PROJECT DESCRIPTION

The proposal is to convert a vacant 1,740 square-foot two-story single-family dwelling to a Community Center for seniors (dba Self-Help for the Elderly). The project also proposes a 1,500 square-foot two-story rear addition, for a total building size of 3,240 gross square feet. An existing garage door will be removed and replaced with double doors providing access to the facility directly from the ground floor.

REQUIRED COMMISSION ACTION In order for the Project to proceed, the Commission must grant a Conditional Use Authorization, pursuant to Planning Code Sections 209.2, 303 and 317 to authorize the conversion of a dwelling unit and to establish a Community Facility (A Community Center for seniors).

ISSUES AND OTHER CONSIDERATIONS

 Public Comment & Outreach. The Project Sponsor has submitted letters of support from District 4 Supervisor, Katy Tang, Executive Director of Department on Aging and Adult Services, Shireen McSpadden, San Francisco Assessor, , 45 signed form letters of support, and a petition of support with 395 Signatures (for brevity, only one copy of the form letter and only the first and last pages of the petition sheets were included as attachment). One email in opposition to the project and the expanded building was received from an adjacent neighbor to the west at, 2410 42nd Avenue.

 The project proposes to convert a single family home. The property is currently owned by the proposed operator, Self-Help for the Elderly. The home has been vacant for approximately 5

years, and an eviction history review found no evictions since January 1, 2000. The project complies with the criteria for conversion per Section 317.

BASIS FOR RECOMMENDATION The Department finds that the Project is, on balance, consistent with the Objectives and Policies of the General Plan and meets all applicable requirements of the Planning Code. The proposed conversion of a single-family home with garage will add a more active use to the subject block, which will be complimentary to the mix of existing neighborhood-serving uses and residences within the neighborhood. The proposed project would not remove any existing rent-controlled units. The Department also finds the project to be necessary, desirable, and compatible with the surrounding neighborhood, and not to be detrimental to persons or adjacent properties in the vicinity. PREAMBLE

On May 30, 2018, Patrice Fambrini of Jaidin Consulting Group Group (hereinafter "Project Sponsor") filed Application No. 2018-007741CUA (hereinafter “Application”) with the Planning Department (hereinafter “Department”) for a Conditional Use Authorization to convert a vacant 1,740 square-foot two-story single-family dwelling to a Community Center for seniors (dba Self-Help for the Elderly) (hereinafter “Project”) at 3133 Taraval Street, Block 2384, Lot 027 (hereinafter “Project Site”).

The Planning Department Commission Secretary is the custodian of records; the File for Record No. 2018- 007741CUA is located at 1650 Mission Street, Suite 400, San Francisco, California.

On September 13, 2018, the Commission conducted a duly noticed public hearing at a regularly scheduled meeting on Conditional Use Authorization Application No. 2018-007741CUA.

The project is exempt from the California Environmental Quality Act (“CEQA”) as a Class 1 Categorical Exemption under CEQA, as described in the determination contained in the Planning Department files for this Project.

The Commission has heard and considered the testimony presented to it at the public hearing and has further considered written materials and oral testimony presented on behalf of the applicant, Department staff, and other interested parties.

MOVED, that the Commission hereby authorizes the Conditional Use Authorization as requested in Application No. 2018-007741CUA, subject to the conditions contained in “EXHIBIT A” of this motion, based on the following findings:

FINDINGS

Having reviewed the materials identified in the preamble above, and having heard all testimony and arguments, this Commission finds, concludes, and determines as follows:

1. The above recitals are accurate and constitute findings of this Commission.

2. Project Description. The proposal is to convert a vacant 1,740 square-foot two-story single- family dwelling to a Community Center for seniors (dba Self-Help for the Elderly). The project also proposes a 1,500 square-foot two-story rear addition, for a total building size of 3,240 gross square feet. An existing garage door will be removed and replaced with double doors providing access to the facility directly from the ground floor.

The proposed community center is intended to provide senior services to the Outer Sunset residents including a congregate meals program, activity program, education and wellness services, legal and citizenship classes. Additionally, the proposed facility will have access to an outdoor rear yard area. The estimate hours of the proposed facility would be Monday through Friday, from 9:00 am to5:00 PM. The participating seniors are expected to arrive to the site either by walking or taking public transit.

