Minutes of the Tenth Meeting of the State Level Expert Appraisa Minutes of the hundred and twentieth meeting of the State Level Expert Appraisal Committee, West Bengal held on 29.03.2016 at 12:30 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake. ___________________________________________________________________ Name of the members who were present in the meeting are as follows: - 1. Dr. Subrat Mukherjee, I.F.S Secretary, SEAC & Member Secretary, WBPCB In the beginning of the 120th meeting of SEAC, which was held on 29.03.2016 at 12:30 hrs. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, three cases were discussed under ©Miscellaneous© section. Five applicants were requested to make their presentation before the committee. Two applicants could not appear before the SEAC. Three applicants appeared before the SEAC for technical presentation on their respective project proposal. Four cases were placed for reconsideration. SESSION I A. Miscellaneous Section :- 1. Proposed Residential Complex by M/s. Madgul Developers Pvt. Ltd. & Others at Premises No. 24, Diamond Harbour Road, Kolkata ± 700 104, KMC Ward No. 144, Borough ± XIV, PS ± Thakurpukur, Dist ± South 24 Parganas, West Bengal. Activity: This is a proposal for construction of residential complex comprising of 279 flats (1 block of B+G+13 storied buildings). Chronology of the event: The SEAC recommended stipulated conditions for Environmental Clearance for the proposed project in the 105th meeting held on 04.07.2015. SEAC received a letter from SEIAA on 14.03.2016 regarding the amendment of EC application for the proposed project and refer the matter to SEAC for recommendation. The case was put up for consideration in the 120th SEAC meeting held on 29.03.2016. After detailed discussion SEAC recommended amendment regarding size of the waterbody. Proposed Residential project ªTarangº by M/s. Bengal Shristi Infrastructure Development Ltd. at Mouza ± Ganrui, Gobindapur, Kumarpur, Gopalpur, PS ± Kanyapur, Asansol Municipal Corporation Ward No. 2, 30 & 31, Dist ± Burdwan, West Bengal. Activity: The is a proposal for construction of a residential housing complex having 3 nos. of Economy Block (G+11+Pent House), 2 nos. of Luxury Block (G+11+Pent House) and 2 nos. of Super Luxury Blocks (G+11+Pent House). Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance for the proposed project in the 109th meeting held on 26.09.2015. The SEAC received a letter from SEIAA, West Bengal on 21.12.2015 and the authority referred back the proposal to SEAC for review in respect of plan and location of the project area. The SEAC issued a letter on 08.01.2016 to the project proponent requesting to submit the necessary clarification and the project proponent submit necessary clarification regarding location and project area on 21.01.2016. The submission of the project proponent was considered in the 117th SEAC meeting held on 29.01.2016 and the committee referred the submission of the project proponent to SEIAA on 09.02.2016. The SEAC received a letter from SEIAA on 15.03.2016 requesting to the committee to conduct a site visit of the proposed project and report the present status of the project. The case was put up for consideration in the 120th SEAC meeting held on 29.03.2016 and was noted by SEAC. 3. Proposed Residential Complex by M/s. Pratap Properties Ltd. at Premises No. 25, Kissen Lal Burman Road, Howrah, Howrah Municipal Corporation Ward No. 11, Dist ± Howrah, West Bengal. Activity: The is a proposal for construction of residential complex consisting of 4 residential towers of B+G+18 storied with common basement, 2 storied commercial building & temple with total nos. of flats-206. Chronology of the event: The unit presented their proposal before SEAC on 111th SEAC meeting held on 12.10.2015. The State Level Expert Appraisal Committee (SEAC), West Bengal, made the following recommendations in the 111th SEAC meeting and subsequent response submitted on 04.02.2016 from the unit is given below :- Recommendations / Directions of the Committee dated 06.11.2015 Response of the Proponent dated 04.02.2016 1. No Objection Certificate from Kolkata Port Trust for the proposed construction activity. 2. Copy of the sanctioned building plan for the existing project. Submitted reply. 