Sunglass Hut reported that after a man left the store they discovered two pairs of sunglasses missing. Troy Officers spoke with the suspect who stated that the only glasses he had were his own. Home Goods, 600 John R, 1/24/12, 3:57 pm: A 69-year- old female from Warren was arrested for “Retail Fraud II” after stealing 6 items of merchandise. She has one prior “Retail Fraud” conviction. Home Goods Loss Prevention states they had previously stopped the woman for shoplifting but had released her without prosecuting.

Sears, 300 W Fourteen Mile, 1/24/12, 7:58 pm: Loss Prevention reports a man entered the store, stole a watch and then attempted to return to the store. A refund was denied. The man went to the children’s section where he made a purchase. He then stole items in the children’s section, stole the watch he had attempted to refund and stole a pair of boots. The 31-year-old from Madison Heights was arrested for

“Retail Fraud III” after stealing a total of $149.97 worth of merchandise.

Kroger, 1237 Coolidge, 1/26/12, 7:14 pm: Troy Police received a report of three men fighting outside the store. When officers arrived they determined that Loss Prevention had been struggling with a shoplifter that was attempting to escape apprehension. Loss Prevention reports that one Loss Prevention Officer had stopped a man that had pushed a cart full of merchandise out of the store without paying for the items. The cart contained Red Bull energy drinks, diapers and meat products with a total value of $321.88. When the Loss Prevention Officer approached the man and identified himself, the suspect charged him and knocked him to the ground. When a second Loss Prevention Officer arrived they were able to subdue and handcuff the suspect. The 52-year-old homeless male was charged with “Retail Fraud I” and “Assault and Battery.” He has an extensive criminal history.

Robberies

Red Roof Inn, 2350 Rochester Ct, 1/22/12, 6:49 pm: Afternoon lobby clerk reports an approximately 20-year- old black male suspect wearing a black coat, black/blue pants, black ski mask and black gloves entered the lobby and pointed a dark colored handgun at her and demanded money. The clerk provided the suspect with money from the cash drawer and then the suspect took the cash drawer, cell phone of the clerk, and the clerk’s laptop. Suspect then exited and fled in a white 4-door sedan which was parked in the handicap space. Similar armed robberies have occurred recently in the Metro- Detroit area and intelligence was developed of a possible suspect. On 1/23/2012 Southfield Police Investigators engaged in a car chase with the suspect, who was in a stolen vehicle. The suspect eventually crashed in Detroit. The suspect then fled on foot and a Southfield officer eventually shot the suspect in the buttocks. Suspect was arrested and transported to an area hospital in which he is expected to make a full recovery. Evidence from the Red Roof robbery was recovered from the suspect’s residence. The shooting is being investigated by Detroit Police Department.

1000 block of Atlas, 1/13/12, 6:45am-3:50pm: Resident reports that in the morning she noticed fresh footprints in the snow near the gate that leads to her backyard. When she arrived home from work she noticed additional footprints leading to the pedestrian garage door. Later the same afternoon the resident discovered the garage door standing open. It does not appear anything was stolen.

1000 block of E Long Lake, 1/21/12-1/24/12: Homeowner reports that the home was “paint-balled.” There are no suspects.

I-75 & Rochester, 1/15/12, 6:56 pm: Troy Officers were dispatched on report of an unoccupied vehicle abandoned in the center lane of the northbound I-75 exit ramp to Rochester Road. When officer’s located the vehicle, they discovered that the vehicle had been reported stolen in a neighboring jurisdiction on 1/13/12. The vehicle was impounded and the jurisdiction where the vehicle had been stolen was notified.

Shield’s, 1476 W Maple, 1/13/12, 11:00 pm: Employee reports a man came into the restaurant and ordered food and drinks. The man went outside to smoke while the employee followed him; because she recognized him from the two previous times he ordered, ate and left without paying. The man stated he was going to his car to get his credit card and the employee went back inside. The man came back into the restaurant but still left without paying his bill. A restaurant customer was able to record the license plate number from the suspect’s vehicle. Investigation continues.

Somerset Collection, 2800 W Big Beaver, 1/16/12, 4:10 pm: Troy Officers were flagged down by a citizen reporting a small child left alone in a parked car. Officers located the vehicle and found a toddler sleeping in a car seat. The child’s mother, a 29-year-old Auburn Hills resident, returned to the car 20 minutes later. The child was unharmed and the mother was cautioned that the child should never be left alone in the car. The matter was referred to Child Protective Services.

