Message from the Special Inspector General for Iraq Reconstruction MESSAGE FROM THE SPECIAL INSPECTOR GENERAL FOR IRAQ RECONSTRUCTION I am pleased to submit to the U.S. Congress and the Secretaries of State and Defense the ninth Quarterly Report from the Special Inspector General for Iraq Reconstruction (SIGIR). As this year of transition in Iraq reconstruction unfolds, U.S.-funded projects are rapidly being completed and transferred to Iraqi management and control. Within that context, SIGIR identifies, in Section 1 of this Report, five critical issues the resolution of which will help advance Iraq toward economic prosperity and democratic success: • Improve Infrastructure Security—by intensifying efforts to ensure that Iraq can secure its essential energy infrastructure. • Close the Reconstruction Gap—by providing funds for sustaining Iraq’s infrastructure and devel- oping Iraqi capacities to manage projects and programs. • Bolster Anticorruption Efforts—by empowering and enabling Iraq’s incipient anticorruption insti- tutions through training and funding. • Energize the Oil and Gas Sector—by stimulating and sustaining investment in this sector, which is the key to Iraq’s future prosperity. • Increase International Donor Participation—by engaging donor nations to participate more actively in the next phase of Iraq’s relief and reconstruction. Section 2 of this Report updates SIGIR’s previous reviews of Iraq’s essential service sectors—oil and gas, electricity, and water—and provides initial reports on the following sectors: security; transporta- tion and communications; health care; and democracy, education, and private sector development. Taken together, these sector reviews provide, for the first time, a comprehensive and detailed picture of the activities, outputs, and outcomes arising from the enormous U.S. investment in Iraq’s infra- structure. Despite certain setbacks, chiefly caused by security problems, the overall picture conveys a sense of substantial progress in the relief, recovery, and reconstruction of Iraq. Section 3 of this Report provides summaries of SIGIR audits, inspections, and investigations per- formed this quarter. Notable among the audits is a performance review of the contract to construct primary health care centers across Iraq. As the audit notes, both the contractor and the U.S. govern- ment’s oversight failed to meet expectations. After $186,000,000 had been spent, only six health care centers were complete. Fourteen more will be completed by the contractor, and the remaining facili- ties, which are partially constructed, will have to be completed by other means. SIGIR performed five inspections of selected health care centers covered by this contract, and, at each facility, SIGIR inspectors found serious deficiencies. SIGIR also audited “Task Force Shield” this quarter, a program designed in September 2003 to build Iraq’s capacity to protect its oil and gas and electrical infrastructures. The audit documents significant shortcomings in the program and concludes that it failed to meet its goals because it was burdened by a lack of clear management structure and poor accountability. There were also indications of potential fraud, which are now under review by SIGIR investigators. SIGIR inspectors continued to meet their mission this quarter, which is to visit project sites from every sector and geographical region in Iraq and report on the quality of the work performed. The 13 on-site project assessments in this Report include positive reviews of the work performed at the Mosul Airport, the Erbil electrical transformer project, and the Dahuk primary school, and problematic reviews regarding construction at the Kirkuk airport and the Ninewa village roads project. Detailed inspection reports of these and other sites visited, with accompanying photographs, are in Section 3. SIGIR’s investigators continued work on more than 70 cases in Iraq and the U.S., combating and detering fraud. During this quarter, a U.S. contractor and a former Coalition Provisional Authority (CPA) regional comptroller pleaded guilty to charges of money laundering, bribery, and conspiracy; others have been arrested in this widening case that involves corruption in CPA’s south-central regional office during 2003-2004. In March, SIGIR investigators also arrested a contractor for bribery in an undercover sting operation executed in Iraq. This Report also contains a thorough review of the history and status of investments in Iraq’s relief and reconstruction by non-U.S. donor nations and international institutions, as well as a summary of Iraq’s current debt situation. SIGIR’s Lessons Learned initiative made progress this quarter toward the publication of the contracting report, which will be out next quarter. The Lessons Learned forum on program and project management was held in April, and that report will be out in the summer of 2006. I am gratified to report that SIGIR’s dedicated auditors, inspectors, and investigators remain on the case in Iraq and the U.S. SIGIR continues to oversee the American taxpayers’ investment by providing meaningful oversight that promotes efficiency, enforces accountability, and seeks to serve the interests of the overall success of U.S. relief and reconstruction efforts in Iraq.     