Evidence has indicated that the rise in carbon dioxide levelscould be accurately correlated with a rise in the Earth'smean temperature, a shrinking of the polar icecaps, and a resulting rise in the Earth's mean sea level. 'The- problems resulting from this situationare reviewed in these proceedings. Individuals presenting testimony and/or providing prepared statements (and when applicable,supporting documentation) include: Carl Sagan; John Trabalka; WallaceBroecker; William Jenkins; John Hoffman; Thomas Malone;Rafe Pomerance; and James Kane. Topic areas disucssed are: (1) climate sensitivity; (2) carbon dioxide's effect on crops; (3) role of theoceans and rise in sea level; and (4) preindustrial carbon dioxide levels. A research timetable and program strategies are presented for reducingthe greenhouse effect. One of the strategies emphasized by theDepartment of Energy is the expansion of a basic knowledge basedon carbon dioxide buildup. It is recommended that data collectionin this area precede impact assessments, plans, and policy options. The subcommittees will come to order. I would like to welcome all of our witnesses and guests today. This is the latest in a series of hearings thatour two subcommit- tees have been having on the greenhouse effect. One of the observations that some of us on the Science and Tech- nology Committee have been making recently has been the increas- ing evidence that science and technology are presentingour society with social and political challenges unlike anywe have ever con- fronted in the past'.'The way we live is inevitably going to bek 1- tered by our technological creations and by the increased knowl- edge we derive from the healthy scientific enterprise thatwe spon- sor in this country. Thus, as legislators. we have a responsibility to keep up to date, and try and anticipate problems, rather than wait- ing for a disaster to be sprung upon us. Such is the case with the subject we are here to discuss today. The greenhouse effect is a precise example of how our increased °knowledge is really laying a new problem at our doorstep and, moreover, it shows how our scientific enterprise can give us bad news where one cannot help musing that some information we wish that we didn't know. The greenhouse effect in some respects seems more like a bad science fiction novel than a critical issue deserving public policy review of the highest order. Indeed, some still find it difficult to discuss this issue in a totally rational way, in view of its almost un- thinkable potential. Can we really imagine a New York City with the climate of Palm Beach, a Kansas resembling central Mexico,or 4() percent of Florida under water? It's difficult. Given the serious, indeed the potentially drastic impacts of this scenario, however, it is critical that the Government research this (I) it 2 problem to its fullest, Mr this is not a problem to be ignored. More- over,.if we simply put off' critical challenges, we often find out later that it's-too late to act. For this reason, my colleague and .good friend, Jim Scheuer, who chairs the Subcommittee on Natural Resources, Agriculture Re- search and Environment and I have made this phenomenon a pri- ority, along with our the ranking member, Joe Skeen, and the 6 membership of the two subcommittees. We had first explained the serious nature of this problem in July 1981, when a number of prominent scientists, notably Roger Re- velle, gave us their opinion that the greenhouse effect was not a theoretical entity, but a real phenomenon. In April 1982, whey we revisited the issue, the message that we heard was evenmore troubling. First, the evidence was made clear by Nobel laureate Dr. Melvin Calvin that the greenhouse effect was no longer just a pet theory of a few, but rather that its exist- ence had become the subject of a scientific consensus.     George Mitchell, left, was determined to extract natural gas from shale rock. People said it was impossible, but he was stubborn. And his company needed new gas to supply Chicago. In 2016, a tanker passes through the expanded Panama Canal carrying the first cargo of U.S. liquefied gas (LNG) to China. Oil and gas exports now loom large in U.S.-China trade battles. Yuhuang Chemical of China made a multi-billion dollar investment in St. James Parish, Louisiana, because of inexpensive natural gas. It also bought the old high school, enabling the parish to build a new one. In 2010, Mark Papa predicted that shale oil would be a North American “game changer”. It turned out to be a global game changer. The Permian basin in West Texas and New Mexico is now world’s second largest producing area, propelling the United States to becoming the world’s largest oil producer in 2018, ahead of Saudi Arabia and Russia. Horizontal drilling taps multiple zones containing shale oil. President Donald Trump told India’s Prime Minister Narendra Modi that he looked forward to India’s buying more U.S. LNG. But, he added, he was “trying to get the price up a little.” With gasoline prices high in 2012, Barack Obama flew to pipeline junction at Cushing, Oklahoma, to declare that his administration would “cut through” red tape to “get done” the building of southern segment of Keystone pipeline, which starts in Canada. In 2016 and 2017, protestors tried to block last 1320 feet of 1172-mile Dakota Access pipeline, which was built to move new Bakken oil out of North Dakota, replacing 740 rail cars a day.

He was born in Vienna, Austria in 1917 as the Austro-Hungarian Empire was declining and just before the death of one of its great artists, Gustav Klimt. Hedwig Eva Maria Kiesler, who later changed her name to Hedy Lamarr to accommodate her film career, was one of Walter’s childhood friends.1 Walter’s mother, Rega Brunner,2 the daughter of a wealthy Jewish banker, divorced Walter’s father in 1927 and married Dr. Rudolf Engelsberg in 1928. By age 14, Walter apparently had not distinguished himself in his school studies and announced that he intended to become a ski instructor. Walter later claimed that it was this that caused his mother to send him to work at a family bank in New York. The validity of this claim should be tempered by the political turmoil in Germany and its proximity to Austria. In any case, Walter left Vienna in 1932. In New York, he attended Silver Bay Preparatory School for Boys on Lake George and then became a lowly employee in the Cassel Bank, which was associated with the family’s Brunner Bank in New York. BULLARD* CHILDHOOD, 1906-1922 ILLIAM MAURICE EWING was born on May 12, 1906 in W Lockney, a town of about 1,200 inhabitants in the Texas panhandle. He rarely used the name William and was always known as Maurice. His paternal great-grandparents moved from Kentucky to Livingston County, Missouri, at some date before 1850. Their son John Andrew Ewing, Maurice's grandfather, fought for the Confederacy in the Civil War; while in the army he met two brothers whose family had also come from Kentucky to Missouri before 1850 and were living in De Kalb County. Shortly after the war he married their sister Martha Ann Robinson. Their son Floyd Ford Ewing, Maurice's father, was born in Clarkdale, Mis- souri, in 1879. In 1889 the family followed the pattern of the times and moved west to Lockney, Texas. Floyd Ewing was a gentle, handsome man with a liking for literature and music, whom fate had cast in the unsuitable roles of cowhand, dryland farmer, and dealer in hardware and farm implements.
