PRESS STATEMENT BY THE FAMILY OF LT GENERAL MAAPARANKOE MAHAO ON SADC REPORT: 16 FEBRUARY 2016, MASERU, LESOTHO Lt General Maaparankoe Mahao’s family has had the opportunity to study Justice Mphaphi Phumaphi Commission of Inquiry Report. As all of us will remember, the Commission was established by SADC to investigate the circumstances surrounding the death of General Mahao and the alleged mutiny against the current leadership of the Lesotho Defence Force (LDF). The Report was endorsed by the SADC Double Troika at its Summit held in Gaborone, Botswana on 18th January, 2016 with an injunction on the Lesotho Government to publish it and implement it. Lt General Mahao’s family once again wishes to express its gratitude to SADC for its efforts in the search for lasting peace and stability in the Kingdom of Lesotho and, in particular, to SADC’s unwavering commitment to get to the bottom of how and why Lt General Mahao was killed on 25th June, 2015. We further express our sincere appreciation of the thorough and professional work carried out by Justice Phumaphi’s Commission of Inquiry in the discharge of its mandate. We are fully aware of the very difficult conditions under which the Commission operated; especially the obstructions it encountered from some with vested interest to have the truth forever buried. Two principal objectives were at the heart of SADC’s decision to establish the Commission of Inquiry. These were the death of Lt General Mahao and the alleged mutiny within the ranks of the LDF. Around the death of Lt General Mahao, some significant progress was made in so far as the Commission ascertained certain facts which dispel and lay to rest the false claims made by the LDF with regards to why he was killed. -

Countering Terrorism in East Africa: The U.S. Response Lauren Ploch Analyst in African Affairs November 3, 2010 Congressional Research Service 7-5700 www.crs.gov R41473 CRS Report for Congress Prepared for Members and Committees of Congress Countering Terrorism in East Africa: The U.S. Response Summary The United States government has implemented a range of programs to counter violent extremist threats in East Africa in response to Al Qaeda’s bombing of the U.S. embassies in Tanzania and Kenya in 1998 and subsequent transnational terrorist activity in the region. These programs include regional and bilateral efforts, both military and civilian. The programs seek to build regional intelligence, military, law enforcement, and judicial capacities; strengthen aviation, port, and border security; stem the flow of terrorist financing; and counter the spread of extremist ideologies. Current U.S.-led regional counterterrorism efforts include the State Department’s East Africa Regional Strategic Initiative (EARSI) and the U.S. military’s Combined Joint Task Force – Horn of Africa (CJTF-HOA), part of U.S. Africa Command (AFRICOM). The United States has also provided significant assistance in support of the African Union’s (AU) peace operations in Somalia, where the country’s nascent security forces and AU peacekeepers face a complex insurgency waged by, among others, Al Shabaab, a local group linked to Al Qaeda that often resorts to terrorist tactics. The State Department reports that both Al Qaeda and Al Shabaab pose serious terrorist threats to the United States and U.S. interests in the region. Evidence of linkages between Al Shabaab and Al Qaeda in the Arabian Peninsula, across the Gulf of Aden in Yemen, highlight another regional dimension of the threat posed by violent extremists in the area. -

MITCHELL B.A., George Mason University, 2008 M.S., George Mason University, 2010 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Security Studies College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2016 Abstract Attacks against nongovernmental organizations (NGOs) in high-risk conflict zones have increased exponentially over the last two decades. However, the few existing empirical studies on NGO insecurity have tended to focus on external factors influencing attacks, with little attention paid to the actions of aid workers themselves. To fill this gap, this dissertation theorizes that aid workers may have contributed to their own insecurity by engaging in greater political action. Both quantitative and qualitative methods are used to assess the impact of political activity by NGOs on the insecurity of aid workers. The quantitative analyses test the theory at two levels. The first is a large-N country-level analysis of 117 nations from 1999 to 2015 using panel corrected standard errors. The second is a subnational-level statistical analysis of four case studies: Afghanistan, Iraq, Somalia, and Colombia from 2000 to 2014. Both the country- and provincial- level analyses show that the magnitude of aid tends to be a significant determinant of aid worker security. The qualitative methods of “structured-focused comparison” and “process tracing” are used to analyze the four cases. Results show that aid workers are most likely to be victims of politically-motivated attacks while in-transit. -

