This document, the Deposit Local Development Plan, together with other supporting materials, explains the Council’s approach to delivering sustainable development in the County. Wrexham needs a sound LDP, not only to ensure that vital new homes and jobs are provided but also because in the absence of an LDP, the Council cannot effectively control where development takes place, the quality of that development and the community benefit arising from new development. Following the disappointment of the first Local Development Plan being withdrawn in March 2012, it is even more imperative that a new land use plan is prepared and adopted on time Picture 1.1 to provide certainty about how we want the County Borough to prosper in the future. I am committed to ensuring that this document is prepared in an open and transparent manner and that the views of the public and stakeholders are taken into account. We need to know what you think about the policies and proposals contained in the Deposit Plan before we submit the plan to the Welsh Government and Planning Inspectorate for Examination in Public. Deposit Plan Document 7 How to Comment on the Deposit Local Development Plan 2 8 Deposit Plan Document 2 How to Comment on the Deposit Local Development Plan How to comment on the Deposit Local Development Plan The Deposit Plan consultation represents an opportunity for everyone in the Plan area and beyond to think about how the places people live, work, learn and visit should develop over the period to 2028. We would like to know whether you agree with the land use policies and proposals for accommodating growth in Wrexham County Borough. The easiest and most efficient way to view the Deposit Plan and submit any comments you have on the policies and proposals is via the Local Development Plan (LDP) Consultation Portal which can be found here www.wrexham.gov.uk/ldp . Here you can view and comment as you read or alternatively you can download PDF versions of the Deposit Plan and all relevant accompanying documents. A step-by-step guide on how to submit comments on the portal is also available via the link above. Paper copies of the consultation documents are available to be viewed at all local libraries and at the Planning Office in Lord Street, Wrexham, LL11 1LG. There will also be an opportunity to view documents and speak to planning officers at the drop in sessions, details of which can be found on the consultation portal. A standard consultation response form has also been prepared as part of the consultation process. The form is available to download on the consultation portal. If you need any further information please contact the Planning Policy Team at [email protected] Question 1 Attendance at Hearing Sessions Question 2 Tests of Soundness Deposit Plan Document 9 Introduction 3 10 Deposit Plan Document 3 Introduction Plan Purpose and Background 3.1 The County Borough of Wrexham will grow in population(1)over the next few decades, and will need new homes, jobs, infrastructure and community facilities to support economic growth and raise standards of living within the area. It is crucial that this growth is sustainably planned in order to maximise community benefit and bring forward development that is in the best interests of the County Borough and its people. 3.2 National legislation and planning guidance places a duty on every Local Planning Authority in Wales to produce a Local Development Plan that addresses these issues and delivers sustainable development, ensuring that social, economic, environmental and cultural factors are all suitably balanced. 3.3 It is within this context that Wrexham Council are preparing a revised strategic planning framework, known as the Wrexham Local Development Plan (LDP) (here in referred to as the Plan). This Plan is a land use Plan that sets out the planning requirements for achieving sustainable development in Wrexham County Borough over the period 2013-2028. 3.4 It identifies where and how much new development will take place in the County Borough, as well as which areas need to be protected for their environmental qualities. Once adopted, the LDP will replace the existing Unitary Development Plan (UDP) 1996 – 2011(2)and will be used to make decisions on all planning applications. 3.5 Adoption of the LDP by the Council will follow the submission and Examination in Public (EiP) conducted by an independent Planning Inspector appointed on behalf of the Welsh Ministers from the Planning Inspectorate (PINS).     The Cefn Viaduct Cefn Mawr Viaduct The Chester and Shrewsbury railway runs at the eastern end of the Vale of Llangollen, beyond the parish boundary, passing through Cefn Mawr on route from Chester to Shrewsbury. It is carried over the River Dee by a stupendous viaduct, half a mile down stream from the Pontcysyllte Aqueduct. It measures one thousand five hundred and eight feet in length, and stands one hundred and forty-seven feet above the level of the river. The structure is supported by nineteen arches with sixty foot spans. In 1845 rival schemes were put forward for railway lines to join Chester with Shrewsbury. Promoters of the plan to link Shrewsbury to Chester via Ruabon had to work quickly to get their scheme moving. Instructions for the notices and plans were only given on the 7th November and they had to be deposited with the clerk of Peace by the 30th November 1845. Hostility from objecting landowners meant that Robertson had to survey the land by night. One irate squire expressed a wish that someone would 'throw Robertson and his theodolite into the canal'. Henry Robertson told a Parliamentary Committee of the advantage of providing a railway line that would open up coalfields of Ruabon and Wrexham to markets at Chester, Birkenhead and Liverpool in the north and to Shrewsbury and other Shropshire towns on the south side. The Parliamentary Committee agreed with him and the bill received Royal Assent on 30th June 1845. The Shrewsbury and Chester Railway Company made good progress with construction work and the line to Ruabon from the north was opened in November 1846.