The proposed project addresses several important needs highlighted and supported by National Institute on Aging assessments for senior and elderly populations:

• Senior congregate meals program, intended to promote physical and mental health for seniors; through the provision of nutritious meals and opportunities for social contact; while supporting independent living.

• Community services program including activities/services designed to maintain and improve the quality of life for the elders. Services include implementing wellness programs and health education, providing translation and social services that promote and protect elder rights, and assisting consumers to resolve social services concerns. (examples include, information

and referral services on a variety of services such as food programs, public benefits, legal services, case management, transportation, and housing.

3. Site Description and Present Use. The project site, 3331 Taraval Street (2384/27), is located on the south side of Taraval between 41st and 42nd Avenues in the City’s Outer Sunset - Parkside neighborhood. Assessor’s records identify the parcel as improved with a small single-family dwelling over garage, constructed in 1941.

4. Surrounding Properties and Neighborhood. This property is located within an RM-1 (Residential Mixed, Low Density) Zoning District. Land use surrounding the subject site is mixed; including multi-unit apartment building, two-family and single-family dwellings; with heights ranging from one to three stories. Less than one block away is an NC-1 cluster which provides various neighborhood commercial retail storefronts and eating establishments to the community. The adjacent building to the east is a 3-story, 4-unit, multi-family structure. To the west, the subject property is abutted by the rear yards of four properties with structures that front onto 42nd Avenue.

5. Public Comment & Outreach. The Project Sponsor has submitted letters of support from District 4 Supervisor, Katy Tang, Executive Director of Department on Aging and Adult Services, Shireen McSpadden, San Francisco Assessor, Carmen Chu, 45 signed form letters of support, and a petition of support with 395 unique signatures. One email in opposition to the project and the expanded building was received from an adjacent neighbor the west at 2410 42nd Avenue.

6. Planning Code Compliance. The Commission finds that the Project is consistent with the relevant provisions of the Planning Code in the following manner:

A. Residential Demolition – Section 317: Pursuant to Planning Code Section 317, Conditional Use Authorization is required for applications proposing to convert one or more residential units. This Code Section establishes a checklist of criteria that delineate the relevant General Plan Policies and Objectives.

As the Project requires Conditional Use Authorization per the requirements of the Section 317, the additional criteria specified under Section 317 for residential demolition, merger and conversion have been incorporated as findings as part of this Motion. See Item 8, “Additional Findings pursuant to Section 317,” below.

B. Rear Yard Requirement. Planning Code Section 134 requires, in RM-1 Districts, a rear yard measuring 45 percent of the total depth.

The Project will provide a 25-foot rear yard, which is equal to 25% rear yard for the 100-foot deep lot. The Project is reducing the rear yard from 45% by per Planning Code Section 134(c)(4)(B) to depth based on the location of the rear building wall of the adjacent building to the east.

C. Height. Planning Code Section 260 requires that all structures be no taller than the height prescribed in the subject height and bulk district. The proposed Project is located in a 40-X Height and Bulk District, with a 40-foot height limit.

The Project proposes no additional height to the existing building, which currently has a height of 20 feet, 6 inches.

D. Bicycle Parking. Planning Code Section 155.2 requires at least one Class 1 bicycle parking space for each dwelling unit and one Class 2 bicycle parking space for every 20 dwelling units.

The project shall provide no fewer than one Class 1 or two Class 2 bicycle parking spaces.

7. Conditional Use Findings. Planning Code Section 303 establishes criteria for the Planning Commission to consider when reviewing applications for Conditional Use authorization. On balance, the project complies with said criteria in that:

A. The proposed new uses and building, at the size and intensity contemplated and at the proposed location, will provide a development that is necessary or desirable, and compatible with, the neighborhood or the community.

The proposed senior center will provide a development that is necessary and desirable to the community; providing senior services directly to the residents living in the Outer Sunset – Parkside neighborhood. This property has been vacant for over three years and was donated by the Kwok family to Self Hel for the Elderly with the express purpose of providing these types of services to the senior residents in the community

This building conversion and alteration plan at the size proposed is compatible with the existing RM-1 Residential District and nearby NC-1 neighborhood commercial districts. The plan maintains the existing two-story building envelope; adding a small rear horizontal-vertical component. The proposed building plan will not create any further physical impacts on light air on midblock open space.

