be reconstructed/renovated.

• 2100 MT GR rice, BDT 4,400,000 as GR cash and BDT 2,158,000 for household have been allocated to flood affected 22 districts in recent times. Total allocation including this is as follows: 4700 GR rice, BDT 7,000,000 as GR cash, 4,500,000 for house building.

District wise Flood Situation

Chapainawabganj The Padma is flowing above and the Mahanonda is flowing below danger level. Water entered into 4 unions (Sundorpur, Narayanpur, Char Bakdanga & Alatoli) of sadar . 120 households, 60 hector crops, 4 mosques, 2 schools and 1 bazaar affected. All necessary precautionary steps have been taken and all relevant personnel are kept alert.

Sirajganj Water entered into 1 union of sadar upazila and low laying area of sadar pouroshova due to breach in some parts of an embankment cum road. Low laying areas of 5 inundated. 22 unions, 39682 people of 8394 families, 58 houses totally, 4944 households partially, 2 km road totally, 23.5 km roads partially, 15 educational institutions partially and 1 culvert partially damaged. 13 flood shelters opened where 11525 persons took place. There is a possibility of inundation of Kazipur, Tarash, Raiganj, Shahjadpur, Ullapara, Kamarkhand and Sadar upazila along with low laying riverbank areas of the Karatoa and the Ichhamati as the 500 feet area of flood control embankment at Sariakandi upazila of Bogra has been breached. Situation may deteriorate if water level is continuing to rise. All necessary precautionary steps have been taken and all relevant personnel are kept alert.

Bogra Water entered into households of 250 families of Vandarbari, Sohrabari, Shimulbari, Baniajan, Roghunathpur, Pukuria & Boishakhichar of Dhunot upazila. 10 families took shelter on flood control embankment. Water entered heavily and low laying riverbank areas of the Korotoa inundated as 500 feet area of flood control embankment at Chandanaish union of Sariakandi has been breached. Few people along with their livestock took shelter on embankment and high land of CLP. 700 houses of Tekani Chukainagar union of Sonatola upazila inundated but water already went down. Water started to recede. Overall situation is improving.

Nilphamari The Tista is flowing below danger level and no flood is prevailed over the district yet. Communication with upazilas is well established. Overall situation is normal.

Lalmonirhat The Tista and the Kaunia is flowing below danger level and has started to recede further. Due to sudden rising of water, 1100 household of Kulaghat and Mogolhat of Sadar upazila inundated, but at present water went down from these households. 11 MT GR rice distributed among the affected families, 10 kg for each family. Water went down from most of these areas. In Goddimari union of Hatibandha upazila, another 13 families affected and 50 acres crops inundated as 300 feet in front side of Tista flood bypass breached. Presently the water level is decreasing. 20 kg GR rice and BDT 500 as GR cash have been distributed among each of affected 13 families. 4.37 MT GR rice to 437 families of Mahishkhocha union of Aditmaree and 2.09 MT GR rice to 209 families of Hatibandha upazila have been distributed. These families affected due to river erosion of the Tista.

Gaibandha The Ghagot is flowing above danger level. Few low laying areas of 4 upazilas inundated. No information of fresh flood received. All necessary precautionary steps have been taken and all relevant personnel are kept alert.

Kurigram The Dhorla has decreased further and is continuing to recede. In 58 unions of 9 upazilas, 3747 families totally and 30660 families partially affected. Besides total number of affected people - 13733 totally, 82329 partially, crops – 41118 hectors totally, households – 4660 totally, 18329 partially, earthen road – 320 km, carpeted road – 8 km, embankment – 9 km partially, culvert – 2 totally, 29 partially, educational institution – 7 totally, 26 partially, religious institutions – 6 totally, 3 partially. 425 people took shelter in 4 educational institutions. All relevant personnel have been advised to take necessary actions.

Rangpur The Tista and the Jamuneshwari are flowing below danger mark. Water is receding gradually. No flood is prevailed and water didn’t enter inside households but due to sudden rise of water level, few areas of planted “aman” inundated at char areas of the Tista. Situation Report reported. The flood situation is normal. But due to river erosion, 42 acres of crops field and 168 meter of carpeted road washed out. 210 households transferred to safer place from river bank area to avoid further damage.

Rajshahi The Padma is flowing below danger level. Water didn’t enter into any area. No flood is prevailed. Situation is normal.

Dhaka Water level of all rivers increased, crossed danger mark at different points and is continuing to rise. Very few low laying areas of Dohar and Nawabganj upzila inundated. 600 families of 7 unions in Dohar upazil and 1535 families of 3 unions in Nazabganj upazila partially affected. 8 families of Joykrishna union took shelter at flood shelter. In Bandura union of Nawabganj upazila, 5 families totally affected due to extreme current of Sadapur canal. These affected families took shelter in relatives’ house or on ring embankment. All necessary precautionary steps have been taken and all relevant personnel are kept alert.

