ABSENCE EXCUSE NOTES/CALLS When your child will not be in school, it is essential we receive a phone call.

ARRIVAL AND DEPARTURE TIME “NO SCHOOL ON FRIDAYS” Our day begins Monday - Thursday from 7:20am and ends at 2:25pm. There is no ​ ​ supervision for your child before 7:00am. Breakfast is served at 7:00 am for all students and ends promptly at 7:20am. In the case of inclement weather please listen to all InTouch ​ messages or rely on your radio, television, or our website www.threerivers.k12.or.us for ​ information regarding a delayed start or school closure. If there is a delayed start school will ​ ​ start TWO HOURS later than normal and end at the regular scheduled time. Students should ​ ​ ​ be picked up no later than 2:20 pm. Buses leave promptly at 2:20pm. ​ ​

ARRIVAL AND DEPARTURE PROCEDURES All children need to be signed out and released in the school office. Please do not go to the ​ classroom to pick up your child.

ATTENDANCE We reward students for good attendance at Williams. Attendance is critical to the success and growth of our students. Attendance on any given day means that a student arrives to school on time and does not leave until school is over that day. Leaving early is given the same ​ consideration as a tardy. Please note that we do not punish students who have poor attendance. They may be excluded from an attendance reward due to poor attendance.

BUS PASSES PARENTS: If you need to change the transportation plans for your child, please notify the ​ office by sending a note with your student that morning or CALL THE OFFICE BEFORE 2:00pm. For your child’s protection and to minimize interruptions, please read this page carefully. Students riding buses other than their own, or getting off at a stop other that their ​ regular stop must have a bus pass from the office. ​ ​

Bus passes, or passes issued for a change in a student’s regular end of day plans will be issued only after the office receives a written note from the student’s parent or guardian. *PLEASE ​ NOTE: we require a note for your child’s safety.

IN AN EMERGENCY, passes will be issued on request of the parent or guardian via telephone. ​ The Principal or Office Manager is the only person authorized to verify the identity of a caller and issue a pass.

Please call with any changes to your child’s afternoon transportation plans before 1:15 p.m. Parents may request other adults to pick up their children if the school has on file authorization and/or the name and address is listed on the information sheet as an emergency contact person. When a child is going home with another student, written notes must be received from both ​ students’ parents. This way we can confirm that both families know that a child is visiting. ​ ​

Kindergarten students must have someone at the bus stop to meet them unless there is an older child with them on the bus. The bus driver will not let them off the bus and will bring them back to the school.

BICYCLES If you ride a bike to school you must have a bike helmet on your bike to ride on to campus. It is ​ also recommended that you bring a bike lock.

CELL PHONES If you want your child to carry a cell phone the phone must be kept off in ​ his/her backpack until school has been dismissed at the end of the day. If a student is caught using his/her phone during the day the phone will be confiscated and kept in the office for a parent to pick up.

CUSTODY AND RESTRAINING ISSUES FOR STUDENTS Unfortunately, custody issues exist for some of our students. The only way we can stop a ​ divorced, separated parent, or relative from picking up a student is to have current legal paperwork (restraining order) on file in the school office.

CYBER-BULLYING Bullying through the use of social media, texting and email is commonly referred to cyber-bullying. While the Williams School staff does not discipline actions that take place out of school, we must intervene if off-campus, on-line behavior begins to impact students directly when at school. When cyber-bullying prevents a student from fully accessing their education it becomes a disciplinary issue. Students engaging in cyber-bullying or any other forms of bullying that has this effect on other students will be subject to our student code of conduct and disciplinary matrix.

DELAYED STARTS/STAFF DEVELOPMENT DAYS Please note that Three Rivers School District uses Fridays for staff development. Every Friday we will have a one hour late start. Check the district calendar for other additional dates.

DROP OFF/PICK UP In order to accommodate the bus schedule, and for the safety of our students, we ask that parents/guardians drop off and pick up students at the front entrance only. Parents /guardians should pull through the gate at the Williams Library and follow the drive and exit on the north side of the school. The north gate will be locked from 8:00 am to 1:45 pm.

SHOES AT SCHOOL All shoes must have a back or heel strap. Sandals with a heel strap are acceptable, exposed ​ toes are susceptible to injury. Our playground has climbing and uneven aspects and bark, creating an issue for exposed toes. FLIP-FLOPS are NOT allowed. “Heelies” or shoes with a ​ ​ wheel in the sole are not permitted at school.

SODA, CANDY AND JUNK FOOD We provide free breakfast and lunch to all students. We do not allow students to substitute candy, soda or energy drinks for breakfast or lunch.

TOYS Electronics, CD players, MP3 players, Tech Decks and other toys such as spinners and other fidget toys are not allowed at school. These items disrupt the educational process and can be stolen. Items will be confiscated and could be retained until a parent conference is held. Trading or selling of toys, collectibles or other items at school is not allowed.

Williams Elementary Student Handbook Grades K-5 PREFACE The material covered within this student handbook is intended as a method of communicating to students and parents regarding general district information, rules and procedures and is not intended to either enlarge or diminish any Board policy, administrative regulation or negotiated agreement. Material contained herein may therefore be superseded by such Board policy, administrative regulation or negotiated agreement.

ADMISSION New Kindergarten students must be five (5) years old on or before September 1st of the school ​ year in which they are enrolling. Children with birthdays from September 1st - October 1st may ​ ​ qualify for early entry if testing and observations rank the child at 98% or above in skill levels. Applications for Early Entry must be filed by August 1st so that assessments can be given to the ​ child, by a district team, before school starts. Entry applications can be obtained at the district office. All Kindergarten students must have complete registration forms, birth certificate, and up-to-date immunization records prior to the start of school. No exceptions will be made. ​ ​ Students grade K-5 will attend all day Monday- Friday.

Absences will be marked as unexcused if we do not receive a call or a note within 3 days of the absence. When sending notes please include your student’s name, the date of absence, the reason for the absence, and parent or guardian’s signature.