The proposed community facility is extremely desirable as it will provide valuable and needed services for residents; enhancing services established for the senior citizens. The use and size of the project is compatible with the neighborhood; which is comprised of a mx of two-four story multi-family, two- family, single family dwellings and neighborhood commercial building envelopes.

B. The proposed project will not be detrimental to the health, safety, convenience or general welfare of persons residing or working in the vicinity. There are no features of the project that could be detrimental to the health, safety or convenience of those residing or working the area, in that:

(1) Nature of proposed site, including its size and shape, and the proposed size, shape and arrangement of structures;

The change in use from vacant residence to a senior community facility will not be detrimental to the health safety convenience or general welfare of the nearby residents or workers. The proposed alteration and addition to the existing building envelope is in full compliance with the RM-1 zoning standards.

The project includes the conversion of a small single-family dwelling unit and alteration and rear horizontal-vertical addition of an existing building envelope, adding 1,500 square feet (total 3,240 sf). Except for replace the existing garage door with a double0door entrance, no exterior changes to the front building façade are proposed, retaining the existing height and two-story building envelope. The vacant, small single-family dwelling was donated by the Kwok family to the Project Sponsor Self Help for the Elderly to support their community service programs in the Outer Sunset.

The proposed rear addition will maintain the required 25% rear yard, utilizing the adjacent building rear yard averaging as allowed in the RM-1 District. As a courtesy to the neighbors fronting on 42nd Avenue, the rear addition does not include any property line windows.

(2) The accessibility and traffic patterns for persons and vehicles, the type and volume of such traffic, and the adequacy of proposed off-street parking and loading;

The proposed senior center is intended to meet the needs of the Outer Sunset – Parkside neighborhood and should not generate vehicular trips citywide. Seniors attending the center are expected to arrive by walking or public transit; with the Muni line L immediately in front of the site on Taraval Street.

(3) The safeguards afforded to prevent noxious or offensive emissions such as noise, glare, dust and odor;

No noxious or offensive emissions such as noise, glare dust and odor are expected to be emitted during the senior centers normal operations. The proposed building alteration will include full compliance with building and safety code standards.

(4) Treatment given, as appropriate, to such aspects as landscaping, screening, open spaces, parking and loading areas, service areas, lighting and signs;

The proposed project does not propose any change to existing landscaping. Any proposed signage will be subject to the review and approval of the Planning Department.

C. That the use as proposed will comply with the applicable provisions of the Planning Code and will not adversely affect the General Plan.

The Project complies with all relevant requirements and standards of the Planning Code and is consistent with objectives and policies of the General Plan as detailed below.

D. That the use as proposed would provide development that is in conformity with the purpose of the applicable Neighborhood Commercial District.

The proposed senior center will provide a development in direct compliance with the stated intention of the underlying RM-1 Zoning District; as the facility will provide necessary and desirable services to nearby Outer Sunset residents.

8. Additional Findings pursuant to Section 317 which establishes criteria for the Planning Commission to consider when reviewing applications to demolish residential buildings and to merge or convert dwelling units.

A. Whether conversion of the unit(s) would eliminate only owner- occupied housing, and if so, for how long the unit(s) proposed to be removed were owner occupied;

The subject property had not been occupied for some time prior to its donation. This single-family dwelling is and has been vacant for over five years; last rented by Dr. Kwok to an employee (2007- 2012) who voluntarily vacated the property and since then the property has remained unoccupied.

B. whether Residential Conversion would provide desirable new Non- Residential Use(s) appropriate for the neighborhood and adjoining district(s);

The proposed community service is both appropriate and desirable for the neighborhood as it is designed to enhance services to the senior population in the surrounding Outer Sunset neighborhood. The Kwok family donated the subject property to Self Help for the Elderly expressly for their continued services in the community, specifically senior programs to residents in the Outer Sunset – Parkside neighborhood. Current community center space is limited and this project will allow Self Help to meet the growing needs of the senior population in the Outer Sunset.

C. whether Residential Conversion will bring the building closer into conformance with the Uses permitted in the zoning district;

The conversion of the structure from residential to senior community center will not change the prevailing character of the surrounding neighborhood. The proposed community center is permitted by conditional use in the underlying RM-1 zoning district.

