Wiltshire Councillor Report: Bridget Wayman reported on a new initiative to encourage wild flowers to grow on council owned verges, please advise Bridget of any area the Parish Council feel suitable to include. 043/09/19 Present: Cllr. SP7 9AW Garden Room, single storey extension. No objections. Proposed by Cllr. R Moors and seconded by Cllr. A Bowerman (unanimous) 19/06701/Ful Friarton, Semley Common, Semley. SP7 9AU and Partial demolition of exiting single storey garage/store building and erection of 19/06906/LBC replacement single storey extension with orangery at rear. No objections. Proposed by Cllr. R Moors and seconded by Cllr. A Bowerman (unanimous) Cllrs R Moors, A Bowerman and D Curless communicated by phone on 23/8/19 to discuss the following application: 19/06885/Ful Bat Willow Farm, Street Lane South/East to Entrance, Peakes Farm, Sedgehill. Proposed addition of two-yard stables, to include 2 horse boxes and a feed store, within existing farmyard. All agreed this application to be controversial. Cllr R Moors to draft letter. Play Area at Semley Village Hall: The hall will be in use by the preschool 4 days a week during term time. As a safe guarding issue signs will be placed at play area (timings to be clarified with pre-school once new term commences) to avoid public inconvenience. New parking area a great improvement, SSPC noted the good work of Tony Duthie and his team. c. Community Governance Review: All Cllrs agreed no changes required. d. 049/09/19 Finance: a. Income & Expenditure Report: As at 31st August 2019 circulated. Proposed by Cllr A Ebbens and seconded by Cllr. D Curless (unanimous) this report represents a true record. 050/09/19 Police/Community Safety Reports: Community police reports for July and August circulated. 051/09/19 Area Board Report: The meeting held on 17th July focused on older people. Next meeting to be held on 18th September 2019. 052/09/19 Health & Wellbeing Report: Update Cllr L Oatts and Cllr R Conlon. • Westminster Memorial Abbey Hospital meeting – All beds are to be retained. • Defib checks carried out and all in order. 053/09/19 Common Land Committee Report: No meeting held as yet. 054/09/19 Rights of Way Report: Update Cllr. Present Cllrs; Adams, Mrs Beer, Dewy, Mrs Fraser, Mrs Fortescue, Mrs Garnett, Miles, Rossiter, Mrs Walker and White. In attendance; Mrs C Churchill (Clerk) and 6 members of the public. WC Cllr Deane Apologies; Cllrs Feltham and Lewis Questions or statements from the public. A resident of Ludwell raised the issue of the volume and speed of traffic through Ludwell, there is a chicane in place but if the exit is clear cars speed through. The matter has been registered with the police. The metrocount was put down today. Also registered to set up a community speed watch scheme. There has been four accidents in the past few months, one of these involved a cyclist. Could there be a flashing warning sign? The road currently floods by the Ludwell chicane as the drain blocks with debris. Sports Club – would like clarification on the lease document. Applicant for Peckons Hill Dairy – happy to welcome Cllrs to a site visit with detailed plans, please contact to arrange a suitable time. If the planning is approved it is hoped to start operating in August 2020. Report from Wiltshire Cllr Tony Deane. Confirmation of the metrocount procedure. Complaints from Highways that the SID has been in place for too long. It was pointed out that a request to use lamppost 26 has been made, Clerk will chase this.
