Notice of Race North Sea Regatta 2019 28 May - 10 June 2019 Scheveningen / The Hague / The Netherlands NOTICE OF RACE The North Sea Regatta is organised by Stichting North Sea Regatta in conjunction with Jachtclub Scheveningen, for monohulls sailing under the ORC, IRC and SW handicap (with short and long- distance courses and including a TwoHanded class), monohulls one design classes and multihulls. The regatta starts on Tuesday 28 May with the Vuurschepen/Harwich Race for IRC, ORC and ORC TwoHanded classes and boats under SW handicap from Scheveningen to Harwich followed by the RORC North Sea Race from Harwich to Scheveningen starting on Friday 31 May 2019. Saturday 8, Sunday 9 and Monday 10 June 2019 the inshore for all classes races will take place in fleets on the North Sea off Scheveningen harbour. LARGE KEELBOATS Open Dutch Championship ➢ ORC 1 (GPH<600) Vuurschepen Race, North Sea Race and inshore races ➢ ORC 2 (600 ≤ GPH < 630) Vuurschepen Race, North Sea Race and inshore races ➢ ORC 3 (GPH ≥ 630) Inshore races including one medium distance coastal race (other races facultative) ➢ ORC Two-handed Vuurschepen Race, North Sea Race and inshore races IRC 1 Vuurschepen Race, North Sea Race and inshore races (all inshore races are medium distance coastal races) o Boats that have a valid ORC certificate and fall in ORC 1 o Boats that have no valid ORC certificate and TCC >= 1,050 IRC 2 Vuurschepen Race, North Sea Race and Inshore races (all inshore races are medium distance coastal races) o Boats that are not in IRC 1 SW Vuurschepen Race, North Sea Race and inshore races (all inshore races are medium distance coastal races) o Boats with SW handicap <100 and overall length at least 9 meters. The length of the Vuurschepen race for ORC and IRC 1 and 2 and ORC TwoHanded is approximately 140 nm, for ORC 3 and SW approximately 115 nm. [DP] denotes a rule for which the penalty is at the discretion of the Protest Committee [NP] denotes that a breach of this rule will not be grounds for a protest by a boat. [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing” 1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 The rules for Championship Sailing, Surfing and Kiteboarding will apply for Classes sailing a Dutch Championship or Class Championship. 1.3 LARGE KEELBOATS 1.3.1 For ORC TwoHanded, automatic or wind vane steering is permitted. This changes RRS 52. 1.3.2 Under RRS 87 the following IRC Rules have been changed: a) Rule 22.4.2 is deleted and replaced by “The maximum number of crew that may sail aboard a boat shall be the crew number printed on her certificate. There is no weight limit”. b) Rule 21.1.5(e) A spare mainsail may be used as a racing replacement when the race committee notifies so on the official notice board. c) Rule 21.1.5(d). It is not compulsory to carry the spare main sail on board on other days of the regatta. Vuurschepen Race: 1.3.3 The Vuurschepen Race shall be sailed under The Racing Rules of Sailing as changed by appendix WP, Rules for racing around waypoints. 1.3.4 [DP] For Vuurschepen Race: World Sailing Offshore Special Regulations 2018-2019 Cat. 3 for monohulls with liferaft applies. 1.3.5 A combined Lifejacket and Harness shall be worn when on deck: o Between the hours of sunset and sunrise o When alone on deck o When reefed o When the true wind speed is 25 knots or above o When the visibility is less than 1 nautical mile 1.3.6 [DP] For Vuurschepen Race: Automatic Identification System (AIS) All boats are required to have AIS transceivers and to have them switched on during the race and transmit the boat’s MMSI number, current racing name, the speed and course over the ground. Boats unable to meet these requirements shall submit comprehensive details of the reason on their Declaration Form and may be subject to protest. The penalty for breaking this rule is at the discretion of the Protest Committee and may include disqualification. 1.3.7 In the case of a protest, the protest committee will make the following rebuttable presumption: Between sunset and sunrise, if boats come within two of the longer boat's overall length of each other, the right-of-way boat needs to take avoiding action. Inshore races: 1.3.8 [DP] For inshore races (including coastal races) the following will apply: World Sailing Offshore Special Regulations 2018-2019 (OSR) Cat. 4: A trysail and heavy weather jib are not required to be on board. This changes OSR Category 4. 2 Versie 5 North Sea Regatta 2019 1.4 FOR SPORTBOATS, SMALL KEELBOATS AND CENTREBOARD BOATS 1.4.1 [SP][NP] Boats shall sign out and in each day. Boats failing to comply will be penalized without a hearing. The penalty system is described in the sailing instructions. 1.4.2 For J22, SB20, J70, J80 and ORC Sport boats, small keelboats, centreboard, World Sailing Offshore Special Regulations, Appendix B applies. In addition: o Each crewmember is required to wear personal flotation device when afloat. o It is recommended and permitted to carry VHF (channels 6, 16, 21 and 10) and GPS. 1.4.3 For Finn, Flying Dutchman and Yngling, Laser safety regulations will apply in accordance with the class rules. In addition, the sailing instructions will include special safety regulations including: o Each crewmember shall wear wet or dry suit and personal flotation device and shall carry at least one flare on his body at all times while afloat. o Boats shall have a tow rope of at least 7 meters length and at least 8 millimetres of diameter attached to the front of the boat. o Boats shall only be launched with permission of a member of the race committee. 