The public meeting will be held on: Thursday, November 20, 2014 5:00 p.m.–7:00 p.m. (CST) Presentation: 6:00 p.m. Presidio Activity Center- Gym 1200 East O’Reilly St., Presidio, Texas The purpose of the meeting is to provide information about the proposed project and gather input from the public. Maps of the project area and other displays will be available for review and comment. TxDOT staff will be available to answer questions. All materials will be presented in English and Spanish.   • Rio Grande Flooding Continues at Presidio, Texas-Ojinaga, Chihuahua
    International Boundary and Water Commission United States Section For immediate release 6:30 p.m. CDT September 18, 2008 RIO GRANDE FLOODING CONTINUES AT PRESIDIO, TEXAS-OJINAGA, CHIHUAHUA The U.S. Section of the International Boundary and Water Commission (USIBWC) advises that a segment of the United States Rio Grande flood control levee in a rural area near Alamito Creek downstream of the City of Presidio, Texas was overtopped and failed, sending floodwaters onto adjacent farmland and a golf course. On September 18, this water began backing up on the land side of the Rio Grande levee toward the urban area of Presidio. The USIBWC is currently coordinating with state and local emergency managers to begin sandbagging operations in an effort to prevent this water from flooding the City of Presidio. River levees adjacent to the City remain intact. Rio Grande flow peaked on the night of September 16 and has decreased somewhat since then. On the Mexican side, the failure of levees on the Rio Grande and its tributary, the Conchos River, has caused widespread flooding in Ojinaga, Chihuahua. Floodwaters have inundated Ojinaga’s wastewater treatment plant, sending sewage into the Rio Grande approximately two miles downstream of the international railroad bridge. The USIBWC operates and maintains 15 miles of Rio Grande flood control levees in the Presidio area, providing protection to 5403 acres of land on the United States side of the Presidio-Ojinaga Valley. The U.S. levees range in height from 6 to 14 feet and protect the river reach between Haciendita and Alamito Creek. Since late August, flood conditions have existed on the Conchos River, a Mexican tributary that flows into the Rio Grande at Presidio-Ojinaga.

GRIFFEN has done ethnohistorical work in northern Mexico with a basic focus on the culture change of native groups as they were influenced or dominated by the Spanish colonial system. In the late 1970s, he worked specifically on Chiricahua Apache contact under the late eighteenth-century Spanish presidio system at Janos, Chihuahua. He received his Ph.D. in anthropology from the University of Arizona and became chairman of the anthropology department at Northern Arizona University in 1965. After three years as associate professor at St. Louis University, he returned in 1971 to Northern Arizona University as professor and chairman of the anthropology department.   • MAQUILADORAS: Impact on Texas Border Cities
    Before the maquiladora program’s MAQUILADORAS implementation, cities along Mexico’s northern border had among the highest Impact on Texas Border Cities unemployment rates in the country, typically in double digits. Because of the Lucinda Vargas industry’s settlement in these cities and its consistent record of employ- ment growth, these locations now have among the nation’s lowest unemploy- ment rates. In fact, maquiladoras have become so important to the border that in Ciudad Juárez, for example, the majority of all jobs in 2000—60 per- cent—came from the maquiladora sec- tor. Moreover, the overwhelming major- ity of the city’s manufacturing jobs—87 percent—were attributable to maquila- dora companies last year. Technology and Human Capital When Mexico’s maquiladora pro- gram began in 1965, most companies were basically assembly operations re- quiring unskilled labor.     U.S. Economic Influences on Mexican Curriculum in Maquiladora Communities: Crossing the Colonization Line? Elaine Hampton University of Texas at El Paso Abstract This research report is one aspect of a long-term and ongoing exploration into shifts in curriculum practices in education in the United States and Mexico that occur under the influence of strong political support for U.S. market enterprises at home and around the globe, and, in particular, U.S. manufacturing activity in Mexico. Situated in a theoretical framework of Bowles and Gintis (1976) social reproduction theory, and based in the repercussions on education in the global era (Stromquist and Monkman, 2000) this phenomenological study builds on that framework with evidence from Mexican educational policy and school curricula. The research poses and addresses, via examples from Mexican education, the research questions: To what extent should public educational funds provide training for private enterprises? When the private enterprises are foreign, to what extent do the curriculum shifts constitute neocolonizing practices? “Will the predatory Statue of Liberty devour the contemplative Virgin of Guadalupe, or will they merely dance a sweaty quebradita?” Gómez-Peña (1996) In this global era, international exchanges artificially accelerate social change at a pace that endangers many societal elements. Economic exchanges force this accelerated pace and remain protected through acute monitoring to ensure benefit to the corporate interests controlling the exchanges. The escalating social changes left in their wake, such as those in education, are seldom monitored or documented. U.S. Economic Influences on Mexican Curriculum in Maquiladora Communities Impacted societies are left to struggle with the less publicized, but more lasting changes in families, traditions, values, and other ways of life.

    UNITED STATES ENVIRONMENTAL PROTECTION AGENCY REGION 6 1201 ELM STREET, SUITE 500 DALLAS, TEXAS 75270-2102 September 17, 2019 Categorical Exclusion For the City of Ojinaga, Chihuahua, Mexico Wastewater Collection Improvements Project The U.S. Environmental Protection Agency (EPA) Region 6 intends to provide grant funds to the City of Ojinaga, Junta Municipal de Agua Y Sanearniento (JMAS) for the Wastewater Collection Improvements for the City ofOjinaga, Chihuahua, Mexico. EPA's approval of grant funding for the proposed project is a federal action requiring compliance with the National Environmental Policy Act (NEPA), 42 USC §4321 - 4370(t). In accordance with Council on Environmental Quality regulation, 40 CFR §1508.4, a federal agency may categorically exclude certain actions from detailed environmental review that do not individually, or cumulatively, have a significant effect on the quality of the environment. To qualify for a categorical exclusion, a project must conform to one of the categories listed in 40 CFR §6.204(a) and it must not involve any of the extraordinary circumstances identified in 40 CFR §6. l 02(b) . Project Description In 2002, the City of Ojinaga's JMAS conducted a study in the Master Plan for Water and Sewer System Improvements that identified major issues and recommended improvements for the city wastewater collection system. According to the findings, much ofthe wastewater collection system in the downtown area has exceeded its useful life and that many sections ofthe sewer pipeline are in various states ofdeterioration. This has led to frequent sewage spills and the collapse ofsewer lines and manholes. These occurrences can pose potential health risks to the residents of Ojinaga due to contamination ofsubsurface and possibly even groundwater.