The International Conference Demanding immediate withdrawal of occupation forces for the reconstruction of democratic Iraq in solidarity with Iraq Freedom Congress (IFC). Tokyo, January 28, 2006 Resolution 1. Iraq is still under occupation, after being invaded by Coalition of the Willing led by the United States in March, 2003. This is obviously a war crime in clear violation of the United Nations Charter. Warmongers, including Bush, Blair, Koizumi and others, are trying to prolong the military occupation, maintain puppet governments successively, and steal the wealth of the petroleum resources from Iraq and make profits from the reconstruction contracts. The "National Assembly election" was held in December, 2005 under the violent military control of occupation forces with increased air strikes. The U.S. forces, Islamist sects and ethnic parties are trying to set up a pseudo "legitimate government" through the secret deliberations among them. Yet, a "government" set up under invasion and occupation can never be justified, and should not be accepted by the international community. All the occupation forces should be withdrawn and all the foreign military bases including those of the U.S. should be dismantled so that the right of the Iraqi people can be guaranteed to make an informed and free decision on the future of political system. 2. Daily life and the security of Iraqi people have been devastated by the chain of violence of the occupation forces as well as the armed political Islam. Brutal killings of Iraqi civilians and successive puppet governments in Iraq orchestrated by the occupation forces have resulted in the intensified confrontations and divisions in Iraq by religious and ethnic differences.

In this book Cockburn aims to refute the common characterisation of Muqtada Al-Sadr as a ‘maverick’, ‘rabble- rousing’ and ‘firebrand’ cleric, which has been promoted by both the mainstream Western press and many of Al-Sadr’s opponents in Iraq. Against what he sees as this false characterisation, Cockburn presents Muqtada Al-Sadr as an ‘astute’ and ‘cautious’ politician committed to national unity. Muqtada Al-Sadr, we are told, has shown himself to be a skilful and intelligent leader of a mass, if rather ‘anarchic’, political movement, which has consistently opposed both Saddam Hussein’s regime and the subsequent US occupation. In developing this argument Cockburn has drawn on his own extensive experience of reporting on Iraq and conducted numerous interviews with Muqtada Al-Sadr himself, Al- Sadr’s supporters and many of his opponents, particularly amongst rival Shia parties. However, intrepid anti-war reporting is one thing; to go beyond the competing ideological interpretations of immediate events to uncover the true nature of the contending political forces in Iraq is quite another. These operations cover a wide variety of combat and non-combat missions ranging from combating insurgents, to civil affairs and reconstruction operations, to training military forces of other nations in counternarcotics, counterterrorism, and counterinsurgency tactics. Numbers of U.S. forces involved in these operations range from 19,000 to just a few hundred. Some have argued that U.S. military operations in these countries are achieving a degree of success and suggest that they may offer some lessons that might be applied in Iraq as well as for future GWOT operations. Potential issues for the second session of the 109th Congress include NATO assumption of responsibility for operations in Afghanistan, counterdrug operations in Afghanistan, a long-term strategy for Africa, and developments in Colombia and the Philippines. This report will not discuss the provision of equipment and weapons to countries where the U.S. military is conducting counterterrorism operations1 nor will it address Foreign Military Sales (FMS), which are also aspects of the Administration’s GWOT military strategy. Simon Political Science Department, Arizona State University The past quarter has witnessed growing antiterrorist cooperation by the core ASEAN states (Philippines, Singapore, Malaysia, Indonesia, and Thailand) with the United States to apprehend the Bali bombers and others bent on attacking Western interests. Although Indonesia, Malaysia, and Thailand were reticent about supporting the U.S. war in Iraq because of concern about the political backlash from their own Muslim populations, these states as well as Singapore and the Philippines – openly enthusiastic about Washington’s quick Iraq victory – are looking beyond the war to economic reconstruction opportunities there. American plans to reduce and reposition forces in the Pacific may have a Philippine component if Manila agrees to prepositioning military supplies there. The United States also expressed concern over Indonesia’s military assault on Aceh province, Cambodian violence against Thai residents, and Burma’s crackdown on the pro- democracy opposition. Antiterrorist Cooperation in the Philippines Controversy surrounds the joint Philippine-U.S. Balikatan 03 military exercises undertaken this year in Luzon and still in the planning stages for Mindanao. While the Luzon exercises near the former Clark Air Base went off smoothly, plans for the southern Philippines have yet to be implemented. The United States seemed to want to alter the “terms of reference” for the exercise to a “joint operation” that would take place in the Sulu archipelago, home to the Abu Sayyaf terrorist group against which last year’s Balikatan 02 had also been directed.

