Pre-Feasibility Report of Pichri OCP 12 ( Normative Capacity 1.20 MTPA & Peak Capacity 1.50 MTPA) Dhori Area, Central Coalfields Limited Revised Pre-feasibility Report OF Pichri OCP 12 ( Normative Capacity 1.20 MTPA & Peak Capacity 1.50 MTPA) Dhori Area, Central Coalfields Limited Revised Pre-feasibility Report 1.1 Brief Description & History of the Project Proposed Pichri OCP is located in the eastern part of East Bokaro Coalfield in Bokaro District of Jharkhand and falls under the jurisdiction of Dhori Area of CCL. A part of the proposed Pichri OCP is in the leasehold area of existing Dhori Khas Project property. The coal seams occurring in this block have moderate washing characteristics and are suitable for feeding to nearby proposed Dhori Washery. Pichri OCP is envisaged to produce washery grade-IV coal to meet the demand of medium coking coal. Project Report for Pichri Opencast has been prepared for a nominal target of 1.20 MTPA (1.50 MTPA peak) coal at an estimated capital investment of Rs. 228.90 crores. Mining activities in Pichri Block were started much before the nationalization. Existing Pichri Mine was taken over from M/s Shivram Singh by BCCL and later on transferred to then CMAL, and now finally to CCL. A number of small quarries had been worked in the incrop region of Bermo seam and Karo X/IX/VIII Seam along the south bank of River Damodar. The details of these quarries are not available and presently these quarries are water logged. Three inclines were also driven by M/s Pichri Company Private Limited from the face of Quarry No.1 for the underground development of Bermo Seam. These inclines were closed on 26.9.1968 due to an underground explosion. Prepared by CMPDI, RI-III, Ranchi Revised Pre-feasibility Report OF Pichri OCP 13 ( Normative Capacity 1.20 MTPA & Peak Capacity 1.50 MTPA) Dhori Area, Central Coalfields Limited Approval of Pichri OCP The Project Report of Pichri OCP (1.20 MTPA nominal capacity and 1.50 MTPA peak capacity ) has got the ‘In Principal Approval’ from Board of Directors of CCL on 27.11.2010. The Board approved the Project Report of Pichri OCP for a rated nominal capacity of 1.2 MTPA and peak capacity of 1.50 MTPA coal with an estimated capital capital investment of Rs 228.90 Crores. The Project Report has been formulated considering departmental production of coal and overburden removal throughout the life of the mine. 1.2 Purpose of this report The purpose of this report is to apply for grant of environmental clearance for Pichri OCP from Ministry of Environment & Forests, Govt. of India as per provisions of EIA Notification, 2006. It is envisaged that Pichri OCP will run as per approved PR producing coal for a nominal targeted out put of 1.20 MTPA and peak targeted out put of 1.50 MTPA. The project contains forest land over 23.02 Ha as per approved PR. As per MOEF office memorandum No. J-110 13/41/2006-IA.II(1) Dated 9th September, 2011 (regarding projects involving forestland), environmental clearance has been linked with stage-I forestry clearance. The formal environmental clearance will be issued only after the stage-I forestry clearance of the project is granted. In view of this circular, the forest land falling within Pichri OCP has been excluded. The revised mine plan & calendar plan is given below. The project is bounded between Latitudes (N) 23 0 45’ 00” and 23 0 45’ 50” and Longitudes (E) 86 0 01’ 00” and 86 0 02’ 30”. A part of Pichri Block is under the lease hold of Dhori Khas Colliery. The block is situated on the Jaina More – Phusro – Jarangdih – Gomia road joining NH- 2 and NH-23. Bokaro Steel City (30km), Hazaribagh (60 Km), Dhanbad (130 Km) and Ranchi 130 (km) are also well connected by road. Gomoh – Chandrapura – Barakana Loop Line of Eastern Railway is located to the north of the block. Phusro Railway Station is situated at a distance of only 2 km from the block. The nearest Airport connected by daily commercial flights is at Ranchi. Another private airstrip belonging to Bokaro Steel Plant is at Bokaro Steel City. 1.5 Nature & Size Pichri OCP is a new mine proposed in Bokaro District of Jharkhand in East Bokaro Coalfield of Jharkhand. The normative capacity of the project is 1.20 MTPA and peak capacity is 1.50 MTPA. The total land requirement for this project is 151.47 Ha. The life of the project is 20 years. 