3. Location of the existing trees to be shown in the layout plan. The Committee has scrutinized the documents submitted by the project proponent and the letter of CPCB in the 118th SEAC meeting held on 19.02.2016 and after detailed deliberations and careful consideration, the committee recommended to seek legal opinion from SEIAA with respect to the complaint and forward the case on 09.03.2016. The project proponent submitted the relevant land documents on 17.03.2016 for obtaining EC. Name of the Environmental Consultant is Partha Protim Dutta. The case case was put up for reconsideration in the 120th SEAC meeting held on 29.03.2016 and was noted by SEAC. After detailed discussion SEAC recommended stipulated conditions for environmental clearance for the proposed project. SESSION II B. Note on Technical presentations Industry Sector:- 1. Final EIA/EMP presentation for the proposed expansion project by installation of 2x10 Ton Induction furnace, 2x10 ton Rolling Mill and 1 no. 6/11 Mtr. radius and 2 strand Continuous Casting Machines (CCM) by M/s. H. R. Ispat Pvt. Ltd. at Vill & PO ± Bamunara, JL No. 58, PS ± Kanksa, Mouza ± Bamunara, Durgpaur 713212, Dist ± Burdwan, West Bengal. Activity: This is a proposal for expansion project by installation of 2x10 Ton Induction Furnace, 2x10 Ton Rolling Mill and 1 no. 6/11 meter radius and 2 strand Continuous Casting machines (CCM). The existing unit comprises of 1x6 Ton/heat capacity Induction furnace and 1x4 Ton/heat capacity Induction furnace having MS ingot production capacity of 18080 TPA. Proposed expansion will have production capacity : MS ingot ± 36000 TPA and Rolling Mill ± 36000 TPA. Chronology of the event: The project proponent came up with their ToR presentation in the 105th SEAC meeting held on 04.07.2015. In accordance with the recommendation of the SEAC ToR was issued vide letter dated 13.07.2015. Public Hearing was conducted on 22.01.2016. The case was put up for consideration in the 120th SEAC meeting held on 29.03.2016. After detailed discussion, presentation was not accepted as number of anomalies observed in the documents. SEAC recommended that project proponent should modify the information as discussed during the meeting. Proposed expansion project by installation of 2x15 MT induction furnace for additional production of 90000 tonnes/annum of M S Billets by M/s. Amit Metaliks Ltd. at Dr. Hahneman Sarani, Raturia-Angadpur Industrial Area, Durgapur, Dist ± Burdwan, WB, PIN ± 713215. Activity: This is an expansion proposal by installation of 2x15 MT induction furnace for additional production of 90000 tonnes/annum of M S Billets. The case was put up for consideration in the 120th SEAC meeting held on 29.03.2016. The project proponent was absent during the meeting. Construction Sector:- 3. Proposed Residential Complex by M/s. Premier Mica Mining & Manufacturing Company at Holding No. 98, B T Road, Mouza ± Palpara, JL No. 07, under Baranagar Municipality, Kolkata ± 700 090, Dist ± North 24 Parganas, West Bengal. Activity: This is a proposal for construction of Residential Complex over a land area 6809.39 sqm. and total Built up area is 24976.276 sqm. The case was placed for consideration in the 120th SEAC meeting held on 29.03.2016. SEAC scrutinized the documents presented by the project proponent in the meeting. After careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit the following: 1. Permission for felling of trees as mentioned in Form I from the competent authority. 2. Authenticated documents regarding size of the waterbody. 3. Exclusive tree plantation area to be increased. 4. Environmental Management Plan to be prepared based on the notification issued by MoEF & CC vide no. S.O648(E) dated 03.03.2016. 5. Micro-climatic study to be submitted as per guidelines for high rise buildings. It has been decided that the case shall be further considered only after submission of the necessary clari- fication/information. 4. Proposed office complex by M/s. National Insurance Company Ltd. at Premises No. 18-0374, Plot No. CBD-81, CBD, New Town, Kolkata ± 700156, West Bengal. Activity: This is a proposal for construction of an office complex comprising of 2 nos. of G+17 storied building.