The U.S. action, dubbed Operation Balikatan, partly was in response to Philippine President Arroyo’s strong support of the United States following the September 11 al Qaeda attack on the United States. A historic Muslim resistance to non-Muslim rulers broke out into massive rebellion in the 1970s. Two large resistance groups, a Moro National Liberation Front (MNLF) and a Moro Islamic Liberation Front (MILF) fought the Philippine government into the 1990s and entered into tenuous truces in 1996 and 2001 respectively. Abu Sayyaf emerged in 1990 as a splinter group composed of former MNLF fighters and Filipinos who had fought in Afghanistan. Abu Sayyaf resorted to terrorist tactics, including kidnapings, executions of civilians, and bombings. As Operation Balikatan began, Abu Sayyaf continued to hold two Americans, a missionary couple, the Burnhams. Abu Sayyaf had links with Osamu bin Laden’s al Qaeda organization in the early 1990s, but Philippine officials have given conflicting assessments of current links. U.S. officials asserted that there is evidence of links between Abu Sayyaf and terrorist groups.

Invited to this conference were representatives of Iraq Freedom Congress (IFC) which is advancing the struggle to attain the withdrawal of occupation forces from Iraq and building a secular and democratic Iraqi society, and of U. S. Labor Against the War (USLAW) which is struggling to bring the occupation troops home and to strengthen anti-war movements inside the United States. This conference was realized through the efforts between ZENKO (National Assembly for Peace and Democracy), Japan, and MAPALAD KA (Parents and Children Against War and Violence), the Philippines, in cooperation with Peace for Life, inheriting the achievements of the International Conference in Solidarity with IFC which was held in January 2006, in Tokyo. Participants in the Manila Peace Conference discussed how to end as soon as possible the chain of massacre and violence inflicted upon people in Iraq by the occupation, the danger of suppression of human rights and pro-war militarization of society which are conducted around the globe under the name of the War on Terrorism. Also discussed was how to strengthen movements to denounce and stop political killings particularly rampant in the Philippines. The following lines of actions are confirmed in the spirit of international solidarity. 1. Four years have passed since the attack on Iraq and occupation of it by the US and the coalition of the willing. It is now clear to any eye how brutal and bankrupt the occupation policies are.

    Special Resolution to Establish IFC Satellite TV Transforming the IFC into a huge mass organization of millions of membership to end the occupation and terrorism, rebuild civility of the Iraqi society, and constitute a democratic non-religious non-ethnic government based on the humane identity of the Iraqi people, we should confront all the ideas and concepts that justify the occupation and ethnic and religious discrimination, and wide-spread superstitions and desperation. Tens of satellite TV’s poison the Iraqi society on a daily basis… educate children on how to hate whoever does not embrace their ancestor beliefs…instruct people on how to treat woman as a second class citizen… coach people on how to be a fuel of the terrorist war… inciting hatred. In order to enhance the IFC struggle, we need to establish a satellite TV to bring up hope for the Iraqis and educate people the humane identity and how to live together peacefully and fight all the ideas that promote terrorism. The International Solidarity Conference with IFC approves establishing IFC Satellite TV in a certain period of time through finding means of funding and providing all the financial resources. Participants in the International Conference positively support establishing IFC satellite TV, and launch an international campaign to raise 400000 $ necessary to establish and run the TV station.