The project includes the conversion of a small single-family dwelling unit and alteration and rear horizontal-vertical addition of an existing building envelope, adding 1,500 square feet (total 3,240 sf). No exterior changes to the front building façade is proposed, retaining the existing height and two- story building envelope. 6

D. whether conversion of the unit(s) will be detrimental to the City's housing stock;

The loss of one unoccupied dwelling unit through the conversion of the structure to a senior community facility will not be detrimental to the City’s housing stock. The benefits are greater based on services gained and offered to a significant number of needy neighborhood.

E. whether conversion of the unit(s) is necessary to eliminate design, functional, or habitability deficiencies that cannot otherwise be corrected;

There are no design or functional deficiencies noted in the structure however, the proposed alteration plan is designed to allow enable full operation of the Self Help for the Elderly center’s service operation plan.

F. whether the Residential Conversion will remove Affordable Housing, or units subject to the Residential Rent Stabilization and Arbitration Ordinance.

This unoccupied and vacant single-family dwelling was not subject to residential rent stabilization ordinance. The property was donated to Self Help by the Kwok family and the residence was rented to a medical assistant who worked for Dr. Kwok from 2007-2012. The tenant voluntarily vacated the dwelling and the property has remained vacant until transferred to the social service agency.

9. General Plan Compliance. The Project is, on balance, consistent with the following Objectives and Policies of the General Plan:

NEIGHBORHOOD COMMERCE Objectives and Policies

OBJECTIVE 1: Manage Economic Growth and Change to Ensure Enhancement of the Total Living and Working Environment.

Policy 1.1 Encourage development which provides substantial net benefits and minimizes undesirable consequences. Discourage development that has substantial undesirable consequences that cannot be mitigated.

OBJECTIVE 2: Maintain and Enhance a Sound and Diverse Economic Base and Fiscal Structure.

Policy 2.1

Seek to retain existing commercial and industrial activity and to attract new such activity to the City.

Policy 3 Maintain a favorable social cultural climate in the city in order to enhance its attractiveness as a Location.

GOVERNMENT HEALTH AND EDUCATION SERVICES

Objectives and Policies

OBJECTIVE 7: Enhance San Francisco’s Position as a National and Regional Center for Government, Health and Educational Services

Policy 7.2 Encourage the extension of needed health and educational services, managing expansion to avoid or minimize disruption of the adjacent residential areas.

The project will enhance and support a diverse economic base of the City. Self Help for the Elderly provides support services to over 800 residents in the Outer Sunset Area, 90% who are Asian/Chinese and 55% who are low and moderate-income residents.

The senior center will also provide a complete community services program. The program consists of activities and services that maintain and improve the quality of life for the elderly. Services include implementing wellness programs and health education, providing translation and social services that promote and protect elder rights, and assisting consumers to resolve social services concerns. For example, information and referral services on a variety of services such as food programs, public benefits, legal services, case management, transportation, and housing.

10. Planning Code Section 101.1(b) establishes eight priority-planning policies and requires review of permits for consistency with said policies. On balance, the project complies with said policies in that:

A. That existing neighborhood-serving retail uses be preserved and enhanced and future opportunities for resident employment in and ownership of such businesses be enhanced.

No neighborhood-serving retail uses exist on the site. In addition, the Project would not directly affect any nearby neighbor-serving retail uses and may will enhance the nearby retail uses by providing new pedestrians to the area, who may patron and/or own these businesses.

B. That existing housing and neighborhood character be conserved and protected in order to preserve the cultural and economic diversity of our neighborhoods. 8

The propose senior community center will provide necessary services for an underprivileged economic population in the Outer Sunset neighborhood thereby preserving and protecting cultural and economic diversity.

C. That the City's supply of affordable housing be preserved and enhanced,

No designated affordable housing is created or removed as part of this Project; therefore, the Project will not affect the City’s supply of affordable housing.

D. That commuter traffic not impede MUNI transit service or overburden our streets or neighborhood parking.

The Project Site is served by nearby public transportation options on Taraval Street, including the L MUNI line, and although the establishment of the community center may result in increased MUNI ridership, the Project is not expected to materially impair or affect MUNI service or traffic in the neighborhood.

E. That a diverse economic base be maintained by protecting our industrial and service sectors from displacement due to commercial office development, and that future opportunities for resident employment and ownership in these sectors be enhanced.

The Project does not include commercial office development, and the Project site does not possess any industrial or service sector businesses. Rather, the Project is expected to create new job opportunities for faculty/staff, thus providing future opportunity for resident employment.