ANNOUNCEMENTS/NEWSLETTERS Daily announcements are given during the morning flag salute and assembly. Students are encouraged to stay informed with events and activities at school. Please listen attentively! A monthly newsletter will be emailed and sent home with students to help keep you informed of ongoing activities. Please keep an updated email address with the office. This information is also available on the school’s website www.threerivers.k12.or.us. Parents will also receive ​ ​ phone calls, emails, and text messages about upcoming events at Williams Elementary School through our SYNREVOICE information system. Please listen to entire messages. ​ ​ ​ ​

ATTENDANCE law requires you to attend school regularly, which means less than four unexcused ​ occurrences in a four-week period. Eight unexcused one-half day absences in any four-week ​ period (during which school is in session) shall be considered irregular attendance. Oregon has ​ also defined acceptable attendance as not missing more than 14 days in a school year. If you ​ have more than 10 absences in a school year due to illness, it may be necessary for your parent (s) to obtain a doctor’s note before additional absences will be excused due to illness.

Oregon law allows excused absences to be granted if you are ill, if a family member is ill, or you have a family emergency. If you have had good attendance, the Principal may grant a verified absence for a special event; however, this is on a case-by-case basis and at the discretion of the Principal.

If you are absent, your parent needs to call the school at 541-846-7224 the day your are absent to have the absence excused. If your parent cannot call the school the day you are absent, you need to bring a note the day you return to school to have your absence excused. It should include your name, the date(s) of absence, reason for absence, and a signature of your parent or guardian.

A student shall not be released from school at times other than regular dismissal hours except with the Principal’s permission or according to school sign-out procedures. A student will not be released to any person without the approval of his/her parent or as otherwise provided by law. Good attendance is the single most important factor in school success! We expect good attendance and will provide assistance if there are problems preventing good attendance. For an absence to be excused due to illness or a family emergency, please call the school the day your child is absent. If a phone call is not possible, please send a note the day your child returns to school. If the school does not receive a phone call the day your child is absent or a note the day your child returns, the absence will be considered unexcused.

A student who has been absent for any reason is encouraged to make up specific assignments missed. Homework is available after a student returns to school. We take great pride in ​ ​ providing a top quality education for your student. We appreciate your assistance in ensuring your student maintains regular attendance. BEHAVIOR: PBIS-POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORT: PBIS is a program based team approach to promoting appropriate behaviors by teaching, reinforcing, re-teaching, celebrating, and rewarding positive behaviors. PBIS is a school-wide system used to teach our students positive, personal, and social skills. Williams students will participate in various activities which teach behavior expectations in all areas of our school. These lessons are focused on expected behaviors ranging from what it means to be prepared for class to how students conduct themselves on the playground. We have three rules that are 5

reinforced daily and in all areas of the school: BE SAFE BE RESPECTFUL BE RESPONSIBLE

Students are recognized for their continued use of their PBIS by receiving Pioneer Pride tickets. Tickets are turned into the office in exchange for recognition and weekly incentives. All students are rewarded monthly with Pioneer Pride Celebrations for earning Pioneer Pride tickets as team.

BEHAVIOR GUIDELINES As a PBIS school, Williams seeks to assure a climate in the school that is appropriate for ​ institutions of learning and assures safety and welfare of students and personnel. All students in our school deserve the reasonable safeguard of due process in consideration of all matters affecting their school life. Each teacher has rules and consequences for his or her classroom. Students will be informed of these during the first few days of school.

All members of the Williams School community are to respect the school and each other’s personal property. We are to respect other people’s feelings; not making one to feel threatened or unsafe. Alcohol, drugs and tobacco are not permitted on school grounds by anyone. School personnel will confiscate illegal items (weapons, firecrackers, controlled substances, etc.) or other possessions that reasonably constitute a threat to the safety or security of the possessor or others and the proper authorities will be contacted. Other items, such as: water guns, lighters, matches, etc., will also be held in the office. Parents will be notified. Do not bring personal ​ toys (including spinners or fidget toys) Tablets, MP3 Players, Ipod’s, Cameras, CD players, and sports equipment to school. If a student has these items out during the school ​ ​ day they will be kept in the school office for parents to pick up. The school is not ​ responsible for damage or loss of personal property.

Students with cell phones will not be allowed to use them during their time in school. They ​ ​ must keep them in their backpacks and out of sight. If they become a distraction, they will need to be taken from the child. Students may always make emergency phone calls from the office with permission from their teacher. Please review the Three Rivers School District’s Student Rights and Responsibilities pamphlet and the Elementary Discipline Matrix is available online or in our office at the beginning of the school year.

BEHAVIOR CONSEQUENCES Some behavior issues are best addressed with natural consequences that give the student the opportunity to “make it right”. If students continue unwanted behaviors after repeated reminders and redirection either in the classroom or other areas of the school they will receive one or more of the following:

STUDENT DISCIPLINE REFERRAL - Typically assigned by a teacher or staff member for repeated minor behavior problems, or late or missing assignments that continue after repeated reminders and redirection. Students will report to the office during their recess/and or lunch recess and write a plan for improving their behavior or academics.

STRUCTURED TIME - Typically assigned after receiving three Discipline referrals during a semester or behavior that constitutes immediate parent contact. Student and Principal will write up a “Plan for Improving Behavior” and parent or guardian will be contacted. A student could lose the opportunity to participate in semester activities if behaviors do not improve. Each semester a student has the opportunity to wipe the slate clean and start over.

OFFICE REFERRAL - Typically given for continuing discipline issues and behavior that require immediate administrative action. Parents will be notified immediately. Depending on the behavior students could receive in-school suspension, out of school suspension, or expulsion.

So that each student is insured a safe, positive, and productive learning environment, a school discipline policy has been established. Careful consideration of each particular incident will include: ● Seriousness of offense ● Student’s age ● Frequency of misbehavior ● Student’s attitude ● Effect or potential effect of the misconduct on the school environment.