1.6 Physiography and Drainage The block is situated on the southern bank of Damodar River. The general elevation in the block varies from 195 m to 215 m above MSL. In the summer season, Damodar River can be crossed on foot when the water level drips down to about 190 m RL. The HFL is recorded as 205.66m (1976). Climate The area enjoys semi extreme type of climate. The day temperature during summer (March-June) rises to around 40 0C and drops to around 10 0C during nights. The day temperature during winter is around 25 0C which comes down to around 5 0C during night. The rainy season (July-October) accounts for 82% of annual precipitation with average rainfall around 1259.6 mm (annually). 2.1 Need for the Project The quarry was being worked with the help of the equipment diverted from the adjacent mines. However, production from this mine was discontinued from 2002-03 due to mine seepage and uneconomic working condition. In this revised PFR, it is envisaged to produce coal @ 1.20/1.50 MTPA (nominal/ peak) by adding suitable required equipment. 2.2 Justification For The Project The need for the Project arises out of the following considerations : To bridge demand and supply gap of coking coal, it is essential either to open new projects or to expand the existing mines where medium coking coal is available for mining. As per the Geological Report on Pichri Block, sufficient coal reserves including coking coal reserves are available for quarrying. Coal seams incrop within the block. A part of surplus manpower present in Dhori Area may be utilized gainfully. 2.3 Present Proposal The detailed techno-economic study to mine Karo VI/VII, Karo VIII/IX/X, Bermo and Kargali seams has been done. The boundary of the mine has been fixed leaving sufficient surface barrier from Damodar river to accommodate protective embankment and space for mine transportation needs. The strike length of the quarry is limited as the block is surrounded by Damodar river on 3 sides and by state highway on remaining side. Small strike length added to steep dip nature of the seams in the entire block restricts inclusion of Karo III and Karo V seams in the proposed quarry. Inclusion of Karo III and V seams in the proposed quarry will result in coal transportation bottlenecks as well as low recovery of lower seams not considered in this proposal. In the present proposal, the forest land has been excluded. 2.4 Difficulties and Constraints in Mining • Pichri opencast mine is situated on the south bank of Damodar River. The highest flood level of this river as recorded in 1976 is 205.66m.

CMM under Indian Mining Scenario Development of CBM in India • Out of different sub-sets of Coalbed Methane (CBM), CBM from the deep lying coal deposits (VCBM) has been pursued. • So far 16 Coalbed Methane (VCBM) blocks have been allotted under CBM policy of GoI covering an area of 7807 sq. km and prognosticated CBM resource of 825 BCM. • 10 more blocks have been opened for global bidding. • Several core wells/pilot wells have been drilled in the allotted blocks and are giving encouraging results. • Few operators are planning commercial production from 2007- 08. • The total production potentiality in the allotted blocks is 23 MMSCMD, which is about 10% of the existing Natural Gas demand. (A Subsidiary of Coal India Ltd.) Gondwana Place, Kanke Road Ranchi-834008, Jharkhand 1 INTRODUCTION 1.1 About the Mine Govindpur OCP was worked earlier. Upper Kargali seam was planned and worked under the name of Govindpur OCP. The same report was expanded to include the underlying Bermo seam under the name of Govindpur Expansion OCP. The present Govindpur Ph-II OCP was planned as a new project to extract coal up to the lower most opencastable seam (i.e. Karo-VI seam) including area already worked in Govindpur OCP & Govindpur Expansion OCP. Total leasehold area of Govindpur Ph-II OCP includes both virgin and worked area. The name Govindpur Ph-II is incidental as in Ph-I, the upper seams of Kargali and Bermo have already been worked under the name of Govindpur OCP & Govindpur Expansion OCP (Not as Govindpur Ph-I OCP). History of Mine The PR of this project was prepared as a new project. The report proposed to exploit the upper Karo Group of seams (Seam VI to XI) based on the “Geological Report on Coal Exploration Govindpur North Block, East Bokaro Coalfield” prepared in Dec 2001 and the area south of Bermo Seam incrop upto 180 m depth line on Seam-VI floor in the south, bounded on the east by Mantico Nalla and on the west by Borrea Fault (F7-F7). This is a sector not covered in the geological report of Gobindpur North block (2001), and has now been defined for including additional reserves south of the original limits of Gobindpur North block.
