Science Teacher Education in Argentina in Argentina, As in Many
Science teacher education in Argentina Melina Furman1, 2 and Mariana Luzuriaga1 In Argentina, as in many other countries of the world, science education has been declared a priority, a degree that acknowledges the role of scientific literacy as a fundamental part of the education of future citizens. Yet, low student performances on national and international science assessments, as well as high rates of secondary student drop-out and measurable inequality amongst schools have shown that there is a profound (and urgent) need of improvement in this terrain. It is precisely within this context that the debate on how to prepare science teachers takes on deeper meaning; that is, by recognizing the key role these future educators play on influencing and fostering student achievement. This chapter presents an analysis of Argentina’s teacher education system and examines its preparation of future secondary science teachers. In order to frame the analysis within the local context, the text begins by briefly describing the structure and current challenges of the educational system in Argentina. Then, it examines in greater depth the teacher education system, focusing on the preparation of science teachers, underlining the system´s strengths while raising questions about the challenges for future improvement. A brief look at the Argentine educational system The Argentine education system is regulated by the National Law of Education, which was enacted in 2006 to abrogate the educational reform initiated in 1993 under the previous Federal Law of Education. Some of the major changes introduced with the 2006 reform were the reorganization of the education system’s structure, the extension of compulsory education from 5 years of age to the end of the secondary level, and overall the reform of teacher education. -

AlvesIV Sandra ZieglerV Resumo Explorando o conceito de segmentação, este artigo procura demonstrar como a expansão dos sistemas de ensino argentino e brasileiro se articula a processos de diferenciação da oferta escolar que contribuem para a produção e a reprodução das desigualdades educacionais. Partindo da análise de estatísticas históricas sobre a variação da alfabetização e das matrículas desde o final do século XIX e de documentos que registram as transformações na organização dos sistemas de ensino, o artigo mostra, em primeiro lugar, que, em ambos os sistemas, processos de segmentação se apoiaram e ainda se apoiam mais amplamente na clivagem entre educação pública e privada do que na diferenciação do currículo da escola pública. Além disso, mostra que essa clivagem é bastante recente na Argentina e muito antiga no Brasil, onde antecedeu a própria constituição do sistema nacional de ensino. The military regime attempted to produce its version of effectiveness and efficiency by managing through a command-and-control system; shaping value!; of discipline, order, and obedience; controlling through a tight bs,dy of regulations; purging all opposition; and establishing policy through officers of the armed forces. The civilian/democratic government attempted to produce change by managing through an educational leadership structure appointed by popularly elected officials, employing dedicated and trained educators regardless of political views, shaping values of democracy, providing for parent and student participation, controlling through norms of good judgment and flexible rules, and setting directions by societal consensus of the national interest. Although both strategies proved to be ineffective, the military strategy was also disastrous. -

LEGAL EDUCATION IN ARGENTINA AND OTHER SOUTH LATIN AMERICAN COUNTRIES Mónica Pinto, Universidad de Buenos Aires, Argentina INTRODUCTION Legal Education in most Latin American countries is provided both by public institutions and by private law schools. In Argentina, there are 17 public law schools, each of them depending from a different national university, all over the country. All of them are tuition free and only few fees have to be satisfied by students. This is a common feature of education in the country and has been the pivotal factor of the dynamics of social mobility and of the establishment of a professional middle-class. Since 1958 private schools have been allowed to be established and a few confessional universities began to work. At present, there is a great number of private law schools in the country, most of them with particular orientations (e.g. confessional, business-oriented, etc.) In Uruguay there is only one public law school, the Universidad de la República, awarding law degrees. In 1985, the Catholic University started its careers, soon followed by other private institutions. As in Argentina, public university is free. In Paraguay and Bolivia there is a dozen of university institutions, some of which are dedicated to the teaching of law. Chile provides the same pattern, a few public universities and some private ones1[1]. Brazilian Universities show a difference for they can be federal, local -that is, set up by the federated state or by the city's government- and private2[2]. In any case, the establishment of MERCOSUR through the Treaty of Asunción in 1991 paved the way for the adoption of rules harmonizing and even recognizing university degrees in the region. -

For each of the dimensions, the actions developed, and the challenges encountered are presented. I argue that the response was quick and consistent: it is related to an academic culture that is framed in the right to university, both individual right (access, permanence, and graduation to all citizens) and collective right (benefit socio-community development). The article concludes with a preliminary analysis of the agenda items to advance regulations and policies. On several occasions a self-reflective exercise is carried out, as part of a community that is going through this situation of extraordinary urgency. -