Students may be suspended from school for fighting, defiance of authority, behavior contract violations, chronic rule violations, profanity, inappropriate sexual touching, or talk, vandalism, drugs, and bringing a dangerous object or weapon to school. BE SURE THAT YOUR CHILD DOES NOT BRING A POCKET KNIFE TO SCHOOL! Parents are notified if one of these situations occurs with your child.

Ultimately, the responsibility for appropriate behavior in the educational setting lies with the parents of the student. If a student cannot seem to adhere to school rules and continues to disrupt the learning of others or creates an unsafe environment, parents may be required to sit with the student in class or supervise the student during recesses and noon hours. Also, parent/guardian may be required to remove the student from school. If the student is suspended, he/she may not re-enter school without a parent or parent designee contacting the school to assist in planning for improved behavior. If a student has been suspended, they may not ​ participate in any school activity or any activity that occurs on school property until the suspension is completed. Please refer to the district’s “Student Rights and Responsibilities” ​ ​ ​ handbook for more detailed information. Hard copies are available upon request in the school office.

BUS EXPECTATIONS: Riding the school bus is a privilege and students must have proper behavior while in transit. The school district provides bus transportation for students. Rules are posted in each bus and students are responsible for knowing them. Safety is of prime importance. Students who do not obey the driver or ride properly may be refused the privilege to ride. The following rules shall apply to student conduct on district transportation: Students being transported are under authority of the bus driver. Fighting, wrestling or boisterous activity is prohibited on the bus. Students will use the emergency door only in case of emergency.

Students will be on time for bus, both morning and evening. Students will not bring firearms, weapons, or other potentially hazardous material on the bus. Student will remain seated while bus is in motion. Students may be assigned seats by the bus driver or Principal. When necessary to cross the road, students will cross in front of the bus or as instructed by the bus driver. Students will not extend their hands, arms or heads through bus windows. Students will have written permission to leave the bus other than for home or school. Student will converse in normal tones; loud or vulgar language is prohibited. Student will not open or close windows without permission of the driver. Students will keep the bus clean and must refrain from damaging it. Students will be courteous to the driver, fellow students and passers-by. Students who refuse to promptly obey the directions of the driver or refuse to obey regulations ​ ​ may forfeit their privilege to ride on the buses. The consequences of misbehavior on the bus are outlined:

First Offense: Warning Second Offense: One day suspension from the bus Third Offense: Three day suspension from the bus Fourth Offense: Five day suspension from the bus, with possible recommendation for continued suspension from the bus for a full semester or the remainder of the year. Violators of bus rules are issued bus citations, which must be signed and returned by the parent.

There are special circumstances which may result in other alternatives, based on the discretion of the Principal. If a serious offense is committed, such as a fight, no warning will be given and the student will move directly up the consequence level. Students must follow the direction of staff especially while loading and unloading from the bus. It is important that students stay behind the yellow line on the sidewalk until they step onto the bus. No one is to go between or behind the buses to the parking lot. For the safety of all our students, please be aware that bus transportation may be videotaped.

CAFETERIA PROCEDURES Students should make wise food choices so that they will have healthy bodies. Come into the cafeteria quietly. If you are paying for meals, put money or check into the provided envelopes, write your name on the envelope and put in the money box first thing in the morning. Stand in line quietly and be prepared to put in your number when it is your turn. No sharing of food. Some students may have severe food allergies. ​ ​ Students who bring their lunches should not bring soda. Other drinks such as juice, water or milk are healthier, acceptable choices. Students should not bring candy to school for meal times. Choose at least three things. Milk and your main dish each count as one. Remember when you serve yourself, don’t touch the food. Use tongs, and spoons. If you touch it, you take it. If you are still hungry, you may take seconds from the variety bar. Be respectful of others. Use a quiet, inside voice for conversations in the cafeteria. Keep your hands and feet to yourself. Clean up your area when you are done eating. This includes the seat and the floor under your area. When the lights are out we are using level 0 voices. 8

When the dismissal time is announced, you may raise your hand to be dismissed. Currently breakfast and lunch is free to students at Williams Elementary. Adult meals are $4.00, milk and juice is 50 cents.

CELL PHONES If you want your child to carry a cell phone the phone must be kept off in his/her backpack until school has been dismissed at the end of the day. If a student is caught using his/her phone during the day the phone will be confiscated and kept in the office for a parent to pick up.

CODE OF CONDUCT The district has authority and control over a student at school during the regular school day, at any school-related activity, regardless of time or location and while being transported in district-provided transportation. Students will be subject to discipline including detention, suspension, expulsion, loss of awards and honors and/or referral to law enforcement officials for the following, including but not limited to: 1. Bringing, possessing, concealing or using a weapon to or on school property or at an activity under the jurisdiction of the school or at an interscholastic activity administered by a voluntary organization approved by the State Board of Education under ORS 339.430; 2. Substance abuse or any possession, use, distribution or sale of tobacco, alcohol or unlawful drugs, including drug paraphernalia; 3. Assault or menacing of a district employee or another student. Menacing means by word or conduct the student intentionally attempts to place a district employee or another student in fear of imminent serious physical injury; 4. Use of threats, targeted lists, intimidation, harassment or coercion against any fellow student or district employee; 5. Willful damage or destruction of district property (vandalism); 6. Willful damage or destruction of private property on district premises or during district activities; 7. Open defiance of an adult’s authority; 8. Theft; 9. Use or display of profane or obscene language; 10. Violations of district transportation rules; 11. Hazing; 12. Sexual harassment; 13. Disruption of the school environment; 14. Persistent failure to comply with rules under the lawful directions of staff or district officials.

