NOTICE INVITING PRE-QUALIFICATION CUM TENDER (TWO COVER SYSTEM) NO.27 OF 2012-2013 Memo No.1245/E Date:25/03/13

For and on behalf of the Howrah Zilla Parishad, the District Engineer, Howrah Zilla Parishad, invites sealed percentage rate tenders for each of the following works by two cover system. Pre-qualification documents in a separate sealed cover and Bid document (on printed Form No-2) with schedule rate in another sealed cover are to be submitted by the qualified contractors viz. contractors registered in appropriate class with Howrah Zilla Parishad and bonafied outsiders (above 10.00 lakhs) who satisfy the terms and conditions set out in document.

Intending bidders may download tender documents from e-procurement portal of our website www.wbprd.nic.in & www.howrahzilaparishad.in. The pre-qualification and bid documents duly filled in all respect to be submitted through e-tender procedure system (online). Cost of tender paper & Earnest money should be deposited separately in the account of HZP e-tender A/c -50081595115 & IFSC-ALLA0210045 maintained at Allahabad Bank, Howrah Branch & Photocopy of money receipt in respect of cost of tender paper & earnest money to be submitted with the tender.

1. The applicant in the same and style as prime contractor should have successfully completed at least one contract of same type of work at least 50% value of the proposed contract within the last 5 years excluding the current year.

2. The contractor should have sufficient technical manpower, tools and plants to complete the work. Contd. Page-2

3. Trial balance or Accounting sheet on the turn over, debit, credit positions for the last three years (Audited) should be submitted.

4. Income Tax return should be submitted for last three years.

5. Sales Tax & Professional Tax clearance certificate & Pan Card (Xerox Copy) should be furnished.

6. The amount of earnest money is 2% of the estimated cost of this work i.e. amount put to tender.

7. All duties , royalties , cess, including 1% cess under W.B. Building and other Construction, Workers (Regulation of Employment & Condition of Service) Act, 1961, toll, taxes and other levies payable by the contractor under the Contract to the State / Central Government for any other cause, shall be included in the rates , prices and total Bid price submitted by the bidder. 1% Cess under W.B. Building and other Construction Workers (Regulation of Employment & Condition of Service) Welfare Cess Act, 1996 will be deducted from the running bills.

8. To keep the work in good condition during the next 1 (one) year after the completion of the construction if any defect found during the said time, the contractor will be liable for the same and the contractor has to rectify the defect at his own cost.

9. The intending bidders are requested to inspect the worksite before quoting their rates.

10. 10% Security Deposit will be deducted from the each running bill.

11. All other terms & conditions will be as per rules and regulation of Howrah Zilla Parishad.

The Authority reserves the right to reject the lowest tender / all the tenders without assigning any reason whatsoever.
