PREFACE

In Compliance to the Notification Issued by the Ministry of Environment, Forest And Climate Change Dated 15.01.2016, the preparation of District Survey Report of River bed mining and other minor minerals is in accordance appendix 10 of the notification, it is also mentioned here that the procedure followed for the preparation of District Survey Report is as per the notification, guidelines. Every efforts have been made to cover sand mining locations, areas & overview of mining activities in the district with all its relevant features pertaining to geology & mineral wealth in replenishable and non-replenishable areas of rivers, stream and other sand sources. There are altogether 42 sand ghats in Bokaro district of which 30 ghats were settled and executed, 09 ghats were settled but not executed and 03 ghats were unsettled & unexecuted. Among the settled and executed 30 ghats only 03 are working at present and the remaining 27 ghats are non-working due to lapse of validity period. Out of 42 sandghats 03 sandghats are proposed for non-commercial uses i.e for Panchayat under Category 1 as there is less accumulation of sand aggregates although being in 3 rd and above stream order, 36 non working Sand Ghats are proposed for settlement to JSMDC under Category 2 as per Jharkhand State Sand Mining Policy -2017 and 03 presently working sandghats needs to be reassessed after lapse of validity period of these ghats for further action. The data may be vary session to session. The District Survey Report shall be updated regularly at an interval of 5 years.

DISTRICT SURVEY REPORT OF BOKARO DISTRICT FOR SAND MINING

1. INTRODUCTION

Bokaro district is newly created district carved out from and district. It is one of the highly industrialized coal belt district in Jharkhand. Bokaro district is bounded by Giridih in North, Purulia () in the south, Dhanbad in the east and in the west. The district is spread over 2861 Sq. Kilometer lying between latitude 23 024'27" N to 23 057'24"N and longitude 85 034'30"E to 86 029'10" E. It is covered by Survey of toposheet nos. 73 E/9, 73 E/10, 73 E/13, 73 E/14, 73 I/1, 73 I/2, 73 I/5 and 73 I/6. As per Gazette notification of 15th January 2016 of Ministry of Environment, Forest and Climate Change a Survey shall be carried out by the District Environment Impact Assessment Authority (DEIAA) with assistance of Irrigation department, Drainage department, Forest department, Mining department and Revenue department in the district for preparation of District Survey Report as per the sustainable Sand mining guidelines to ensure identification of areas of aggradations or deposition where mining can be allowed; and identification of areas of erosion and proximity to infrastructural structures and installations where mining should be prohibited and calculation of annual rate of replenishment and allowing time for replenishment after mining in that area. Every efforts have been made to cover sand mining locations, areas & overview of Mining activity in the district with all its relevant features pertaining to geology & mineral wealth in replenish-able and non-replenish-able areas of rivers, stream and other sand sources. The mineral potential is calculated based on field investigation & geology of the catchment area of the river or streams. Also as per the site conditions

The area for removal of the mineral in a river or stream is decided depending on geo- morphology & other factors, it can be 50% to 60% of the area of a particular river or stream. Other constituents like clay and silt are excluded as waste while calculating the mineral potential of particular river or stream. This District Survey Report shall form the basis for application for environment clearance, preparation of reports and appraisal of projects. The report shall be updated once every five years.

2. OVERVIEW OF MINING ACTIVITY: Mainly three types of Minor Minerals constituents such as Sand, Stone and Bajri are required for any type of construction apart from other material like cementand steel. In the earlier time the mud houses/buildings were constructed with theuse of mud . However with the passage of time, new techniques of developmentactivities were started. As such the demand of Minor Mineral started on anincreasing trend. In order to meet the requirement of raw material for construction,the extraction of sand carried out manually / semi- mechanized process from theriver beds . The local residents used to lift sand etc. from the river beds to meet out their bonafide requirement. However after coming into being The Jharkhand MinorMineral Rules 2017, the mining is regulated in accordance with the rules. At present 07 number of settled but not executed and 3 unsettled Sand Ghats have beenstudied inaccordance with the Jharkhand Sand Mining Policy in different parts of the district to prepare theDistrict Survey Report. In Bokaro district number of minerals are extracted which include mainly coal, quartzite, stone and sand.Bokaro is well known for coal deposits.

