Wrexham Unitary Development Plan Monitoring Report 2004-5 EXECUTIVE SUMMARY This is the third Unitary Development Plan Monitoring Report produced by Wrexham County Borough Council, in accordance with the requirements of the Welsh Assembly Government. It covers the year 2004-5 and also looks at the general context and long term trends. Among the key findings of the report are: The Wrexham Unitary Development Plan: the Wrexham UDP, which sets out policies and proposals for the development and use of land in the County Borough up to 2011, was adopted on 14th February 2005. Housing: there were 395 housing completions in 2004-5, slightly below the average since 1996 of 420. The UDP policy figure is 385 dwellings per annum. The County Borough had a housing land supply in 2004 of 7.10 years, well above the minimum of 5 years required by Planning Policy Wales. Employment: the take up of employment land in 2004-5 was 7.1 hectares, compared with the average since 1996 of 6.9 hectares per annum, and the UDP policy figure of 20 hectares per annum. Shopping: Details of the non food retail warehousing scheme on the former Carlsberg Tetley site were approved by the Council in 2004, and the development is now under construction. A major retail development at the Eagles Meadow site in Wrexham was granted planning permission in July 2005. Wrexham is ranked as the third most important shopping centre in Wales, and 101st in the UK. Transport: Construction of the Wrexham Industrial Estate access road was delayed by the decision of the Welsh Assembly Government not to approve the necessary Compulsory Purchase Orders. -

Minute 119 – EB made enquiry over CCTV in the vicinity of the Colliery Road Public Toilets (managed by Wrexham CBC). This was confirmed. 133. TO CONSIDER NEIGHBOURHOOD POLICING MATTERS. No PCSO present at this evening’s meeting. Members noted that PCSO Dean Sawyer has been moved from Chirk to Gresford since our last monthly meeting which he attended. -

Mr S A Hughes, Clerk to the Council. APOLOGIES. Apologies for absence were received from Cllrs Mr D Poppitt, Cllr M Maxfield, Cllr Ian Roberts and Cllr Terry Evans, WCBC. The Chairman recommended that agenda items 6 is taken first to save time for the officer. This was agreed. 104. NEIGHBOURHOOD POLICING. PCSO Sawyer was welcomed to the meeting and he gave details of crime statistics for the previous two months as follows: - February Criminal Damage – 4; Theft from vehicle – 1; Burglary (other than dwelling) - 1. A total of 6 crimes reported for the month along with 4 ASB incidents. With regard to previous matters PCSO Sawyer informed the meeting that the new community safety officer was looking into paper boy safety issues. He also said that PCSO Martin Griffiths had joined the Chirk Policing Team replacing PCSO Grace Jones who had resigned her post. Cllr Vant referred to parking problems on Colliery Road and agreed to provide information for the officer. Cllr Barry Evans referred to the car parked on the main road near the Kronospan entrance that had not moved for several days. The Officer said he was dealing with it. Cllr Suzanne Newell brought the officers attention to the parking problems at Chapel Lane and Lloyd’s Lane and the hazard being caused. -

FINAL PROPOSALS Community No. M36 - LLANSILIN Introduction 1. The present community of Llansilin is the most northerly community in the county of Powys. The community takes up the broad valley of the river Cynllaith and its main tributaries the nant Moelfre and the afon Ogau. Much of the landscape of the community comprises the hill and valley landscape of the border country (the community's eastern boundary is also the county and national boundary). However, the topography of the community rises to the west; Gyrn Moelfre is its highest summit at 523 metres, and the high points at Pen y gwely, Foel Wylfa and Hen Graig define its north-western boundary, which is also the county boundary. Settlement is scattered across the community, but exits to the B4580 Llanrhaeadr to Oswestry county road. It is to the latter town that this community looks for most of its primary services. Llansilin is defined as a large village with a range of community services and facilities in the Powys Unitary Development Plan, and Cefn Canol, Rhydycroesau, Rhiwlas and Moelfre are defined as rural settlements. 2. The community has a population of 648, an electorate of 502 (2005) and a council of 9 members. The precept required for 2005 is £1,500, representing a Council Tax Band D equivalent of £4.82. 3. In the 1984 Review the initial proposals of the Local Government Boundary Commission for Wales were to amalgamate the then communities of Llansilin and Llangedwyn into a warded community. These proposals met with the strong opposition of the residents of Llangedwyn.
