BENSON ne of the alleged justifications for government provision of roads is that the power of eminent domain is necessary in order to overcome holdout prob- Olems and obtain right-of-way properties (Goldstein 1987).1 After all, this argument continues, only the state has such power, so the private sector would be unable to supply the efficient amount of roads.2 In this article, I examine this mar- ket-failure justification for public roads from three different perspectives and demon- Bruce L. In the United States, the power to force a private-property holder to sell property to a government entity (federal, state, or local government agency) is called eminent domain, but this term is not widely used or recognized in other parts of the world. The more general term is compulsory sale. 2. There are other alleged justifications for public roads as well. Perhaps the primary one, at least from a theoretical perspective, is the public-good/free-rider argument, which implies that coercive taxation is needed to pay for roads and therefore that the private sector cannot provide an efficient supply of roads. I have rejected this argument elsewhere (Benson 1994). Indeed, private provision of roads is common. INTRODUCTION In the late nineteenth and early twentieth centuries, municipal govern- ments in various US cities assumed responsibility for utilities and other ser- vices that previously had been privately operated. In the late twentieth century, prompted by fiscal crisis and encouraged by neo-liberal ideology, governments embraced the concept of “privatization,” shifting management and control over public services2 to private entities. Despite disagreements over the merits of privatization, both proponents and opponents accept the premise of a fundamental distinction between the “public” and “private” sectors, and between “state” and “market” institutions. A more skeptical view questions the analytical soundness and practical signifi- cance of these dichotomies. In this view, “privatization” is best understood as a rhetorical strategy, part of a broader neo-liberal ideology that relies on putative antinomies of “public” v. “private” and “state” v. “market” to obscure and rein- force social and economic power relations. The collapse of previously existing socialism was due to causes embedded in its economic mechanism, which are not inherent in all possible socialisms. The article argues that Marxist economic theory, in conjunction with information technology, provides the basis on which a viable socialist economic program can be advanced, and that the development of computer technology and the Internet makes economic planning possible. In addition, it argues that the socialist movement has never developed a correct constitutional program, and that modern technology opens up opportunities for democracy. Finally, it reviews the Austrian arguments against the possibility of socialist calculation in the light of modern computational capacity and the constraints of the Kyoto Protocol. Grow- ing inequality of wealth and income is putting the famous American middle class in danger of becoming a distant memory as American children, for the first time in our history, now face economic prospects worse than what their parents enjoyed. We suffer from more frequent financial “shocks” and linger in recession far longer than in the past. Education and health care systems are being decimated. And if all this were not enough, environmental destruction continues to escalate as we stand on the verge of triggering irreversible, and perhaps cataclys- mic, climate change. yst w s em p e s n s o l s a s i s b o i l p iCreated by Matt Caisley o fromt the Noun Project r ie s & p However, in the midst of escalating economic dysfunction, new economic initia- tives are sprouting up everywhere. What these diverse “new” or “future” economy initiatives have in common is that they reject the economics of competition and greed and aspire instead to develop an economics of equitable cooperation that is environmentally sustainable. What they also have in common is that they must survive in a hostile economic environment.1 Helping these exciting and hopeful future economic initiatives grow and stay true to their principles will require us to think more clearly about what kind of “next system” these initiatives point toward. Anarchism and Religion Nicolas Walter 1991 For the present purpose, anarchism is defined as the political and social ideology which argues that human groups can and should exist without instituted authority, and especially as the historical anarchist movement of the past two hundred years; and religion is defined as the belief in the existence and significance of supernatural being(s), and especially as the prevailing Judaeo-Christian systemof the past two thousand years. My subject is the question: Is there a necessary connection between the two and, if so, what is it? The possible answers are as follows: there may be no connection, if beliefs about human society and the nature of the universe are quite independent; there may be a connection, if such beliefs are interdependent; and, if there is a connection, it may be either positive, if anarchism and religion reinforce each other, or negative, if anarchism and religion contradict each other. The general assumption is that there is a negative connection logical, because divine andhuman authority reflect each other; and psychological, because the rejection of human and divine authority, of political and religious orthodoxy, reflect each other. Thus the French Encyclopdie Anarchiste (1932) included an article on Atheism by Gustave Brocher: ‘An anarchist, who wants no all-powerful master on earth, no authoritarian government, must necessarily reject the idea of an omnipotent power to whom everything must be subjected; if he is consistent, he must declare himself an atheist.’ And the centenary issue of the British anarchist paper Freedom (October 1986) contained an article by Barbara Smoker (president of the National Secular Society) entitled ‘Anarchism implies Atheism’. -

However, courts have differed on how that guarantee applies when private speech occurs on government property. Depending on the forum in which the speech occurs -- a traditional public forum, a designated forum, or a limited (or nonpublic) forum -- private speech is afforded different levels of protection. One particular area that has frustrated the courts is how to distinguish between designated and limited public forums.
