And the blueprint for this swift and systemwide action was laid out by the Centers for Disease Control and Prevention’s (“CDC”) guidance, which is specifically geared towards correctional facilities and identifies in detail the steps that Defendants should take in order to stem and mitigate the spread of COVID-19.
