Political truth is always suspect in a dictatorship, for it usually makes up the first element of treason. Anon. INTRODUCTION This article is historical in methodology, descriptive/analytic in focus. It was written to offer a primarily European readership an understanding of the origins, development, structure, and functions of the new Canadian Security Intelligence Service (CSIS). Canadians who are, naturally, more familiar with the history and building of the CSIS will find it somewhat basic. Persons knowledgeable in security in telligence affairs will find little new or exciting in it. Yet, it is important that this case study of how a democratic state faced a scandal in its security intelligence functions, and came out of the scandal with a new, legal and democratic security intelligence process, be examined and ex plained. There are few state systems on earth today which have had the ability and the political will to do what Canada did: to confront an in telligence/security scandal and turn it into a strengthening of democracy. The Commission of Inquiry Concerning Certain Activities of the Royal Canadian Mounted Police, more popularly known as the McDonald Commission, was established in July 1977. The proximate cause for its establishment was an official statement by the then Commis sioner of the RCMP that allegations of participation by the force in il legal acts (including the break-in at a Quebec press agency office) might have some basis in fact.1 The Commission acknowledged that some members of the force might have been using methods and procedures not sanctioned by law in the performance of their duties for some time, par ticularly those duties associated with national defense and counteres pionage or counter-terrorism. -

Summary Our remit The remit of the Police Organisation Committee is to analyse whether the current organisation of the police constitutes an obstacle to the Government’s requirements for higher quality, increased cost-effectiveness, increased flexibility and a substantial improvement in police performance. If the Committee considers that the organisation constitutes an obstacle in these respects a new organisation is to be proposed. The remit can be seen in the light of the considerable additional resources the police service has received. During the period 2000– 2010 the police service appropriation increased by more than 40 per cent to SEK 19 billion for 2010. At the same time the number of police service employees increased by 26 per cent to 28 000, of whom 20 300 were police officers, making the Police Service the largest state-controlled activity in Sweden. The Government´s assessment is that the increased resources are not reflected in police performance. Organisation of the Swedish Police Service The Swedish Police Service is a state service consisting of 21 police authorities with geographical areas of responsibility that follow the county boundaries, the National Police Board and the National Laboratory of Forensic Science. The National Police Board is the superordinate authority for the National Laboratory of Forensic Science. The National Criminal Police and the Swedish Security Service are constituent parts of the National Police Board, alt- hough the Swedish Security Service in practice functions as an independent authority. 37 Summary SOU 2012:13 The National Police Board is the central administrative agency for police services and has a supervisory function. -

The course has been loosely organized along four themes: Introduction and overview of comparative current and historical structures; Threats and how the state protects itself from those threats; issues related to the protection of individual rights and oversight; and, finally an examination of current issues in intelligence and national security. The focus of the course is to provide an understanding of security and intelligence issues as tools of modern statecraft and to show how these factor into national decision-making as well as illustrating their impact. SPECIAL REPORT Safety in numbers Australia’s private security guard force and counterterrorism Anthony Bergin, Donald Williams and Christopher Dixon October 2018 About the authors Anthony Bergin is a senior analyst at ASPI and a senior research fellow at the National Security College, Australian National University. For 20 years Dr Bergin served as an academic at the Australian Defence Force Academy where he taught homeland security. From 1991 to 2003 he was the director of the Australian Defence Studies Centre. He served for four years as an adjunct reader in law at the ANU, where he taught international law. Dr Bergin has been a consultant to a wide range of public- and private-sector clients and has written extensively on national security issues in academic journals, books and reports. He is a regular media commentator and contributes to ASPI’s The Strategist and the Crawford School of Public Policy’s Policy Forum. Donald Williams holds qualifications in security management as well as risk, project and resource management. He is a certified Protection Professional and Registered Security Professional. He is a member of ASIS International, the Institute of Explosives Engineers and the International Association of Bomb Technicians and Investigators. He is the author of numerous papers, books and security standards. Christopher Dixon was a research intern at ASPI in 2017–18. He graduated with first-class honours from the RMIT Bachelor of Arts (International Studies) (Honours) program. His research interests include Australian defence and national security policy.