    The Ceiriog Trail Route description Explained in a clockwise direction starting at Spring Hill Farm at Grid Reference SJ 210 346 (Lat 52.903464 Long -3.175237). All distances and heights are approximate. Assuming a start from Spring Hill, turn left towards Oswestry. At Llechrydau, follow stone track on right keeping farm buildings on left. After 100 yards take left-hand track heading up field with hedge on right-hand side. After one mile at junction of grass tracks, carry straight on along main path and downhill on a stony track through a ford and uphill into farmyard (Bwlchydonge). Carry on through yard up the drive to road. At road turn right for a third of a mile. Ignore stone track on right opposite a bungalow, but fork right up next stone track (bridleway). After gate turn right and follow track uphill passing through conifer plantation. Keep to main track and go through gateway. Turn left onto stone track keeping reservoir on right, carry straight on, past bridge on right, through forest on main track until gate out of forest. Once out of forest follow rutted track through field (take care – deep ruts) to bridleway on right. Turn right following bridleway until through gate into field with mast. Turn left and carry on along fence until gate in corner, do not go through gate but follow track on right back across field marked with reflector posts. Follow towards road. 50 yards before road, turn left onto stony track going downhill. At fork take right-hand fork, keep on track until it becomes a tarmac lane near bottom of hill.

    Wrexham Unitary Development Plan Monitoring Report 2004-5 EXECUTIVE SUMMARY This is the third Unitary Development Plan Monitoring Report produced by Wrexham County Borough Council, in accordance with the requirements of the Welsh Assembly Government. It covers the year 2004-5 and also looks at the general context and long term trends. Among the key findings of the report are: The Wrexham Unitary Development Plan: the Wrexham UDP, which sets out policies and proposals for the development and use of land in the County Borough up to 2011, was adopted on 14th February 2005. Housing: there were 395 housing completions in 2004-5, slightly below the average since 1996 of 420. The UDP policy figure is 385 dwellings per annum. The County Borough had a housing land supply in 2004 of 7.10 years, well above the minimum of 5 years required by Planning Policy Wales. Employment: the take up of employment land in 2004-5 was 7.1 hectares, compared with the average since 1996 of 6.9 hectares per annum, and the UDP policy figure of 20 hectares per annum. Shopping: Details of the non food retail warehousing scheme on the former Carlsberg Tetley site were approved by the Council in 2004, and the development is now under construction. A major retail development at the Eagles Meadow site in Wrexham was granted planning permission in July 2005. Wrexham is ranked as the third most important shopping centre in Wales, and 101st in the UK. Transport: Construction of the Wrexham Industrial Estate access road was delayed by the decision of the Welsh Assembly Government not to approve the necessary Compulsory Purchase Orders.

    Country Walks Around Wrexham Route 6 – RHOSLLANERCHRUGOG Mountain Reservoirs (5½ miles / 3 hours) Rhos – Ty Mawr – Esclusham Mountain – Bronwylfa – Rhos This route may be linked to CWAW 3 to create a 9 mile walk. This walk is a gentle climb up to Esclusham Mountain passing Ty-Mawr and Cae- llwyd reservoirs and includes a short section of moorland. It begins at the Sun Inn, Hall Street, Rhosllanerchrugog (grid ref. 289468). Cars: Plenty of parking space is available nearby. Buses: There are regular bus services from Wrexham, travel information: 01978 266166. Please ensure that your dog does not stray from the footpaths. Keep it on a lead in fields with sheep and on the open mountain where the grouse are easily disturbed. The route is not suitable for wheelchairs, buggies or small children. WALK DIRECTIONS ARE IN BOLD TYPE Starting from the Sun Inn, Rhos, follow Hall Lane for a short distance away from the village, to Park Lodge with its stone relief depicting the sun. The emblem is believed to be part of the Jones family crest, owners of Llanerchrugog Hall in the late 18th century. The building was originally part of the Llanerchrugog Estate and a tree-lined driveway to the Hall ran from here though the estate parkland. Retrace your steps for a few metres to take the path through a long narrow open space, this was once a Great Western Railway line linking Rhos with Wrexham. In 1893 a group of Rhos businessmen formed a consortium to run their own railway to connect the village with Wrexham.
