In this asymmetric situation, success in finding a sexual partner is relatively more uniformly distributed among the females but is highly skewed among the males—while most fe- males will find a sexual partner, some males will find many part- ners and many males will inevitably be left without any. Males, therefore, have to work much harder to find a mate—they either have to fight with other males in order to win in the male-male competition and/or they have to advertise themselves to the fe- males and emerge successfully through the filter of female choice. Darwin realised that what it takes to succeed in the sexual market is not always the same that is required to succeed in the struggle for survival. He, therefore, proposed a separate theory of Sexual Selection, to account for adaptations that confer success in find- ing a mate, which may sometimes be quite the opposite of what is best for survival. Perhaps not so surprisingly, male-male competition for females has been much better studied while female choice has been rather neglected, at least until recently. Darwin’s proposal that females have a sense of beauty and choose mating partners that appear beautiful to them was met with much skepticism, including by Alfred Russel Wallace, the co-discoverer of the principle of natu- ral selection. That females can indeed choose, and have a sense of beauty is the theme of this article, but of course, we will mainly use it as a context in which to continue to explore the practice of science and illustrate more ways of designing experiments and doing low-cost research. In particular, we will dwell on how male frogs advertise their beauty and what female frogs find beautiful. Frogs may seem an unlikely subject to explore beauty. Our com- mon perception of frogs is perhaps not one they would be proud of! Tuttle, Founder and President Emeritus of Bat Conservation International (BCI), the international leader in bat conservation. He has studied bats for 50 years, including extensive research on seasonal migration and behavior of bats in the southeastern United States. The full testimony is submitted for the record. Dr. Tuttle will summarize his statement for the Committee on the emergent and disturbing threat to bats known as “White-Nose Syndrome” or “WNS,” This written testimony contains a summary of the current scientific understanding of WNS, a discussion of the current Federal, State, local and private responses to its spread, and recommendations for Federal actions needed to further comprehend and contain this crisis. The Problem: WNS has spread across the Northeastern states and beyond in the past three years, killing an estimated 1 million bats. Mortality rates of 95 to100 percent are reported among infected bat populations. The disease reached Virginia last winter and bats throughout North America are at risk, with devastating ecological and economic consequences. Some of the best wildlife scientists and conservationists in America are desperately seeking solutions, but questions still are far more plentiful than answers. Research efforts to date have been largely uncoordinated and underfunded. Urgent Congressional action is needed to establish a clear leadership role at the federal level, to require development of a national strategy to understand and combat WNS, and to fund targeted research and mitigation efforts nationally.

Among the mammals, they are second only to rodents in number of species. They perform many critical ecological func- tions, particularly as pollinators and seed distributors in tropical rainforest and desert ecosystems, and consume immense numbers of insects. Of the approximately 850 species of bats in the world, only 39 occur in the United States, and of those, only nine occur in Massachusetts. Bats can be easily distinguished from all other animals by their wings. Each wing is composed of skin stretched between four elongated fingers (Fig. 1). A similar membrane, called the interfemoral membrane, is situated between the hind limbs and tail of all North American bats.
