Health Matters Community Voice The AGM of Community Voice was held in May with a plea for more members and for more volunteers to come forward. Speakers at recent meetings have included Dr. Ian Goodman, a local GP, who had recently been elected to the Board of the Hillingdon GP Consortia and Dr Andreas Makris, Consultant Oncologist at Mount Vernon Cancer Centre who spoke on the subject of breast cancer. West Herts Hospital Trust Jan Filochowski the Chief Executive of West Herts Hospitals NHS Trust reports that the trust is now focussing on enhancing patient recovery to help patients get better more quickly after surgery. This has been introduced in some departments at St. Albans Hospital and as a result the lengths of stay have been reduced. The next stage is to extend the programme and introduce it to Hospital.

A new diabetes centre is coming to Watford and the trust is tendering for a partner to build a new private patient unit at Watford.

Mount Vernon Hospital Mount Vernon is now looking for Academic Partnership with the Royal Marsden as there are no research laboratories currently on site. This partnership together with the Institute of Cancer Research will produce the largest cancer centre in Europe, attracting top staff, better training and joint research.

Paul Strickland Cancer Centre Dr Strickland retired after 26 years service and has been honoured with the title Founder and Honorary Life President. In 1982 he became Vice Chairman of the Appeal to obtain a CT scanner for Mount Vernon and the result of which is a world class centre which completed its 200,000th scan last year.

Hillingdon Hospital The Hillingdon Hospital NHS Trust became a Foundation Trust on 1st April and Hillingdon Hospital has been renamed The Hillingdon Hospitals and includes Mount Vernon.

Minor Injuries Unit at Mount Vernon Hospital The MIU is open from 9 am to 8 pm. Its reception desk can be reached on 01923 844201 . The unit treats minor injuries such as burns, cuts and bites. It has x-ray facilities for injuries to arms below the shoulder and for legs below the knee, but it does not x-ray children less than four years of age.

Croxley Rail Link The new extension and re-rerouting of the Metropolitan Line has been agreed in principle. New stations are proposed at Ascot Road and Watford Hospital, a stop at Watford High Street Station and termination at Watford Junction. Adrienne Glicher

House Parties If you are planning a celebration in your house or garden, please consider the impact of amplified music on your neighbours. Putting a warning note through letterboxes is not a licence to play loud music into the early hours of the morning. Please ensure that music is turned down so that it cannot be heard outside your house after 11pm on Sundays to Thursdays and after midnight on Fridays and Saturdays. We all have a responsibility to be considerate to our neighbours and avoid causing a nuisance at any time of the day or night.

As a result of budget constraints, there is no longer an out of hours service at Three Rivers District Council (TRDC) for dealing with disturbance from amplified music. From October, calls to TRDC outside working hours will go through to Welwyn Police Station where the complaint will be logged and reported to TRDC officers the next working day.

Be a Good Neighbour!

Some simple steps to neighbourhood harmony: • Cut back your garden shrubs and trees which overhang the pavement. • Put your waste bins and recycling boxes out of sight once they have been emptied. • Park with care and consideration for neighbours entering and exiting their driveways. • Keep the verge outside your property free of litter and cars; parking on grass verges causes significant damage. • Noisy work, such as mowing the lawn or blowing leaves/debris, should be done considerately. Please ensure your gardeners do not carry out this type of work before 9am at the week-end. Some of us like to enjoy an extra hour or two in bed!

The Withey Beds – A Local Nature Reserve on our doorstep

Situated off Moor Lane, between the entrance to Moor Park and the Metropolitan Line railway are around 17 acres of beautiful and unspoilt wetland, known as the Withey Beds. The land was designated as a Local Nature Reserve (LNR) in 2003 and is managed by Three Rivers District Council. TRDC are supported in the task by The Friends of the Withey Beds , an unincorporated body with a little over 200 households in its Membership group.

‘Withey bed ’ is an old English term used to describe the growing of different species of willow for coppicing. They once formed an important part of the local village economy; supplying poles for basketwork, thatching, firewood and many other uses. The Withey Beds in were traditionally coppiced to provide such products and this form of management resulted in the varied habitats becoming established. Today, The Withey Beds is still managed using traditional techniques. The rotational coppicing of willow preserves the character of the site and grazing with cattle, or cutting and removing the vegetation within the field, will help halt encroaching scrub as well as preserve the character of this special site and allow wildlife to continue to flourish.

The LNR offers a variety of habitats and supports some fascinating plants and animals, particularly birds and insects that are characteristic of swamp and fen. Both of these facts help to make The Withey Beds a distinctive and valuable natural resource. The diversity of habitats includes wet woodland, mature standard trees, swamp, marsh, drier grassland, standing and fallen dead wood, open ditches and the River Colne. It is this diversity that makes it a popular site for migratory birds and other species.

Visitors are most welcome. There is no charge for entry for either Members or Non - Members. Limited parking is available opposite the entrance and care is essential when crossing Moor Lane. A New Dawn for Home Improvements The present economic climate is affecting many aspects of society and the current government is trying to create numerous policies to stimulate economic growth and activity. Construction of all kinds is seen as a method of creating activity at many levels; current directives to local authority’s planning departments are aimed at encouraging domestic extensions and development. This has resulted in a higher level of recent planning approvals; approximately 90% of planning applications are being given consent.