Under state and federal law, expulsion from school is required for a period of not less than one year for any student who is determined to have brought a weapon to school. The superintendent may modify the expulsion requirement for a student on a case-by case-basis. Additionally, in accordance with Oregon law, any person who intentionally possesses a firearm or other dangerous weapon in or on district property or recklessly discharges a firearm in school is subject to criminal prosecution, a maximum five (5) years imprisonment, $100,000 fine and forfeiture of firearm and/or other dangerous weapons or both. Any person 13 to 17 years of age convicted of intentionally possessing a firearm in a public building is subject to denial of 9

driving privileges for 90 days.

Dangerous weapon is defined in Oregon law as any weapon, device, instrument, material or substance which, under the circumstance in which it is used, attempted to be used or threatened to be used, is readily capable of causing death or serious injury.

Deadly weapon is defined as any instrument, article or substance specifically designed for and presently capable of causing death or serious physical injury.

Firearm is defined in federal law as any weapon (including a starter gun) which will or is designed to or may readily be converted to expel a projectile by the action of an explosive. This includes the frame or receiver of any such weapon or firearm, muffler or silencer.

Destructive device is defined as any device with an explosive, incendiary or poison gas component or any combination of parts either designed or intended for use in converting any device into any destructive device or from which a destructive device may be readily assembled. A destructive device does not include any device, which is designed primarily or redesigned primarily for use as a signaling, pyrotechnic, line throwing, safety or similar device.

In accordance with the federal Gun-Free School Zone Act, possession or discharge of a firearm in a school zone is prohibited. A school zone, as defined by federal law means, in or on school grounds or within 1,000 feet of school grounds.

In accordance with Oregon law, any person under age 18 possessing a tobacco product commits a Class D violation and is subject to a court imposed fine up to $ 100 as provided by ORS 167.400. Any person who distributes, sells or causes to be sold, tobacco in any form or a tobacco burning device, to a person under 18 years of age commits a Class A violation and is subject to a fine of not less than $100 and not exceeding $600 as provided by ORS 163.575. An unlawful drug is any drug not prescribed by a licensed medical practitioner. Unlawful delivery of a controlled substance to a student or minor within 1,000 feet of district property is a Class A felony. Punishment is a maximum of 20 years of imprisonment, $300,000 fine or both as provided by ORS 475.999.

In accordance with Oregon law, the superintendent may request that the driving privileges of the student or the right to apply for driving privileges be suspended for no more than one year for any student who has been expelled for bringing a weapon to school or suspended or expelled at least twice for assaulting or menacing a district employee or another student, for willful damage or injury to district property or for use of threats, intimidation, harassment or coercion against a district employee or another student.

A second such request for subsequent violation may result in suspension of driving privileges or the right to apply for driving privileges until the student is age 21.

A meeting with the parent or guardian will be held prior to submitting such request to the Department of Transportation.

A student may appeal district decisions regarding driving privileges under established due process procedures for suspensions and expulsions. 10

COMMUNICABLE DISEASES Parents of a student with a communicable or contagious disease or virus are asked to let the Principal or Office Manager know so that parents of other students who have been exposed can be alerted. Names will be kept confidential. Students with a contractible disease/virus are not ​ ​ ​ ​ allowed to come to school while the disease/virus is contagious. When the student comes back to school they must bring a written statement from a licensed physician saying the disease/virus is no longer contagious to others. The following are a list of contagious diseases/viruses: chickenpox, diphtheria, measles, meningitis, mumps, lice infestations, whooping cough, rubella, scabies, staph infections, MRSA, hand foot and mouth, Swine Flu, H1N1, and tuberculosis. For head lice the student may come back after the student has been treated and is pest free. Notify the office if you are in need of lice removal products.

COMPUTER AND INTERNET USE Our students all use computers at our school on a regular basis. Access to the internet is closely monitored and used only for research, assessments or to access specific learning sites at our school. Students do not use email or social networks such as Facebook at Williams. ​ Students are taught rules for computer use both in their classrooms and in our computer lab. Failure to use the equipment appropriately or to abuse the privileges of computer use will be grounds for discipline. Please follow your teacher’s directions while in the computer Lab or classroom for the correct and responsible way to use the computers to LEARN. Please make sure you and your student understand the school district’s internet ​ policies.

CONFERENCES Elementary schools in the Three Rivers School District have moved to a semester grading period system. Parents and teachers are strongly encouraged to establish a positive relationship early in the year. There will be two grading periods again this school year. The purpose of parent teacher conferences is to improve Parent/Teacher/Student communication as well as to assure that your child is making desirable progress in their educational endeavors. We know your child is more successful when parents and teachers work together as a team.

Please keep the office informed of situations that may occur or anything we need to be aware of to insure the safety of your student.

DAMAGE/LOSS OF PROPERTY Students will be expected to pay for all damages or loss of textbooks and library books. Fines must be paid prior to the end of the school year. It is recommended that textbooks be looked at closely when issued and any problems noted with the teacher. Library fines must be paid before your student can be allowed to check out any more books. If you do not want your child to check out books in the library, please send a note to the office.

Please note that Three Rivers School District uses Fridays for staff development. Every Friday we will have a one hour late start. Check the district calendar for other additional dates.

DIRECTORY/MEDIA INFORMATION Media representatives may interview and photograph students involved in instructional programs and school activities. Information obtained directly from students does not require parental approval prior to publication. Parents who do not want their student interviewed or photographed should direct their student accordingly. If a parent does not want their ​ student’s photograph or name included in school sponsored publication, it is necessary to denote such desires on the online Student.

