104 STAT. 5184 CONCURRENT RESOLUTIONS—OCT. 26, 1990 Whereas it is proper and timely for the Congress of the United States of America to acknowledge, on the occasion of the impend ing one hundredth anniversary of the event, the historic signifi cance of the Massacre at Wounded Knee Creek, to express its deep regret to the Sioux people and in particular to the descendants of the victims and survivors for this terrible tragedy, and to support the reconciliation efforts of the State of South Dakota and the Wounded Knee Survivors Association: Now, therefore, be it Resolved by the Senate (the House of Representatives concurring). That— (1) the Congress, on the occasion of the one hundredth anniversary of the Wounded Knee Massacre of December 29, 1890, hereby acknowledges the historical significance of this event as the last armed conflict of the Indian wars period resulting in the tragic death and injury of approximately 350- 375 Indian men, women, and children of Chief Big Foot's band of Minneconjou Sioux and hereby expresses its deep regret on behalf of the United States to the descendants of the victims and survivors and their respective tribal communities; (2) the Congress also hereby recognizes and commends the efforts of reconciliation initiated by the State of South Dakota and the Wounded Knee Survivors Association and expresses its support for the establishment of a suitable and appropriate Memorial to those who were so tragically slain at Wounded Knee which could inform the American public of the historic significance of the events at Wounded Knee and accurately portray the heroic and courageous campaign waged by the Sioux people to preserve and protect their lands and their way of life during this period; and (3) the Congress hereby expresses its commitment to acknowl edge and learn from our history, including the Wounded Knee Massacre, in order to provide a proper foundation for building an ever more humane, enlightened, and just society for the future. -

1 Lands of the Lakota: Policy, Culture and Land Use on the Pine Ridge Reservation Joseph Stromberg Senior Honors Thesis Environmental Studies and Anthropology Washington University in St. Louis 2 Abstract Land is invested with tremendous historical and cultural significance for the Oglala Lakota Nation of the Pine Ridge Indian Reservation. Widespread alienation from direct land use among tribal members also makes land a key element in exploring the roots of present-day problems—over two thirds of the reservation’s agricultural income goes to non-Natives, while the majority of households live below the poverty line. In order to understand how current patterns in land use are linked with federal policy and tribal culture, this study draws on three sources: (1) archival research on tribal history, especially in terms of territory loss, political transformation, ethnic division, economic coercion, and land use; (2) an account of contemporary problems on the reservation, with an analysis of current land policy and use pattern; and (3) primary qualitative ethnographic research conducted on the reservation with tribal members. Findings indicate that federal land policies act to effectively block direct land use. Tribal members have responded to policy in ways relative to the expression of cultural values, and the intent of policy has been undermined by a failure to fully understand the cultural context of the reservation. The discussion interprets land use through the themes of policy obstacles, forced incorporation into the world-system, and resistance via cultural sovereignty over land use decisions. The American Indian Movement in the 1960s and 1970s The Red Power movement1 that arose in the 1960s and continued to the late 1970s may be perceived as the second wave of modern pan-Indianism 2. It differed in character from the previous phase of the modern pan-Indian crusade3 in terms of massive support, since the movement, in addition to mobilizing numerous groups of urban Native Americans hailing from different tribal backgrounds, brought about the resurgence of Indian ethnic identity and Indian cultural renewal as well .4 Under its umbrella, there emerged many native organizations devoted to address- ing the still unsolved “Indian question ”. CORNWELL Under the Direction of Dr. Mary Stuckey ABSTRACT This thesis explores the Crazy Horse Memorial orientation film and its rhetorical claim to represent Lakota values in the rhetorically contested Black Hills of South Dakota. Walter Fisher‟s concept of narrative rationality is used to analyze the informal logic of the memorial film narrative. The Crazy Horse Memorial is seen as a response to Mt. Rushmore‟s colonialist legacy. Analysis shows that the Crazy Horse Memorial actually has much in common with Rushmore‟s legacy of Euro-American colonialism. This thesis discusses the effects of this redefinition of Lakota cultural values on the rhetorical sphere of the contested Black Hills. Chapter Five The Massacre at Wounded Knee 5 There was no hope on earth, and God seemed to have for- gotten us. Some said they saw the Son of God; others did not see Him.… The people did not know; they did not care. They snatched at the hope. They screamed like crazy men to Him for mercy. They caught at the promise they heard He had made. The white men were frightened and called for sol- diers. We had begged for life, and the white men thought we wanted theirs. —Red Cloud, Lakota, 1890 n 1890 a new religious movement called the Ghost Dance swept through the Indian tribes of the western United States. It promised followers that Ieverything on earth would be restored to the way it was before the white men came, with abundant land and game, if the people performed a ritual dance. The Ghost Dance originated with a Paiute prophet named Wovoka who lived on the Walker Lake Reservation in Nevada. Also known as Jack Wilson, Wovoka had lived with a white family during his youth and learned the principles of Christianity (see Wovoka biography, p. 152). On New Year’s Day 1889, a total eclipse of the sun occurred in the west- ern United States. As this unusual and startling event unfolded, Wovoka sud- denly became terribly ill with a high fever. Delirious, he returned to his home and fell unconscious. During this period, Wovoka said that he experienced a powerful dream or vision. “When the sun died, I went up to heaven and saw God and all the people who had died a long time ago,” he related. -

Who are the Trinity Irish Dance Company? Trinity Irish Dance Company were formed in 1990 by Mark Howard in an effort to showcase Irish music and dance as an art form. The company is made up of 18- 25 year olds, and has received great critical and popular acclaim from audiences throughout the world. They have performed all over the world, and have collaborated with many notable contemporary choreographers and musicians. Trinity holds a unique place in the dance world, offering a highly skilled presenation of progressive Irish step dance. Who is Mark Howard? Mark Howard is the founder and artistic director of the Trinity Irish Dance Company, and choreographs much of the company’s work. Born in Yorkshire, England, and raised in Chicago, Mark Howard began dancing at the age of nine, and later went on to become a North American champion Irish dancer. He started the Trinity Academy of Irish Dance at the age of 17, and dancers from this school have won 18 world titles for the United States at the World Irish Dance Championships in Ireland. Howard wanted to find a way for his dancers to do more than just compete for tropies and prizes, so in 1990 he founded the Trinity Irish Dance Company as a way to showcase Irish music and dances as an art form. Mark Howard continues to choregraph new works for the company, and he has expanded his independent career to work in theater, television, concert and film. -

By using the Plains Indian Wars as a case study, a critique can be made of theories which inform predictive models and genocide policy. This thesis analyzes newspaper articles, histories, congressional investigations, presidential speeches, and administrative policies surrounding the four primary massacres perpetrated by the United States during this time. An ideology of racial superiority and fears of insecurity, impurity, and insurgency drove the actions of the white settler-colonialists and their military counterparts. -