However, there are some developments that do not need planning permission from the local authority because they are classified as ‘permitted development’ under the rules set by Government. In these cases, no public consultation is carried out. An extension or addition to your house is considered to be permitted development, not requiring an application for planning permission, subject to certain limits and conditions which are summarised below:-

• No more than half the area of land around the "original house" (see note) would be covered by additions or other buildings. • No extension forward of the principal elevation or side elevation fronting a highway. • No extension to be higher than the highest part of the roof. • Maximum depth of a single-storey rear extension of three metres beyond the rear wall for an attached house and four metres beyond the rear wall for a detached house. • Maximum height of a single-storey rear extension of four metres. • Maximum depth of a rear extension of more than one storey of three metres beyond the rear wall including ground floor. • Maximum eaves height of an extension within two metres of the boundary of three metres. • Maximum eaves and ridge height of extension no higher than existing house. • Side extensions to be single storey with maximum height of four metres and width no more than half that of the original house. • Two-storey extensions no closer than seven metres to rear boundary. • Roof pitch of extensions higher than one storey to match existing house. • Materials to be similar in appearance to the existing house. • No verandas, balconies or raised platforms. • Upper-floor, side-facing windows to be obscure-glazed; any opening to be 1.7m above the floor. • On designated land (which includes conservation areas) no permitted development for rear extensions of more than one storey. • On designated land no cladding of the exterior. • On designated land no side extensions.

Where there is any doubt as to whether a development to your house would be permitted development, advice should be sought from Three Rivers District Council. To be certain that a proposed development is lawful and does not require an application for planning permission, it is possible to apply for a ‘Lawful Development Certificate’ from the local authority. Application forms can be found on the TRDC website: www.threerivers.gov.uk.

Note: The term "original house" means the house as it was first built or as it stood on 1 July 1948 (if it was built before that date). Although you may not have built an extension to the house, a previous owner may have done so.

Road Stewards

Our hard-working Road Stewards are about to start to collect the 2011/2012 annual subscriptions from you, our Members. The Association would like to thank them for their hard work, and to thank you for your contributions. I am pleased to tell you that the subscription for this year is still only £2.

Some Road Stewards have been round to collect already during the school holidays. Others will be collecting at the same time as delivering this Autumn Newsletter. And there are some Road Stewards who prefer to catch you at home during winter evenings. In any event, your membership of the Association is continuous, regardless of when during the year you actually pay your subscription.

Roy Underwood Roy Underwood, who died recently, was Head Teacher at Eastbury Farm Primary School from 1969 to 1986. Kathy Scruton recalls her memories of Roy.

Remembrance Day Service at Eastbury Farm Primary School

There will be a Remembrance Day Service at Eastbury Farm Primary School on Sunday 12th November . A member of the committee will be attending on behalf of the Association to lay a poppy wreath. The service at the Northwood War Memorial in Green Lane will also be attended by a committee member who will lay a wreath on behalf of the ERA as has been done for many years.

Please note that the service at Eastbury Farm Primary School will commence at 10.00am, not 10.30am as stated in a recently delivered Conservative Party " in touch" leaflet.

Fund Raising Events for Michael Sobell House

Wednesday 2 November 2011 – Fun Winter Quiz Start time is 7.30pm at the MSH Lecture Hall, Mount Vernon Hospital, via Gate 3, off White Hill, Northwood (the back entrance to the hospital). Sunday 27 November 2011 – Light up a Life, Remember a Loved One This ceremony of seasonal music and readings is open to all, irrespective of faith or belief. Starting at 4pm the ceremony is to remember loved ones and absent friends by dedicating a light that will shine on our Light up a Life Tree until 6th January 2012. The event will be held indoors and there will be the opportunity to reflect near the tree, at the end of the ceremony. Dedication forms are available from Ophelia Chambers-Henry on 01923 944829 .

Saturday 3 December 2011 – Santa Dash Join in the second ‘Santa Dash’. You will be given a Santa costume to wear! Kids will be given a festive item to wear. This fun event will not only bring awareness of the valuable work done by the hospice but also, if each Santa collects sponsorship of £100 or more, a significant amount of money will be raised to help care for patients. Rotary Club of Ruislip-Northwood Did you know that you have a local Rotary Club? It's not a secret society, but a collection of men and women, who want to put something back into their community, help people both here and abroad and do it in the company of friends. If you have some spare time and would like to do the same, why not come to one of our meetings, and perhaps you may even like to join us in the Rotary Club of Ruislip- Northwood.

This year we have raised money for hospices and Grangewood School for the handicapped, sent typewriters and sewing machines to Africa, run a free blood pressure testing morning for adults in Northwood, and a disco for handicapped adults at their club. For fun, we've visited the BBC and the House of Commons. Now we are working on Ruislip's first BEER FESTIVAL to raise funds for charity on November 17th-19th at Ruislip Rugby Club.

Work Aid For many years the Rotary Club has been assisting Work Aid, a registered charity which provides refurbished tools to Uganda, helping people to help themselves and improve their lives. The charity repairs the tools at Chesham in an old boot factory and sends them in a container to East Africa. At that end the tools are distributed via the local churches to those in need. Many letters received by Work Aid confirm the safe receipt of the gifts. Particularly valuable to them are manual typewriters and sewing machines. Many people in the villages do not have access to electricity but can work with these items to earn a small income.
