    Wrexham Unitary Development Plan Monitoring Report 2004-5 EXECUTIVE SUMMARY This is the third Unitary Development Plan Monitoring Report produced by Wrexham County Borough Council, in accordance with the requirements of the Welsh Assembly Government. It covers the year 2004-5 and also looks at the general context and long term trends. Among the key findings of the report are: The Wrexham Unitary Development Plan: the Wrexham UDP, which sets out policies and proposals for the development and use of land in the County Borough up to 2011, was adopted on 14th February 2005. Housing: there were 395 housing completions in 2004-5, slightly below the average since 1996 of 420. The UDP policy figure is 385 dwellings per annum. The County Borough had a housing land supply in 2004 of 7.10 years, well above the minimum of 5 years required by Planning Policy Wales. Employment: the take up of employment land in 2004-5 was 7.1 hectares, compared with the average since 1996 of 6.9 hectares per annum, and the UDP policy figure of 20 hectares per annum. Shopping: Details of the non food retail warehousing scheme on the former Carlsberg Tetley site were approved by the Council in 2004, and the development is now under construction. A major retail development at the Eagles Meadow site in Wrexham was granted planning permission in July 2005. Wrexham is ranked as the third most important shopping centre in Wales, and 101st in the UK. Transport: Construction of the Wrexham Industrial Estate access road was delayed by the decision of the Welsh Assembly Government not to approve the necessary Compulsory Purchase Orders.

    FINAL PROPOSALS Community No. M36 - LLANSILIN Introduction 1. The present community of Llansilin is the most northerly community in the county of Powys. The community takes up the broad valley of the river Cynllaith and its main tributaries the nant Moelfre and the afon Ogau. Much of the landscape of the community comprises the hill and valley landscape of the border country (the community's eastern boundary is also the county and national boundary). However, the topography of the community rises to the west; Gyrn Moelfre is its highest summit at 523 metres, and the high points at Pen y gwely, Foel Wylfa and Hen Graig define its north-western boundary, which is also the county boundary. Settlement is scattered across the community, but exits to the B4580 Llanrhaeadr to Oswestry county road. It is to the latter town that this community looks for most of its primary services. Llansilin is defined as a large village with a range of community services and facilities in the Powys Unitary Development Plan, and Cefn Canol, Rhydycroesau, Rhiwlas and Moelfre are defined as rural settlements. 2. The community has a population of 648, an electorate of 502 (2005) and a council of 9 members. The precept required for 2005 is £1,500, representing a Council Tax Band D equivalent of £4.82. 3. In the 1984 Review the initial proposals of the Local Government Boundary Commission for Wales were to amalgamate the then communities of Llansilin and Llangedwyn into a warded community. These proposals met with the strong opposition of the residents of Llangedwyn.

Council’s Response The Welsh Government publishes Acceptable Cost Guidance (ACG) figures to be used as a guide for the likely acceptable cost for housing schemes developed with Social Housing Grant. In April 2015, the Welsh Government published the latest ’Acceptable Cost Guidance / On Costs for use with Social Housing Grant Funded Housing in Wales’. This document replaced the previous version (dated May 2012). A copy of the guidance is appended. The guidance sets five separate pricing bands, which take account of varying market areas and the variation on costs within different areas. Within each Local Authority, areas are placed within each band. INFORMATION 1 The Buildings at Risk Strategy 2012-16 was adopted by the Executive Board in December 2011 with the key aim of safeguarding the historic assets of the County Borough from neglect and decay ensuring that they are fully cared for today and by future generations. 2 The success of the strategy will be assessed on an annual basis in a report to the Planning Committee measured against the actions as set out in the yearly action plan and quantitatively against defined monitoring indicators. 3 After year two, the number of buildings at risk has been reduced whilst the number of vulnerable buildings has slightly increased. Significant progress has been made in meeting the year two actions which is reported within Appendix 2. 1 4 An action plan for year 3 has been developed and is contained within Appendix 4 of this report. Background 5 The Buildings at Risk Strategy 2012-2016 was adopted by the Executive Board in December 2011. Over the five year period the strategy seeks to meet the three strategic objectives of: (i) Reducing the number of buildings at risk; (ii) Managing Council assets to an appropriate standard; and (iii) Ensuring the value of the historic environment is appreciated and understood.

The purpose of each paper is to provide supporting evidence to underpin the preparation of Wrexham County Borough Local Development Plan (LDP). Each Topic Paper demonstrates how it links into the LDP vision and relevant objectives, provides an analysis of particular issues that the subject area needs to respond to, including the national policy context, a review of local policy, current circumstances and trends, and finally highlights the implications for the Preferred Strategy and Deposit Plan going forward. There will inevitably be a degree of overlap between some topics and issues, where there are links to other papers this will be highlighted accordingly. All the papers can be viewed on the Council website at www.wrexham.gov.uk/ldp. 2 Context and Characteristics The future wellbeing locally of the Welsh language and its contribution to Welsh cultural heritage is dependent on a variety of key factors such as education, demographic change and community activities as well as economic prosperity. The planning system can take account of the needs and interests of the Welsh language and its wellbeing by preventing development that could have a significantly harmful affect. New development can have both beneficial and harmful effects on the Welsh language. Beneficial effects can occur when development encourages Welsh speakers to remain in their communities, for example affordable housing for local need in a primarily Welsh speaking area, or when it supports the viability of village facilities, such as the school.