1.4.4 Under RRS 87 the following J80 class rule has been changed: C4.1 of the J80 International Class Rules is deleted and replaced by: The maximum number of crew is five, with no limit on weight, provided that the number of the crew remains unchanged during the whole race event, during all the races. In case of crew change during the event / during a race, this is only allowed with the same number of the crew, the total crew weight may not materially change. In case a yacht cannot comply with this rule due to force majeure, the RC decides. 1.4.5 Under RRS 87 the following SB 20 class rule has been changed: The SB 20 Class Rule article C.5.1 (Mandatory Equipment) and Offshore Special Regulation Appendix B regulations 3.23 – 4.25 are deleted and replaced with the safety Equipment listed below. The following safety equipment shall be carried at all times: o Two paddles of combined weight not less than 1 kg o One functioning VHF radio o First aid kit in waterproof container o One strong bucket with a lanyard and of at least 9 litres (2.4 US Gal) capacity o One compass (a hand-held is acceptable) o One anchor o A heaving line, no less than 6 mm (1/4") diameter, 15- 25 m (50 - 75’) long, readily accessible to cockpit o A strong, sharp knife sheathed and securely restrained shall be provided readily, accessible from the deck or cockpit. 1.5 FOR CATAMARANS 1.5.1 [SP] [NP] Boats shall sign out and in each day. Boats failing to comply will be penalized without a hearing. The penalty system is described in the sailing instructions. 1.5.2 While afloat each boat or board must have on board: o a compass o a righting line, at least 8 mm in diameter o an extra line of at least 10 meters and at least 8 mm in diameter 1.5.3 While afloat all competitors have to wear: o An approved functional floatation device or life jacket of at least CE50 Newtons standard, or equivalent. o a wet- or dry suit o an approved personal emergency signal, to be carried on the body 15.4 While afloat all competitors sailing on a foiling catamaran have to wear in addition: o A helmet o An impact (safety) jacket with a functional floatation device of at least CE50 Newtons standard, or equivalent. 3 Versie 5 North Sea Regatta 2019 1.6 FOR ALL CLASSES 1.6.1 Boats may require carrying on-board cameras, sound equipment and positioning equipment supplied by the organisation. 1.6.2 Racing rule(s) will be changed as described in this NoR. The sailing instructions may change other rules as well. 1.6.3 Every person on board who has his domicile in the Netherlands shall have the appropriate license.

    Portsmouth Number List 2019 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received via PY Online. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary. As such, it is a Protected Competition per US Sailing Regulation 12.03, see NoR 10 and NoR 11 below. The Organizing Authority (OA) for this event is Coronado Yacht Club. 1. VENUE 1.1 All on-shore activities will occur at Coronado Yacht Club (CYC), which is located at 1631 Strand Way, Coronado CA 92118 1.2 The racing area will be on San Diego South Bay. 2. RULES 2.1 The regatta will be governed by the rules as defined in the 2017-2020 Racing Rules of Sailing. 2.2 All competitors (i.e. both skipper and crew) shall carry a SOLAS approved whistle while aboard their boat. A Discretionary Penalty [DP] shall apply to violations of this rule. 2.3 All competitors shall wear, except briefly to change clothes, an inherently buoyant (i.e. not inflatable) Personal Flotation Device (PFD) certified to either US Coast Guard, CE EN393, or ISO 12402-5 (Level 50) standards while aboard their boat. This replaces similar International 420 and International 29er Class Association rules. A Discretionary Penalty [DP] shall apply to violations of this rule. 2.4 International 29er Class Rule C.10.3(a)(vi), concerning all-women teams carrying a red rhombus shape on their mainsail, shall not apply. 3. ELIGIBILITY 3.1 This event is open to boats of the International 29er Class 3.2 All competitors shall be current members of the International 29er Class Association.

    AUSTRALIAN SAILING – IRC REPORT Glen Stanaway The main issue being addressed head on is the declining take up of certification amongst existing fleets and events globally. Australian Sailing’s management team has been working hard to reverse the situation in Australia by writing articles and producing YouTube clips for media to members, race officials and clubs. The intention is to create a ‘constant conversation’ domestically about ratings raising their prominence and place in boat owners’ and clubs’ minds. We expect that the results of this won’t be seen for 18 months to two years as it is a ‘long game’ and will take time to imprint the benefits of being rated and racing in these divisions in owners’ minds. Belgium Report for IRC in 2016 The fleet: • Number of IRC certificates on 31/08/2015: 56 (-24% compared to IRC fleet 2014) • Number of IRC certificates on 30/09/2016 : 44 (-21%/-41% compared to IRC fleet 2015/2014) • Number of new IRC boats (Age date 2016): 0 (0% of IRC fleet 2016) • Number of new IRC boats (no IRC certificate in 2015): 5 (11% of IRC fleet 2016) • Number of non-renewals 2015-2016: 23 (41% of IRC fleet 2015) The number of Belgian IRC boats that is racing regularly has decreased to below 20. This number is becoming critically low. Besides the regular racers a small number of boats is choosing racing events on an ad hoc basis and is sometimes asking an IRC certificate for one event only. The number of boats that raced occasionally in IRC in 2014 or 2015, and that stopped racing in IRC or in all rating systems in 2016 is significant, as is the number of boats that stopped sailing all together.
