It has been only 9 months since the Society was launched in October 1992, and membership has risen rapidly during this period. So rapidly, in fact, that it soon became obvious to the Steering Committee and myself that we would outgrow our position as the North American Chapter of the British Society and would have to restructure our organization. Firmly focusing on the Society's founding objectives of preservation and education, we have recently filed State and Federal papers to structure the Historical Diving Society as a non-profit educational corporation. INTRODUCTION Dead men tell no tales at the bottom of the sea. For thousands of years, this truth remained unalterable; but now, the rapid development of underwater technology is prying open the once impenetrable realm of Davy Jones's locker. This technology gives us access to the seas darkest secrets, and opens new windows to our past. Indeed, what once only lingered at the edge of dreams is now a reality. The sea has stubbornly begun to yield its treasures to those brave enough to search. In recent years, enterprising adventurers have reclaimed pirates' gold,' discovered the riches of past empires,' and peered23 into the ironic serenity of disaster.3 Bringing these * University of Maine School of Law, Class of 2000.

By way of catching up, we have produced a Summer double issue and have the good fortune to be able to publish with a color cover. Coinciding with the Santa Barbara relocation is the appointment, by the Board of Directors, of the first members of the HDS USA Advisory Board. This distinguished group of senior diving professionals, with extensive backgrounds in diving medicine, technical development, commercial, military and sports diving, bring in excess of 300 years of diving experience to the Society. Most of their biographies are the size of town phone directories, and have had to be severely edited for publication. We are honored and gratefulfortheir willing offers of service, and hope that we have done their biographies justice. Details start on page 4. The recently introduced, Founding Benefactor class of membership has proven to be very popular with over half of the thirty available memberships already taken. An opportunity still exists to acquire one of these unique memberships and details of it's benefits are noted on page 9. On the international front, the ongoing formation of the HDS USA as a nonprofit corporation has, by law, changed the conditions that govern our relationship with the HDS in UK.