Das Bundesverwaltungsgericht hat durch den Richter Dr. Clemens KUZMINSKI über die Beschwerde von XXXX, geb. XXXX, StA. Somalia, gegen den Bescheid des Bundesamtes für Fremdenwesen und Asyl vom 22.02.2016, Zl. XXXX, nach Durchführung einer mündlichen Verhandlung am 10.11.2017 zu Recht erkannt: A) Die Beschwerde wird gemäß § 3 Abs. 1 AsylG 2005 idgF als unbegründet abgewiesen. B) Die Revision ist gemäß Art. 133 Abs. 4 B-VG nicht zulässig. Text ENTSCHEIDUNGSGRÜNDE: I. Verfahrensgang: Der Beschwerdeführer, ein damals unbegleiteter Minderjähriger somalischer Staatsangehöriger, gelangte am 09.11.2014 unter Umgehung der Grenzkontrolle nach Österreich und stellte am gleichen Tag einen Antrag auf internationalen Schutz. Bei der ebenfalls noch am 09.11.2014 stattgefundenen Erstbefragung nach dem Asylgesetz durch die Polizeiinspektion XXXX gab der Antragsteller zu seinen Fluchtgründen an, dass er in Somalia alleine, ohne Eltern und Geschwister gelebt habe, dass er obdachlos gewesen sei und als Schuhputzer gearbeitet habe. Er sei traurig und einsam gewesen, da sich niemand um ihn gekümmert habe und er habe vergebens seine Eltern gesucht. Nach Zulassung zum Asylverfahren wurde seitens des örtlich zuständigen Jugend- Wohlfahrtsträger konkret genannte Mitarbeiter der XXXX mit der Vertretung des Minderjährigen im Asylverfahren betraut. Am 13.08.2015 erfolgte eine Einvernahme des Antragstellers (im Beisein eines gesetzlichen Vertreters). Der Antragsteller bestätige, dass er bisher (in der polizeiliche Erstbefragung) der Wahrheit entsprechende Angaben gemacht habe und diese jeweils rückübersetzt und korrekt protokolliert worden seien, korrigierte jedoch seinen Geburtsort von XXXX auf XXXX. -

Truth, Reconciliation & Reparations Commission (TRRC) Digest Edition 7 Jason Florio © Photo: Newspaper The Point ANEKED & © 2019 Presented by: 1| The Truth, Reconciliation and Reparations Commission (TRRC) is mandated to investigate and establish an impartial historical record of the nature, causes and extent of violations and abuses of human rights committed during the period of July 1994 to January 2017 and to consider the granting of reparations to victims and for connected matters. It started public hearings on 7th January 2019 and will proceed in chronological order, examining the most serious human rights violations that occurred from 1994 to 2017 during the rule of former President Yahya Jammeh. While the testimonies are widely reported in the press and commented on social media, triggering vivid discussions and questions regarding the current transitional process in the country, a summary of each thematic focus/event and its findings is missing. The TRRC Digests seek to widen the circle of stakeholders in the transitional justice process in The Gambia by providing Gambians and interested international actors, with a constructive recount of each session, presenting the witnesses and listing the names of the persons mentioned in relation to human rights violations and – as the case may be – their current position within State, regional or international institutions. Furthermore, the Digests endeavour to highlight trends and patterns of human rights violations and abuses that occurred and as recounted during the TRRC hearings. In doing so, the TRRC Digests provide a necessary record of information and evidence uncovered – and may serve as “checks and balances” at the end of the TRRC’s work. -