DRESS AND APPEARANCE Our primary concern is safety and what distraction the particular dress may cause, and therefore, we request parent assistance in following our guidelines. For warmer climate seasons, shorts at or below the mid thigh are acceptable. Certain fashions, such as short shorts, tops that expose the bare midriff or expose the back, spaghetti straps, or baggy pants that are worn low to expose underwear or skin or sweatpants that are rolled down at the waist, can disrupt the educational process. No clothing with obscene or inappropriate sayings are allowed. Students may not wear any shoe that is open at both heel and toes (including flip flops). High heels are also unsafe for elementary students. Shoes need to be secure on the foot so students can participate in all activities safely at school. We ask students to monitor themselves, and not wear these types of clothing to school. To address this concern, we will ask the student to change the clothing, cover up with another shirt, or in the case of “sagging”, to just keep the pants pulled up. Hoods or hats are not to be worn in the classroom but hats can be worn outside. A reminder notice may be sent to the parent. Parents of students who have repeated dress issues will be called to bring appropriate clothing. Clothes normally removed (jackets, sweaters, hats, gloves) should be clearly marked with student's name. Clothes left on the playground or in the gym are put in the lost and found area in the gym. Parents and students are encouraged to regularly check this area to locate misplaced articles of clothing.

DRILLS At least one fire drill will be conducted at Williams Elementary School each month. One lockdown drill per semester will be conducted. At least two earthquake drills will be conducted each year. A map/diagram of the fire escape route and emergency instructions are posted ​ near all classroom doorways and reviewed with students. When the fire alarm is sounded, ​ student must follow the direction of staff quickly, quietly and in an orderly fashion.

EARLY DISMISSAL/SICK POLICY SIGN OUT Please attempt to schedule appointments for your students after school hours. If it is necessary to leave early, your student must be picked up and signed out in the front office by the ​ parent/guardian. Students feeling sick may come to the office with their teacher’s permission. ​ Office personnel will call home for students to be picked up by parent/guardian. If parent is not home, the student will rest at school until parent/guardian or emergency release person can be ​ ​ reached. Students will not be dismissed unless they are with a parent/guardian, or with ​

permission from parent or guardian to those listed as emergency contacts ONLY on the student’s enrollment. Please update emergency information and current phone numbers ​ often. You may be required to show ID if office staff does not recognize you or your ​ emergency contact person.

EDUCATION RECORDS By law, both parents, whether married, separated or divorced, have access to the records of a student unless the district is provided evidence that there is a court order, state statute or legally binding document relating to such matters as divorce, separation or custody that specifically revokes these rights. Parents of a minor may inspect and review education records during regular district hours. You can make an appointment with the Principal and explain what you are looking for. If you would like copies of something then you will have to call Peri Wilson at the District Office, 541-862-3111 at ext. 5206, to set up a meeting time.

ELECTRONIC DEVICES/PERSONAL PROPERTY We ask that electronic devices not be brought to school (i.e. Cell Phones, Tablets, PS3, Game Boy, iPods, CD players, recording devices, cameras, MP3 players, laser pointers, etc.) If your student has a device out during school hours it will be brought up to the office and the parent will be required to come to school to retrieve it at a mutually convenient time. If your child ​ carries a cell phone, the phone is to be kept turned off in his/her backpack until school has ​ ​ been dismissed at the end of the day. No toys may be brought to school without the specific permission of the teacher or Principal. We discourage students from bringing items ​ from home and will not take responsibility for the loss, damage or theft of any such items.

EMERGENCY MEDICAL TREATMENT A student who becomes ill or is injured at school must notify his/her teacher or another staff member as soon as possible. In case of a serious illness or injury, the school shall attempt to notify parents according to emergency information provided on enrollment submitted online by parents to the school. If the student is too ill to remain in school, the student will be released to the student’s parents or another person as directed on the student’s emergency form ONLY with ​ verbal or written permission from parents. Parents are encouraged to update emergency ​ information and current phone numbers as often as necessary.

EMERGENCY INFORMATION Our district uses a SYNREVOICE message system to notify parents in the case of emergencies and or school delays or closings via phone message, email and text. Please keep your emergency information up to date with the school office at all times in order to receive these messages.

In case of any emergency, please turn your radio to station KAJO (AM 1270), KRWQ (FM 99.3 or 100.3), or KLDR (FM 104.5 / 98.3) for information concerning the release of your children from school. Battery-operated transistor radio is helpful in case of the loss of electricity. If the decision is made to hold the students in their buildings, they may be picked up at the school by checking them out at the office. Students will only be released to those contacts authorized on your student’s enrollment. In most cases if a loss of power occurs, you will not be able to contact the school by telephone.

DELAYED SCHOOL OPENING If our roads are icy, or other dangerous conditions exist in the morning, please listen to your local radio station, our website at www.threerivers.k12.or.us, or TV channels (5, 10 & 12) between the hours of 5:30 a.m. and 8:00 a.m. radio will give all the information you will need. Things that you will need to be aware of: School could be closed for the entire day. ​ ​ School opening could be delayed TWO hours. On a two hour delay call, school will end at the normal time.

Many times you cannot tell by looking out the window whether the roads are dangerous for buses or cars to travel. so everyone calls the school, it only clogs the phone lines so that even emergency information cannot get through. Rely on those media described above to stay in touch about school developments during inclement weather.

ENROLLMENT PROCEDURE Your child’s enrollment must be completed online. The enrollment provides the emergency information we need to have in case we are unable to reach you in a crisis. As your address, ​ phone number, or emergency contacts change during the year, please notify the office ​ immediately. Should an emergency occur it is essential that we are able to contact you. ​

FIELD TRIPS Field trips may be scheduled for educational, cultural or other extracurricular purposes. All students are considered to be “in school” while participating in district-sponsored field trips. This means students are subject to the school’s student conduct rules, applicable Board policy, and other such rules as may be deemed appropriate by the field trip supervisor. A signed permission slip and liability form must be obtained in order for a student to participate in the field trip. Students must ride the bus to and from all field trips unless there is a serious (usually medical) reason why they should not. Parents must contact and receive permission from the Principal, one week prior to a field trip for permission to transport their student themselves. Please let your students’ teacher know if your child will be receiving a school lunch by indicating it on the permission slip. Parents who are chaperoning students must ride the bus with students to and from field trips. Chaperones must be at least 18 years old. Parents or guardians ​ chaperoning the field trip MUST fill out a volunteer application at least two weeks before attending a field trip. A background check will be done on all chaperones attending a field ​ trip. These take at least two weeks. All chaperones must be approved by the teacher and the Principal. Chaperones must follow all school policies. Please, no younger siblings or non ​ students are allowed to accompany field trips.