Narayanganj The Meghna is flowing below danger level. The Shitolakkhya has increased further and is flowing above of danger level. But no information about flood situation from any of the upazilas has been received. No flood is prevailed.

Netrokona Though the Kangsha is flowing above danger level, no detail information about flood reported yet from any of the upazilas.

Jamalpur Low lying areas of Islampur (upazila & pouroshova), Dewanganj, Sarishabari, Madarganj and Molandaho upazila have been inundated due to heavy rainfall and downpour from upstream. Damage has been reported as follows: affected union – 29, family – 28675, people – 118042, household – 1491 totally, 4687 partially, crops – 19520 hector partially (according to District Agricultyre Office), carpeted road – 8.6 km, earthen (kacha) road - 74 km, embankment – 20.20 km, bridge/culvert – 1 totally, 8 partially, educational institution – 4 totally, 15 partially.

Faridpur Families outside of ring embankment of Sadar, CharBhadrason and took shelter on road of ring embankment and other safe infrastructures. 50382 peoples of 11443 families of 3 upazilas near the Padma are affected by river bank erosion and inundation. Along with this 1950 households partially, 575 hector crops totally, 1966 hector crops partially, 4 km road totally, 39 km road partially, 3 km embankment and 26 institutions have been affected. Flood control embankment is in threat due to increased water. Overall situation is under observation

Rajbari The Padma remains steady but is flowing above danger level. The char area outside of ring embankment inundated but no information about any damage reported. Deputy Commissioner and all relevant officers are trying to estimate the damage by visiting inundated areas.

Madaripur The river is flowing above danger level and continuing to rise. Madaripur-Shariatpur high way is in threat due to pressure of water. Low laying areas of Sadar and are inundated but no information of any damage reported yet. All relevant personnel are kept alert and are advised to take necessary actions in case of emergency.

Shariatpur The Padma and the Kirtinasha are flowing above danger level. Water entered into low laying areas of Jajira, Vedorganj, Naoria and Sadar upazila but no information about any damage received yet. DC alolng with other concerned officials visited those areas. All relevant personnel are kept alert and are advised to take necessary actions in case of emergency.

Situation Report Manikganj The Jamuna has decreased a little. 3 km road communication between Lauta and Diabari of has been disrupted as water has been flowing over road in that area since the level rose due to heavy rainfall and onrush of water from upstream. Road communication is disrupted as Surpai baily bridge of , 2 roads of Poyla union, Kandapara and Golra Kamta area in between Saturia-Manikganj highway have been inundated. Upazila parishad and resident of UNO of Horirampur upazila have been inundated. 50 percent households in Nesraganj of char areas have gone under water. 20 in Harirampur upazila, 4 in Shibalaya upazila and 4 educational institutions in Ghior upazila declared closed as communication to those institutions has been disrupted as roads went under water. Total Affected: Upazila 7, Union 34, family 6730, people 30725, crops 130 acre (full), crops 6478 acre (partial), household 613 (full), household 6162 (partial), dead livestock 1, Road 8 km (full), Road 69 km (partial), embankment 2 km (full), embankment 149 km (partial) and educational/religious institution 5 (partial). All relevant UNO’s are advised to take necessary acitons.

Munshiganj Though the Padma and the Dholeshori are flowing above danger level, no flood or damage information in any area reported.

Tangail Sadar and upazila along with other low lying areas near to riverbank have been inundated. According to District Agriculture Office 4495 hector planted “aman” field and seed bed inundated so far. In Sadar Upazila 6 household fully and 20 household partially affected due to riverbank erosion. 128 households of have been affected partially due to inundation. All relevant personnel are advised to take necessary actions in case of emergency.

Sylhet The Surma and the Kushiara are still flowing above danger level as the effect of upstream water. But both are decreasing. Flood water entered into some low laying areas of 3 unions of Kanaighat upazila. Presently overall flood situation is improving.

Sunamganj The Surma is flowing above danger level. But no flood situation reported from any area of the district. Overall situation is well.

Response of Different Organizations

Unicef UNICEF through DPHE is providing safe drinking water and sanitation support in the shelters and embankment by installation of tube-wells, establishing latrines and raising the tube-wells. DPHE is also distributing WPT among the flood victims.

NDP In response to the flood 2008, with the support of DFID under Chars Livelihoods Programme (CLP) NDP and other 2 partner are distributing bucket and water purifying powder PO among the flood victims of Belkuchi, Sirajgonj Sadar, Shajadpur, Chouhalia and Kazipur Union. NDP has made available 7 engine boats and more than hundred volunteers to work in any situation.