F. That the City achieve the greatest possible preparedness to protect against injury and loss of life in an earthquake.

The Project will be designed and will be constructed to conform to the structural and seismic safety requirements of the Building Code. This proposal will not impact the property’s ability to withstand an earthquake.

G. That landmarks and historic buildings be preserved.

Currently, the Project Site does not contain any City Landmarks or historic buildings.

H. That our parks and open space and their access to sunlight and vistas be protected from development.

The Project will have no negative impact on existing parks and open spaces. The Project does not have an impact on open spaces.

11. The Project is consistent with and would promote the general and specific purposes of the Code provided under Section 101.1(b) in that, as designed, the Project would contribute to the character and stability of the neighborhood and would constitute a beneficial development.

12. The Commission hereby finds that approval of the Conditional Use/Large Project/Downtown Project Authorization would promote the health, safety and welfare of the City.

DECISION

That based upon the Record, the submissions by the Applicant, the staff of the Department and other interested parties, the oral testimony presented to this Commission at the public hearings, and all other written materials submitted by all parties, the Commission hereby APPROVES Conditional Use Authorization Application No. 2018-007741CUA subject to the following conditions attached hereto as “EXHIBIT A” in general conformance with plans on file, dated August 29, 2018, and stamped “EXHIBIT B”, which is incorporated herein by reference as though fully set forth.

APPEAL AND EFFECTIVE DATE OF MOTION: Any aggrieved person may appeal this Conditional Use Authorization to the Board of Supervisors within thirty (30) days after the date of this Motion. Protest of Fee or Exaction: You may protest any fee or exaction subject to Government Code Section 66000 that is imposed as a condition of approval by following the procedures set forth in Government Code Section 66020. The protest must satisfy the requirements of Government Code Section 66020(a) and must be filed within 90 days of the date of the first approval or conditional approval of the development referencing the challenged fee or exaction. For purposes of Government Code Section 66020, the date of imposition of the fee shall be the date of the earliest discretionary approval by the City of the subject development.

If the City has not previously given Notice of an earlier discretionary approval of the project, the Planning Commission’s adoption of this Motion, Resolution, Discretionary Review Action or the Zoning Administrator’s Variance Decision Letter constitutes the approval or conditional approval of the development and the City hereby gives NOTICE that the 90-day protest period under Government Code Section 66020 has begun. If the City has already given Notice that the 90-day approval period has begun for the subject development, then this document does not re-commence the 90-day approval period.

This authorization is for a conditional use to convert a vacant 1,740 square-foot two-story single-family dwelling to a Community Center for seniors (dba Self-Help for the Elderly) located at 3133 Taraval Street, Lot 027 of Block 2384pursuant to Planning Code Section(s) 209.2, 303, and 317 within the RM-1 (Residential-Mixed, Low Density) Zoning District and 40-X Height and Bulk District; in general conformance with plans, dated September 13, 2018, and stamped “EXHIBIT B” included in the docket for Record No. 2018-007741CUA and subject to conditions of approval reviewed and approved by the Commission on September 13, 2018 under Motion No XXXXXX. RECORDATION OF CONDITIONS OF APPROVAL

Prior to the issuance of the building permit or commencement of use for the Project the Zoning Administrator shall approve and order the recordation of a Notice in the Official Records of the Recorder of the City and County of San Francisco for the subject property. This Notice shall state that the project is subject to the conditions of approval contained herein and reviewed and approved by the Planning Commission on September 13, 2018 under Motion No XXXXXX.

PRINTING OF CONDITIONS OF APPROVAL ON PLANS

The conditions of approval under the 'Exhibit A' of this Planning Commission Motion No. XXXXXX shall be reproduced on the Index Sheet of construction plans submitted with the site or building permit application for the Project. The Index Sheet of the construction plans shall reference to the Conditional Use authorization and any subsequent amendments or modifications.

SEVERABILITY

The Project shall comply with all applicable City codes and requirements. If any clause, sentence, section or any part of these conditions of approval is for any reason held to be invalid, such invalidity shall not affect or impair other remaining clauses, sentences, or sections of these conditions. CHANGES AND MODIFICATIONS

Changes to the approved plans may be approved administratively by the Zoning Administrator. Significant changes and modifications of conditions shall require Planning Commission approval of a new Conditional Use authorization.