GANGS The presence of gangs and the violent activities and drug abuse that often accompany gang involvement can cause a substantial disruption of school, district activities and a student’s ability to meet curriculum and attendance requirements. No student on or about district property or at any district activity shall wear, possess, use, distribute, display or sell any clothing, jewelry, emblem, badge or any other such symbol evidencing gang membership or affiliation. No student shall use any speech, either verbal or nonverbal (gestures, handshakes, etc.) signifying gang membership or affiliation. No student shall solicit other students for membership in any gangs nor commit any other illegal act or other violation of district policies. Students in violation of the district’s gang policy will be subject to discipline in accordance with the district’s Student Code of Conduct. ​ 14

GRADING K-5 Williams Elementary teachers grades use their professional discretion to determine how their students' grades are calculated. Williams School teachers are committed to explaining the formulas and meaning of marks and symbols used to reflect student performance in any given subject. We encourage parents to ask teachers about grades!

HEALTH SERVICES There will be health screening of height and weight. Students may have a hearing and vision test. Parents and students are contacted regarding any problems noted. A cumulative record is made of all health data for each student and is kept confidential. Using this record, school personnel are able to inform parents of the need for protection against communicable diseases, including tuberculosis. Parents will be informed whenever there is the potential for communicable disease (such as head lice) when the school is aware of the problem. If a student has an accident or injury at school, it must be reported to the teacher or assistant in charge at the time it occurs. HOMEWORK Homework is assigned to provide students an opportunity to practice independently what has been presented in class, to improve the learning processes, to aid in the mastery of skills and to create and stimulate interest. Whatever the task, the experience is intended to provide the student an opportunity to practice what has already been learned in the classroom.

We would very much appreciate your assistance in making our homework policy a benefit to your child. We suggest that you set up a designated place and a time each day for homework.

IMMUNIZATIONS A student must be fully immunized against certain diseases or must present a Vaccine Education Certificate excluding them from immunizations for medical or nonmedical reasons. These certificates can either be obtained through your healthcare provider or online at www.healthoregon.org/vaccineexemption . Proof of immunization may be personal records ​ from a licensed physician or public health clinic. Any student not in compliance with Oregon statutes and rules related to immunization may be excluded from school until such time as he/she has met immunization requirements.

INCLEMENT WEATHER In case of poor weather or other emergencies, the school may be closed. On such days information will be broad casted over local radio and television stations. These stations include, but are not limited to KAJO, KRWQ, KCNA, KLDR, KROG, KSOR, KYJC, KBOY, KDVR-12, KOBI-5, and KTVL-10. Information can also be attained through the district web page at www.threerivers.k12.or.us. You will also receive a phone MESSAGE, EMAIL, ​ ​ ​ AND TEXT through the district’s SYNREVOICE system.

LIBRARY The library is a place for your pleasure and use. Most books circulate for a period of one week. A few books are limited to use in the library or overnight only. Students must pay for any

damages or lost library materials. Lost or damaged library books that have not been returned or paid for will restrict the privilege to check out more library books. You are responsible for all ​ items that you check out .

LOST AND FOUND Lost and found items are placed on a rack in the gym. If there are still items left on the rack at the end of the year they will be donated to Goodwill. Please check frequently for any items your student may be missing.

LUNCH AND BREAKFAST PROGRAM The district participates in the National School Lunch and School Breakfast programs. participates in a special program, CEP, that currently provides free meals to all Williams students. If a student brings their lunch from home and needs milk, it will need to be purchased at a cost of 50 cents.

MCKINNY VENTO ACT (Homeless Youth) Program School aged children and youth who lack a fixed, regular, and adequate nighttime residence, including but not limited to, sharing housing with other persons due to loss of housing, living in motels, cars, campgrounds, abandoned buildings or transitional shelters are considered homeless and qualify under the McKinney Vento Act. Three Rivers School District offers resources to homeless students, including the following: advocacy, school/clothing/hygiene supplies, food assistance, mentoring, access to healthcare, student fee assistance, sports fee waivers, and referral services for case management and shelter/housing options. We have family advocates at each school for assistance. If we can't provide what your student needs, we can refer you to a local community service that may be able to help. For further information and a list of community resources, go to the Three Rivers District Website (www.threerivers.k12.or.us) ​ ​ under the Departments Tab on the Homeless Youth page.

MEDIA ACCESS TO STUDENTS Media representatives may interview and photograph students involved in instructional programs and school activities, including athletic events. Information obtained directly from students does not require parental approval prior to publication. District employees may release ​ student information only in accordance with applicable provisions of the education records law and Board policies governing directory information and personally identifiable information.

MEDICATION Parents, do not send any type of medication to school with your student. An adult must bring ​ all medications to school. State law addresses the dispensing of any form of medication by ​ school personnel. Medication means any prescription or over-the-counter medication including but not limited to eye, ear and nose drops, inhalants, medicated ointments or lotions, aspirins, cough drops, antacids, and herbal medications. Vitamins, herbal foods or supplements cannot ​ be administered at school. For school personnel to administer any medication, the parent must ​ provide a written request. All prescription and over the counter medication must be in ​ original container with parent’s special instructions and physician’s instructions. Parents also ​ need to fill out and sign a medication request form available online. All medications must ​ ​ be given to the office staff for safekeeping. Medication can not be sent home on the bus with your student and must be picked and dropped off by a parent.

NEWSLETTERS A school newsletter is printed once a month. is usually sent home with your child and contains a variety of school news and important announcements. encourage you to read this to keep abreast of the happenings at Williams. It is also posted on our webpage.