VHA Phone Store, 2071 E Maple, 1/20/12, 10:04 am: The Store Owner reports that a customer paid for a purchase with a $100 bill that appeared to be counterfeit. The customer stated he had received the bill in Pontiac and did not know it was counterfeit. He paid for the purchase with other funds. The counterfeit bill is being turned over to the United States Secret Service.

1/24/12, 3:17 till 5:00 pm: All available Troy Officers from two shifts and the Traffic Safety Unit responded to a local business on report of a possible kidnapping involving a minor. An extensive investigation followed and the complaint was determined to be false.

Wattles & Coolidge, 1/20/12, 6:28 pm: Troy Officers were dispatched to the area after a citizen reported a possible drunk driver that was bouncing off curbs and had almost hit another vehicle head on. Troy Officers located the vehicle and as they attempted a stop, the vehicle crossed all the lanes of traffic and nearly hit another car head on. Officers stopped the vehicle and located fresh accident damage. An investigation revealed the driver had struck a tree in the median on Coolidge. The 54-year- old male from Troy was not intoxicated. He explained that his cars heater was broken and he was unable to see out of his windshield but drove anyway. He was cited for “Reckless Driving.” His vehicle was impounded.

City of Troy Remains the Safest City in Michigan

On December 8, 2011, CQ Press released City Crime Rankings 2011-2012: Crime in Metropolitan America. CQ Press uses six crime categories to establish crime rate rankings for all cities with a population of at least 75,000 that report crime data to the FBI. The crime categories include: murder, rape, robbery, aggravated assault, burglary and motor vehicle theft. The rankings in the CQ report are based upon data reported to the FBI for 2010.

According to the CQ report, Troy has the lowest crime rate ranking in Michigan for cities with a population of 75,000 or more. Nationwide, Troy ranked 19th for cities with a population of 75,000 or more. Troy was ranked as the safest city in Michigan 10 of the last 14 ranking periods, including the current one. Troy has achieved “Safest City” rankings as high as 5th and 6th in the United States, in 2006 and 2005, respectively. In fact, in other than 2009, when it ranked 38th overall, Troy has consistently ranked among the top 25 safest cities in the United States with populations over 75,000 since 1998.

The crime categories used by the CQ Press include all FBI Part 1 crimes, except larceny and arson. The FBI defines Part I crimes as the more serious crimes that occur in a community.

The number of Part 1 crimes reported to the Troy Police Department from 2000 through 2010 are as follows:

Incidents of violent crime, which include murder, rape, robbery and aggravated assault, are extremely low. In 2010, there were only 53 violent crimes reported to the Troy Police Department, which represents less than 3.0% of the total Part 1 crime in Troy.

It should be noted that although 10 acts of criminal sexual conduct that occurred in Troy are classified as “rapes” in the FBI statistics, these types of assaults in Troy do not usually involve a victim being attacked by a stranger. There were no forcible rapes involving a stranger assaulting an unknown victim in 2010. Acts of criminal sexual conduct in Troy generally relate to incidents where one of the actors is a minor, complaints where incest or molestation by family members are alleged, or complaints of non-consensual acts between individuals who are acquainted with one another.

The Troy Police Department responded to a total of 35,018 incidents of all types in 2010. The Troy Dispatch center received approximately 173,000 incoming telephone calls in 2010, of which 40,335 were 911 calls. The department hosted 236 crime prevention and other safety programs in 2010, which were attended by 14,632 citizens. Additional workload statistics for 2010 are noted below:

This “Safest City” ranking represents an ongoing and significant achievement not only for the Troy Police Department, but for the community in general. It is a tribute to the residents; an excellent school system; strong prevention programs such as those provided by the Troy Community Coalition, Boys and Girls Club, Troy Youth Assistance, and many others; an effective District Court; and an active business community. The current ranking for the lowest crime rate in Michigan, reinforces the high quality of life that is offered in Troy. The Troy Police Department is dedicated to continuing to work with the community we serve, as well as City Management and City Government to assure this city remains a safe and attractive place to live, raise families, work, and recreate.