3. LIST OF MINING LEASES IN THE DISTRICT WITH LOCATION, AREA AND PERIOD OF VALIDITY

There are altogether 42 sand ghats in the district of whichghats 30 ghats were settled and executed, 09 ghats were settled but not executed and 03 ghats were unsettled & unexecuted. Among the settled and executed 30 ghats only 03 are working at present and the remaining 27 ghats are non-working due to lapse of validity period. The details of all the 42 ghats are given below:

6. PROCESS OF DEPOSITION OF SEDIMENTS IN THE

RIVERS OF THE DISTRICT:-

The deposition in a river bed is more pronounced during rainy season although the quantum of deposition varies from stream to stream depending upon numbers of factors such as catchment, lithology, discharge, river profile and geomorphology of the river course. Where annual deposition is much more even two to three meters, but it is noticed that during flood season whole of the pit so excavated is completely filled up and as such the excavated area is replenished with new harvest of minerals. Damodar, Gobai, Ijri, Garga, Jamuniya, Tasharkuan, Konar and Bokaro rivers are the main source of sand and associated aggregates in the district. The passage of these rivers is initially through Chotanagpur Granite Gnessic Complex and Gondwana Formations, where erosion of country rocks and transportation may be Page | 13

District Survey Report of Bokaro District for Sand Mining high resulting in the heavy deposition of sand, especially in the Damodar, Konar and beds. Climatic conditions, waterload , gradient &velocity of river and rainfall have a vital role in the entire process of transportation and deposition of sand and associated aggregates. The river usually erodes the river base and the banks by hydrualic action and abrasion (corrosion). Maximum deposition of sand takes place after flood during which rivers are heavily loaded with sediments of all types which are eventually deposited over inundated areas as a thick layer of loads due to decrease in gradient and increase in calibre of the load. During this course rivers flow in increasingly wide, gentle sided valleys. The channel increases in size to hold the extra water which the river has to receive from its tributaries and carries larger amounts of material of different sizes. When rivers flow over flatter land, they develop large bends called meanders. As a river goes around a bend most of the water is pushed towards the outside causing increased erosion. During this stage river erodes sideways into its banks rather than downwards into its bed by the process of lateral erosion. On the inside of the bend, in contrast, there is much less water. The river will therefore be shallow and slow-flowing. It cannot carry as much material resulting in the deposition of the loads.

7.GENERAL PROFILE OF THE DISTRICT

7.1Introduction : The district of Bokaro was created on 1st April, 1991 by taking out Chas and C.D.Blocks of and the entire of and then merging them to form a new district. Bokaro district is bounded on the east by Dhanbad district and some portion of West Bengal State, on the west by , on the south by of West Bengal and on the north by parts of Giridih, Hazaribag and Dhanbad districts. The district is located at an elevation of 200-546 m. from mean sea level.

7.2Physical Features & Geographical Area : The Bokaro district is part of Chhotanagpur Plateau which isof undulating nature covering an area of 2883 sq.km. The regional slope of the district is towards east and controlled by the alignment of the tributaries of . The hill ranges trending WNW – ESE. The average elevation of the undulating pediplain ranges from 200 – 350m above MSL. The Lugu hills is the highest peak in the district having an elevation of 1070m above MSL. The northern and western part of the district is having hilly ranges. Chas andChandankiyari are low upland where cultivation is practiced.

7.5 Climate The climate of Bokaro district is humid and sub tropical. It is characterized by hot and dry summer from March to mid June, rainy season starts from mid June to mid October during which humidity is high and Winter begins from November to February.The mean annual humidity is nearly 60%. 7.7 Forest, Flora and Fauna The total forest area in Bokaro district is 640 square kilometers and the district is comparatively rich in forest wealth in Bermo subdivision. The C.D. Blocks which have accountable forest wealth are Nawadih, Peterwar, Kasmar, Gomia and Chandankiyari. Forests are replete with Sal (Sakhua) trees and they are of tropical dry and deciduous type. Other trees found in area are Mango, Sisum, Kendu, Jackfruit, etc. The forests are rich in both flora and fauna. The dominant faunal species being Asian elephant, Asian black bear, Hyaena, spotted deer etc. Domesticated animals are cow, buffalo, goat, pig etc.