Conditions of Approval, Compliance, Monitoring, and Reporting PERFORMANCE

1. Validity. The authorization and right vested by virtue of this action is valid for three (3) years from the effective date of the Motion. The Department of Building Inspection shall have issued a Building Permit or Site Permit to construct the project and/or commence the approved use within this three-year period. 2. Expiration and Renewal. Should a Building or Site Permit be sought after the three (3) year period has lapsed, the project sponsor must seek a renewal of this Authorization by filing an application for an amendment to the original Authorization or a new application for Authorization. Should the project sponsor decline to so file, and decline to withdraw the permit application, the Commission shall conduct a public hearing in order to consider the revocation of the Authorization. Should the Commission not revoke the Authorization following the closure of the public hearing, the Commission shall determine the extension of time for the continued validity of the Authorization. 3. Diligent pursuit. Once a site or Building Permit has been issued, construction must commence within the timeframe required by the Department of Building Inspection and be continued diligently to completion. 4. Extension. DESIGN – COMPLIANCE AT PLAN STAGE

6. Final Materials. The Project Sponsor shall continue to work with Planning Department on the building design. Final materials, glazing, color, texture, landscaping, and detailing shall be subject to Department staff review and approval. The architectural addenda shall be reviewed and approved by the Planning Department prior to issuance. 7. Garbage, composting and recycling storage. Space for the collection and storage of garbage, composting, and recycling shall be provided within enclosed areas on the property and clearly labeled and illustrated on the building permit plans. Space for the collection and storage of recyclable and compostable materials that meets the size, location, accessibility and other standards specified by the San Francisco Recycling Program shall be provided at the ground level of the buildings. 8. Rooftop Mechanical Equipment. Pursuant to Planning Code 141, the Project Sponsor shall submit a roof plan to the Planning Department prior to Planning approval of the building permit application. 9. Overhead Wiring. The Property owner will allow MUNI to install eyebolts in the building adjacent to its electric streetcar line to support its overhead wire system if requested by MUNI or MTA. 10. Landscaping. PARKING AND TRAFFIC

11. Bicycle Parking. Pursuant to Planning Code Sections 155.1 and 155.4, the Project shall provide no fewer than one Class 1 or two Class 2 bicycle parking spaces. SFMTA has final authority on the type, placement and number of Class 2 bicycle racks within the public ROW. Prior to issuance of first architectural addenda, the project sponsor shall contact the SFMTA Bike Parking Program at [email protected] to coordinate the installation of on-street bicycle racks and ensure that the proposed bicycle racks meet the SFMTA’s bicycle parking guidelines. Depending on local site conditions and anticipated demand, SFMTA may request the project sponsor pay an in-lieu fee for Class II bike racks required by the Planning Code. MONITORING - AFTER ENTITLEMENT

12. Enforcement. Violation of any of the Planning Department conditions of approval contained in this Motion or of any other provisions of Planning Code applicable to this Project shall be subject to the enforcement procedures and administrative penalties set forth under Planning Code Section 176 or Section 176.1. The Planning Department may also refer the violation complaints to other city departments and agencies for appropriate enforcement action under their jurisdiction. 13. Revocation due to Violation of Conditions. 14. Sidewalk Maintenance. I write in support of Self Help for the Elderly’s proposed Senior Community Center at 3133 Taraval Street. The project includes the conversion and modest expansion of a vacant single-family home, which was generously donated to Self Help for continued service to the Outer Sunset community.

For many years, I have visited seniors at Self Help’s current Sunset location at the South Sunset Recreation & Parks clubhouse – located at 40th Ave and Vicente. Each day, the clubhouse is filled with over 50 seniors who look forward to spending time together over a meal. I see on a regular basis that social workers have only one table to use in the corner of the clubhouse to provide seniors with the help they need to complete paperwork for benefits and more.

Approval of the proposed project will allow more seniors to benefit from the comprehensive social services provided by Self Help, including the community meals program, activity program, education and wellness services, and legal and citizenship classes.

Before serving as Assessor, I represented District 4 as Supervisor on the San Francisco Board of Supervisors. On many occasions, I had the opportunity to visit with seniors at the existing South Sunset Self-Help site. Through my visits and conversations, I saw first-hand how Self-Help services helped keep our seniors mentally and physically healthy. I also saw that the existing site served but a fraction of the need in the Outer Sunset.
