Constructed on a man- made island facing the sea, the onset of the tide gives it the appearance of floating on the surface of the water. In Malaysia, Muslim religious education has developed in two forms, traditional and modern systems. Ulama play a vital role to produce human capital for the nation. Close collaboration between ulama and the ruler (sultan / king) produced an outstanding achievement in making sure traditional religious education is able to be transformed into integrated modern system. Under the so called Perak Amanjaya Development Plan, some of the things that we have tried to do are the same things that I believe many others here are concerned about: first, balanced development and economic distribution between the urban and rural areas by focusing on developing small towns; second, poverty eradication regardless of race or religion so that no one remains on the fringes of society or is left behind economically; and, third, youth empowerment. Under the first one, the state identifies viable small- and medium-size companies which can operate from small towns. These companies are to be working closely with the state government to boost the economy of the respective areas.