7.8 Main Crops Rice & Maize are the main agricultural crops while Bajara, Wheat, Pulses and vegetables are other crops grown. A marginal portion of non forest, G.M. land, and Raiyati land is under horticulture and social forestry.

9. PHYSIOGRAPHY:

The district extends between 23 024'27''-23 057'24'' North Latitude and 85 034’30"- 86 029’10" East Longitude. Bokaro uplands (in the western part), Bokaro-Chas uplands (middle part), Damodar-Barakar Basin (eastern part), are the Physical Divisions of which Bokaro -Chas uplands is the major physical division in the district. The region forms the south-western portion of the district. It extends from the north to the south. River Damodar forms it’s northern boundary. The region is bounded by the state of West Bengal in the south, Damodar-Barakar Basin in the east and by Giridih district in the west. It comprises the major portion of Chas and small portion of Chandankiyari C.D. Blocks. The entire region has undulating surface. The height varies between 200 m to 282 m. The general slope of the region is from the west to the east. Damodar is the main river which flows along with its tributaries like Garga and Parga in this tract. Minor rivers which flow in the district are Bokaro, Kunar, Khusa and Uri. The other river of the district is Gobei, which flows through Chandankiyari block area and konar in . Scattered patches of forest are found all over the region. Its geology is related to Chotanagpur gneiss. Soil is Ustalfs-Aqualfs-Ochrepts. The average annual rainfall is 1,291.2 mm. Paddy, millets and pulses are the main crops of the region. The district is located at an elevation of 200-546 m. from mean sea level. The highest peak isLugu pahar 1070 m. It is situated in the western part of the district. Ravines are found in the western part of the district having rugged topography. 11. GEOLOGY & MINERAL WEALTH:

11.1 Geology of Bokaro District: Major portion of the district is comprised of ChotanagpurGranite Gneissic Complex and small patches of Gondwana formations with thick layers of coal. In Bokaro area the Gondwana sediments rest unconformably on the Precambrian basement rocks comprising of granites with pegmatite veins, amphibolite, epidiorite, mica-schist, quartzite and prophyritic geneisses. To the North of the , the Precambrian rocks are separated from the Gondwanas by a boundary fault while to the South and West the Gondwanas generally overlie the Precambrians with a profound unconformity. Mineral Wealth of Bokaro District:

Bokaro district is covered by rocks of Gondwana formation in isolated basins within Chotanagpur Granite Gneissic terrain. Two major coalfields viz. East Bokaro & West Bokaro covers the district.The district is thus endowed with good potential of Coal & Fireclay. Apart from coal, the district also comprises of good deposits of Quartz, Quartzite, Feldspar, China clay, Limestone and General stone ( amphibolite, dolerite etc.)

12. DETAIL OF RIVERS OR STREAMS AND OTHER SANDSOURCE IN THE DISTRICT

1. Damodar River Damodar River begins near Chandwa village in Palamau district,on the Chotanagpur Plateau of Jharkhand.It has a number of tributaries and sub tributaries, such as Barakar, Konar, Bokaro, Jamunia, Ghee, Khudia, Katri etc.Damodar river runs for about 178.77 KM within the district.The Barakar is the main tributary of the Damodar. 2. The Jamunia River is a tributary of the DamodarRiver. The Jamunia River rises on the Hazaribagh plateau, near Bishungarh. It runs near the Grand Trunk Road from around to past Dumri and then turns south, forms the border between Dhanbad and Bokaro districts.It runs for about 35.45 Kms. within the district. 3. Gobai River Gobai river is a tributary of Damodar river. It flows through Chandankiyari area and runs for about 37.78 Kms within Bokaro district. 4. Ijri River Ijri river is a tributary of Gobai river which runs for about 51.29 Kms within Bokaro district. 5. Garga River Garga river is a tributary of Damodar river which flows in Bokaro district. It runs for about 46.51 Kms within Bokaro district. 6. The Konar River is a tributary of Damodar River in Bokaro and Hazaribagh districts of Jharkhand.It originates near Sultana village on the Hazaribagh-Chatra Road. Thereafter, the Konar with its tributary Siwani drains a greater portion of the Hazaribagh plateau, and then descending through the barren wastes of scrub and jungle passes Gomia to receive the waters of the Bokaro River, shortly before it joins the Damodar River near in Bokaro district.It runs for about 43.58 Kms within Bokaro district.

