Mr Josep Borrell Vice-President of the European Commission High Representative of the Union for the CFSP Rue de la Loi 170 1000 Brussels Brussels, 16th April 2021 Dear Mr. High Representative; Mr Vice-President of the Commission: A delegation from the illegitimate National Assembly of the Bolivarian Republic of Venezuela, which emerged from the electoral farce organised on 6th December 2020 by the regime of Nicolás Maduro, recently paid a visit to Brussels and was officially received by the institution you lead. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters. -

This thesis explores the norms, practices, and experiences that conditioned urban belonging in Late Medieval Barcelona. A combination of institutional, legal, intellectual and cultural analysis, the dissertation investigates how citizenship evolved and functioned on the Barcelonese stage. To this end, the thesis is structured into two parts. Part 1 includes four chapters, within which I establish the legal and institutional background of the Barcelonese citizen. Citizenship as a fiscal and individual privilege is contextualised within the negotiations that shaped the limits and prerogatives of monarchical and municipal power from the thirteenth to the late fourteenth centuries. -

Recibido: 14.6.2015 Aceptado: 17.7.2015 TOPONIMIA VALENCIANA PREJAIMINA Xaverio BALLESTER* Una parte significativa de la toponimia valenciana de origen románico docu- mentada antes de la Reconquista (a partir de 1.232) presenta llamativas par- ticularidades lingüísticas perfectamente compatibles con el valenciano. Este hecho contradice la idea un tanto sesgada de que la lengua hablada en parte de Valencia antes de la Reconquista, el llamado “mozárabe levantino”, era un idioma totalmente distinto. Valencian Toponymy before James I of Aragon A significant part of the Valencian toponymy documented before the “Re- conquest” (Reconquista), beginning in 1232, exhibits striking linguistic fea- tures that are perfectly compatible with the historical Valencian language. This fact refutes the somewhat biased idea that the language spoken before the Reconquest, the so–called “Levantine Mozarabic”, was a totally different language. Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017). The parties that became dominant parties during the period are indicated with an asterisk.