OFFICE HOURS The office is a source of information and is open from 7:00am to 3:30pm. If you must call the office after business hours please leave a detailed message with your name, phone numbers, and reason for your call.

OUTSIDE FOOD AND DRINKS It is important for the safety of students, that ALL outside food and drinks brought to school ​ ​ that will be shared with other students for parties, special occasions, and activities should only be store bought and wrapped in its original container. The ingredients should be clearly listed on the container as some students may have severe allergies. It is also important that students bringing containers to hold liquids such as cold drinks or water for lunch should be brought in either plastic or steel bottles. Glass bottles are not permitted for safety reasons. ​

PARENT/TEACHER CONFERENCES Teachers and administrators welcome the opportunity of becoming better acquainted with all parents. This can be accomplished through open house, conferences, phone contacts and written notes. Teachers are available before and after school daily. Please call ahead of time to schedule an appointment with your student’s teacher. There are also regularly scheduled conferences at the end of two grading periods. Teachers will send information home with students to set these scheduled times up. If parents want to conference with a teacher at other times, call the office or email your student’s teacher to make arrangements.

PETS No pets are allowed at school without permission. The office may give special permission for pets to be brought to school for a display or demonstration. Under no circumstances is a potentially dangerous pet to be brought to school.

PLAYGROUND RULES At Williams Elementary School we utilize our PBIS school-wide expectations to encourage appropriate behavior on the playground. Students are taught the playground rules and rules of the school. ● Play fair, have good sportsmanship, and respect others. ● Listen for supervisor’s whistle and follow instructions. ● Respect trees, rocks, and sticks by leaving them on the ground. ● Stay in view of supervisor unless you have permission to leave the playground. ● Running and Chasing is not considered appropriate behavior on playground structures, or on pavement. ● Footballs and soccer balls belong on grass areas only, not the playground structures

PROGRESS REPORTS/REPORT CARDS Progress Reports are sent home with students once per quarter.

Report cards are sent home at the end of each semester. Grades will be based on many factors including, assignments, class participation, special projects, research activities, and other identified criteria. Parents are encouraged to arrange a conference with the teacher at anytime when student’s grades become a concern.

PFO/PIONEER FAMILY ORGANIZATION PTSG or Parent Teacher Support Group, is a dedicated group of parents and teachers who work together to support our students in school through helping to organize events, fund raising, and sharing ideas to create a more successful school learning experience. If you are interested in becoming a member or for more information please contact our office and we will put you in contact with our PTSG Coordinator.

RELEASE OF STUDENTS FROM SCHOOL A student will not be released to any person without the approval of his/her parent or as otherwise provided by law. Only those persons listed on your student’s enrollment form as an emergency contact are allowed to pick up your student. An ID will be required at time of pick-up to safely identify that person. A student shall not be released from school at times other ​ than regular dismissal hours except with the Principal’s permission or according to school sign-out procedures. The office will determine that permission has been granted before allowing the student to leave.

RELIGIOUS RELEASE TIME Currently Bible Release is offered on Fridays from 12:30-1:45 pm. There is a form for parents to complete to register their child for Bible Release. Students attending Bible Release will be transported off campus by adults running the Bible Release program. Williams Elementary does not have any affiliation with the Bible Release program or the transportation used for the program. Forms will be available after school begins. Parents must notify the school in writing if they wish their child to discontinue going to Bible Release.

RESIDENCY PROCEDURE Any student attending Williams School must reside within the legal attendance boundary or receive permission to attend Williams Elementary from the Three Rivers School District. This permission must be obtained yearly.

SCHOOL SUPPLIES A list of needed school supplies will be available in the office prior to the start of school and on the school website at www.threerivers.k12.or.us. Parents will be responsible for all school supplies.

SCHOOL INSURANCE School insurance is available for purchase. This is a contract between you and the insurance companies, not the school or district. Please take time to read the insurance application form.

SITE COUNCIL Williams Elementary is looking for parent representatives that are interested in becoming a Site Council member. The Council is made up of the Principal, teachers, classified staff, and parents. Duties include assisting in the development of plans to improve the professional growth of the school’s staff, the improvement of the school’s instructional program, the use of funds to 18

support parent involvement, the development and coordination of plans for the implementation of programs as defined in HB2991, and the administration of grants-in-aid for the professional development of teachers and classified district employees. Meetings are held once a month. If ​ you have questions or are interested in becoming a member, please call the office at 541-846-7224.

SPEECH THERAPIST A speech therapist meets with students each week. Students who have been evaluated for services may work with the therapist on a set schedule. If you feel your child needs help in the area of speech development, please contact the child’s teacher to see about obtaining an evaluation from the therapist.

SPECIAL EDUCATION SERVICES Public Law 105.17 known as I.D.E.A. (Individualized Disability Education Act) requires school districts provide a free and appropriate education to all disabled children and young adults ages 0 to 21.

Three Rivers School District requests the identification of any children/young adults between the ages of 0 and 21, who are enrolled or currently being served by the district schools. you know of any disabled children/young adults between the ages of 0 and 21 who are not receiving educational services, please call the Special Education Department of the Three Rivers School District. phone number is 541-862-3111.

STUDENT ENROLLMENT INFORMATION All returning and new students must complete ENROLLMENT online for 2019-2020. Call the office if you have any questions about this process of need assistance. Give extra attention to this process please, completing all medical information, especially noting any “yes” information. School records are updated on a yearly basis from this enrollment form. During ​ the school year, please keep the office informed of any address or phone number changes that occur.

SUBSTITUTE TEACHERS: They are our Guests! Due to classroom teachers becoming ill, going to workshops, or having family emergencies, each student will at some point be taught by a substitute teacher. Students are expected to behave with the same respect and courtesy expected by all staff. In the event a student chooses to behave inappropriately office administration will assign an appropriate consequence.