7. Bokaro River The Bokaro River flows through the Hazaribagh and Bokaro districts in the Indianstate of Jharkhand.The Bokaro River rises on the Hazaribagh plateau, south ofHazaribagh, but quickly skirts the southern face to pass in a narrow and beautiful valley between Jilinga and Langu Hills.It passes through the West Bokaro and East Bokaro coalfields. It flows into the Konar River shortly before the latter flows into the Damodar River.It runs for about 31.85 Kms within Bokaro district. 8. Tasharkuan River Tasharkuan river is a small river which flows in Bokaro district of Jharkhand. It runs for about 15.00 Kms inthe district. 9. Gantiko River Gantiko river is also a small river which flows in Bokaro district of Jharkhand. It runs for about 15.17 Kms inthe district. 10. Godda Nala Godda Nala is a small stream which flows in Bokaro district of Jharkhand. It runs for about 14.7 3 Kms inthe district. 11. 13. RIVER WISE AVAILABILITY OF SAND OR GRAVEL OR AGGREGATES

In order to calculate the mineral deposits in the stream beds, the mineral constituents have been categorized as clay, silt, sand, bajri and boulder. However during present calculation, the waste material i,e silt which vary from 10 to 20% in different streams has also been included in the total production. Further the Survey of India Topo-Sheets are used as base map to know the extent of river course. The mineral reserves have been calculated only upto 1.00 meter depth although there are some portions in the river beds such as channel bars, point bars and central islands where the annual deposition is raising the level of river bed thus causing shifting of the rivers towards banks resulting in to cutting of banks and at such locations, removal of this material upto the bed level is essential to control the river flow in its central part to check the bank cutting. While calculating the mineral potentials, the mineral deposits lying in the sub-tributaries of that particular stream/river has not been taken into consideration. Since these mineral deposits are adding annually to the main river, the mineral deposits will be much more. 1. Of these 27 settled, executed & non working sandghats all 27 sandghats are kept under Category 2. 16. CONCLUSION &RECOMMENDATIONS:

Based on the above report it is hereby concluded that (a) The 1st and 2nd order streams are erosional and thus sand is not accumulated in them. In some Sandghats of 3rd order stream and above there is less accumulation of sand. Thus such sandghats (13 in the district) are declared for non-commercial uses i.e for Panchayat under Category 1 as per Jharkhand State Sand Mining Policy - 2017

(b) Total 26 non-working Sand Ghats are recommended for settlement to JSMDC under Category 2 as per Jharkhand State Sand Mining Policy -2017.

(c) 03 sandghats are presently working in the district which may be reassessed after lapse of validity period of these ghats for further action.

Recommendations:

1. Abandoned stream channels or terrace and inactive floodplains may be preferred rather than active channels and their deltas and flood plains.

2. Stream should not be diverted to form inactive channel.

3. Mining below subterranean water level should be avoided as a safeguard against environmental contamination and over exploitation of resources.

4. Large rivers and streams whose periodic sediment replenishment capacities are larger, may be preferred than smaller rivers.

5.Segments of braided river system should be used preferably falling within the lateral migration area of the river regime that enhances the feasibility of sediment replenishment.

6. Mining at the concave side of the river channel should be avoided to prevent bank erosion. Similarly meandering segment of a river should be selected for mining in such a way as to avoid natural eroding banks and to promote mining on naturally building (aggrading) meander components.

7. Continued riverbed material mining in a given segment of the river will induce seasonal scouring and intensify the erosion activity within the channel. This will have an adverse effect not only within the mining area but also both in upstream and downstream of the river course. Hazardous effects of such scouring and enhanced erosion due to riverbed mining should be evaluated periodically and avoided for sustainable mining activities.

8. Mining area should be demarcated on the ground with Pucca pillars so as to avoid illegal unscientific mining.