In commenting on the latest ranking, Troy Police Chief Gary Mayer spoke about the dedication and quality of the employees of the Troy Police Department. He noted the commitment to public safety this community has consistently sought to maintain. He pointed out the significant number of community volunteers that have come forward to act as our eyes and ears in conjunction with the “Citizens on Patrol Program,” which was formed in the face of recent staffing cuts. The Chief stated, “The Troy Police Department is made up of professional men and women who work hard to identify and solve problems. They, like so many in our community, have had to work through some significant challenges in terms of the current economic climate. They have been called upon to make sacrifices, yet they continue to provide this community with a level of law enforcement service that I am convinced is second to none. We have become a smaller, but more streamlined organization. We value the resources we have been provided and are dedicated to utilizing those resources to deliver the best law enforcement service possible.”

City of Troy Meets the New State Standards for Accountability and Transparency

The City of Troy has a long history of fiscal transparency, evidenced by the information contained on its comprehensive website, its community conversations and best practices of cost reduction and fiscal responsibility. City Management engaged in a massive restructuring initiative to take control of its future to assure that Troy would deliver municipal services in the most cost efficient and effective manner.

When the State of Michigan introduced the Economic Vitality Incentive Program (EVIP), it was easily determined that Troy could meet the new state standards. The Performance Dashboards proposed by Governor Rick Snyder would include those financial and operating measures that are most important to the government and its citizens. The Dashboards provide a quick assessment of a community’s performance in five key areas that affect families today: economic strength; health and education; value for government; quality of life; and public safety.

“Troy has always been a very lean operation with a history of being fiscally responsible,” City Manager John Szerlag said. “This Dashboard gives us one more way to provide transparency, accountability and a comparative analysis to our citizens. For more than 15 years, the City of Troy has worked to put best practices in place including engaging in a massive restructuring initiative during these tough times as well as many public and private partnerships.”

Troy Police Department Pistol Team Wins 9th Consecutive State Governor’s Cup

The Troy Police Pistol Team competed in the state match pitting police departments against each other in a test of pistol shooting accuracy and for the 9th consecutive year won first place. The team took home the Governor’s Cup with a 5 person score of 1305 (out of a possible 1500 points). This score also included 13 direct hits on the center “x.” The match was held at RV Grey Pistol Range in Jackson, Michigan on September 9, 2011 and the Troy team competed in the highest classification for comparative size departments-Class “A.” All teams had to contend with a heavy rainfall that made the shooting more difficult, though it did not stop the Troy team’s ability to garner their 9th consecutive title. The members of the team included: Sergeants Robert Wolfe and Frank Nastasi; Officers Milton Stansbury, Russell Bragg, Craig Fitzpatrick, Antonio Cascioli, Greg Stopczynski, and Peter Minton.

The Troy City Council Approved the transfer of the Troy Police Department “Animal Control Service” to the Oakland County Animal Control Services at the City Council meeting on Monday March 28, 2011.

Oakland County Animal Control Services will responsible for the following:

 Respond to and investigate animal bites on any animal that may carry rabies.  Respond 24/7 to calls involving animals that put the public at risk.  Sell, process, and record the licensing of dogs.  Impoundment, care for, and attempt to reunite stray dogs.  Annual dog census.  Investigations of reported animal cruelty.  Support and administration for shelter operations and enforcement.  Enforce the Dangerous Dog Act, including any vicious animals.  Investigate and enforce multiple animal control law violations to include: wolf/dog breeding, ban on large carnivores, dog fighting, and suspected rabies cases.  Sick and injured animals with the potential of rabies causing hazard to the public.  Any wild animal in a residence living area, and a public hazard to the community.  Animals running at large, other than cats.  Found animals, other than cats which must be dropped off at the county facility.  Welfare checks on animals left in vehicles. (Cruelty)  Respond to assist police where animals are involved. (Arrest’s, drug raids, etc.)  Investigate and prosecute Dog Fighting Charges.  Investigate suspected rabies in domestic and wild animals.  Inspection and issuance of licenses to Kennels within Oakland County.

 Pick up stray and or nuisance cats, provide cat impoundment, or return cat’s to owners.  Noise/barking dog complaints.  Number of dogs allowed in residence.  Disturbance of birds and bird nest.  Permits for domestic livestock or dangerous animals.  Coyote complaints (DNR matter)  Geese problems (DNR matter)  Pick up injured wildlife and transport to wildlife or sanctuary.  Annually inspect kennel facilities, unless claim of cruelty.  Pet shop inspections, unless cruelty.  Tethering, unless claim of cruelty.  Feeding waterfowl.  Hunting and trapping of animal violations, unless cruelty.  Delivery of rabies specimens to Lansing for testing.  Provide shelter quarantine of attack animals.  Euthanasia of sick or ill-tempered animals for residents.  All animal give-ups must be taken to the county facility.