STUDENT ENROLLMENT INFORMATION All returning and new students must complete current STUDENT ENROLLMENT ONLINE. Please inquire at our office about online enrollment for 2020 - 2021. You will need to register online, and returning students will update any information that has changed. School records are updated on a yearly basis from this enrollment process. During the school year, please keep ​ the office informed of any address or phone number changes that occur.

TOBACCO, DRUGS, AND ALCOHOL Limitations: Possession or use of tobacco in any form, alcohol or illegal drugs by students on the school grounds, on the school bus, or while participating in a school sponsored group function, or during school hours is contrary to Oregon Law and School District policy. 19

Possession: The possession of tobacco, alcohol, illegal drugs, paraphernalia, lighters, and matches by students is not allowed. Violation: The violation of rules subjects a student to suspension and possible expulsion from school.

Students are expected to abide by all Federal and State Laws. Violations of civil law on school property will subject the student to the same enforcement policy as exists under the law. Students and parents shall be informed that unlawful delivery of a controlled substance to a student or minor within 1,000 feet of school property is a Class A felony. Violation of this policy will also subject the student to possible suspension from school. It may also result in the school calling in the appropriate law enforcement agency.

USE OF SCHOOL TELEPHONE The office phones are for school business only. Students may make emergency calls only with permission from their teacher or staff member. Students may not use the phone to make after school arrangements or play dates. Arrangements must be made ahead of time. Only in an emergency will a bus pass be issued or changed at the request of a parent or guardian only via telephone. In the event of an emergency, phone calls are acceptable. Phone calls may need to ​ ​ be verified for the safety of your child. You must call prior to 1:00 p.m. to ensure we are able to carry out the changes you request. The health room and telephone are located in the front office area. The phones are to be used by students for emergencies only. ​ ​

VISITORS/SCHOOL VISITATIONS Parents, visitors, volunteers, and parents must have a VISITOR'S PASS while on the campus. Parents, as well as community members, are always welcome to visit in the classes at ​ Williams Elementary School. Please make arrangements with the teacher or office before coming to visit . For the protection of students and the prevention of disruption, ALL visitors, ​ must enter and sign in at the front office and pick up a visitor’s pass. ​

VOLUNTEERS Parent or community volunteers are welcome to assist individual teachers or the school in general with specific tasks. The amount of volunteer time desired by individual teachers may vary. If you are interested in volunteering to help with a specific task, please obtain a Volunteer Form from the school office. A background check will be done by the district office and can take up to two weeks. Know that consistency and dependability are key essentials in being an effective volunteer. Volunteer background checks are good for two years. For the protection ​ of students and prevention of disruption, ALL visitors, volunteers, and parents must enter and register through the office FIRST and pick up a visitor’s pass. ​

WEBSITE Our District and school have a website on the internet. The address is: www.threerivers.k12.or.us. On the web site pertinent information is posted, including current ​ and past newsletters, Student/Parent handbook, and calendar of events. Please check our site periodically for updated information.

WITHDRAWALS To withdraw from our school (transfer to another school), the teacher will check that all books are turned in, including library books. When entering the new school, there will be a Records ​ Request form to sign giving permission for our school to send school records to the new school. 20

Be sure to do this as soon as possible. We cannot release school records without this completed request mailed or faxed to 541-846-7225.

YEARLY CALENDAR A copy of the yearly calendar for Three Rivers Elementary schools will be given to your student the first week of school. We recommend that you pull out the calendar and keep it posted in your home. calendar gives the days that school will not be in session due to conferences, vacations, and inservice days.

Title 1 Parent Involvement Policy

Involvement of Parents in William’s Title 1 Program

Annually Williams Elementary School will make available the following opportunities for parent involvement to the families we serve:

1- During our annual fall Title One/Back to School event we will host a Federal Programs Booth to disseminate current Title 1 information. Information is available regarding funding, how resources are spent, what academic areas we target, and staff support.

2- We strive to offer flexibility to our families by having meetings at varying times, put all information about meetings on our website, on our reader board and in school and class newsletters.

3- We host a spring event to bring families on campus. Family Literacy Night is an opportunity for students and families to celebrate our academic offerings and achievements.staffing the different arts and crafts booths will provide specific information to the parents that stop by their activity.

4-We provide information regarding Title I services during our parent-teacher conferences two times per year. We meet with all of our elementary aged parents/guardians and with title one parents. these conferences we share information about reading and math groups, assessment, growth and next steps.

5-We provide an explanation of the Title I curriculum in our Back to School Night, during conferences and in our class newsletters describing the content that is being taught.

6-Our teachers make themselves available after school, before school and via email to all of our parents. We have a student study team (SST) that meets as needed to discuss any student concerns and parents are invited to call a meeting if they have any concerns regarding their student. have well attended parent-teacher conferences where parents have given opportunity to talk about concerns.

7-Parents are welcome to attend monthly site council meetings. These meeting are listed in our newsletters and our web page.

Williams Elementary School Policy and Regulation Acknowledgement Form

Student Information: The Three Rivers School District and Williams Elementary School must have current and up to date student information at all times in case of an emergency or imperative need. Furthermore, Oregon Law requires that all official documents like TRANSCRIPTS and REPORT CARDS use only the student’s legal name. Therefore, nicknames will only be recognized in daily ​ contact and can not be used on official documents. Birth Certificates are required when ​ registering a new student to our district. The updating of this information is the parent’s responsibility. When any student information changes, please contact the school in person ​ and complete the necessary form so your student remains safe.

Student Records: Student Records are maintained and become a permanent document of Williams Elementary School. Student records will include, but are not limited to name, DOB, address, parent name, guardian name (if applicable), emergency contact, primary language spoken at home, ethnicity,

health information, and other information not listed but necessary for either the safety of a student or documentation related to his or hers education.

Directory Information: Directory Information includes, but is not limited to, media publication of honor roll students, academic involvement, winners of academic competitions, and or sports articles. Directory Information may include student’s name, photograph, participation in an officially recognized activity and or sport, dates of attendance, and awards received.
